3 IB-1 INSTRUCTION TO THE S 1. SUBMISSION OF BID Tenders to be submitted in two parts (Techno commercial & Price bid) i) E.M.D:-The requisite E.M.D. as per tender condition. ii) Copy of PAN, VAT, Job already executed, job in hand etc. iii) Certificate towards registration with Sales Tax/VAT authorities as applicable. b) The tender documents issued to the tenderers to be duly signed and sealed in each page including Bill of Quantities to be put in two separate sealed envelopes superscribing Tender Notice No. & Techno Commercial bid as one part & Price bid as other part. Two sealed envelops to be put in one envelope supersribing Tender Notice No. & seald. ELIGIBILITY CRITERIA: 1. Should have successfully completed painting work in erected bridge structure at a minimum height of 10M from Ground level/ water level. 2. Last three years av. Turnover should not be less than 10 Lakhs. 3. PAST EXPERIENCE: - The tenderers must submit relevant documents/experience certificate showing past experience in painting of erected bridge structures at a height of minimum 10Metres from the G.L. or water level. NOTE 2 All cost and expenses incidental to pre-tender site visit pre-award discussion with shall be to the account of the tenderer and shall bear no liability whatsoever on such cost expenses. 3. Conditional tenders shall be straightway rejected and no additional clause will be entertained. 4. administration reserves the right to accept / reject any or all of the tenders and split the scope of work to more than one agency/ agencies without assigning any reason whatsoever. No claim will be entertained on account of this. In case of split of the award the L1 party will get at least 60% of the total job & L2 party if matches with the L1 rate will get aprox. 40% of the total job. 5. All duties, taxes, fees and other levies payable by the Contractor under the contract or any other cause shall be included in the quoted prices. 6. CURRENCIES OF BID AND PAYMENT The tenderer shall submit price bid/offer in Indian Rupees and payment under this contract will be made in Indian Rupees. 7. VALIDITY OF TENDER: 90 (Ninety) days from the date of opening of tender or for a further period if mutually accepted. 8. 4 SPECIAL CONDITION OF CONTRACT 1. DEFINATIONS AND INTERPRETATION: In this Tender Document, as hereinafter defined, the following words and expressions shall have the meaning as under a) shall mean The Braithwaite Burn & Jessop Construction Company Limited having its registered Office at 27, R.N.Mukherjee Road, Kolkata b) The TENDER shall mean the proposal submitted by the Tenderer/ Bidder in response to s Notice of Invitation to this Tender Document. c) The ORDER shall mean a written Work Order issued by. d) The AGENCY shall mean the person, firm or Company (hereinafter called Tenderer) whose Tender has been accepted by. 2. SCOPE OF WORK: final painting of 8X76.2m + 6X18.3m span (C/C of bearing) along with footpath, gangway, trolley refuge, inter span railway stringer and other accessories such as ladder, hand railing etc should be floated. 1. Clearing of members with wire brush, buffing machine etc in such a way that base coat of paint does not get damaged. 2. Railway / should be satisfied with the cleaning work and only after getting their clearance painting should be started. 3. Touch-up painting with on coat of Zinc chrome primer to IS: 104 followed by one coat of zinc chrome red oxide to IS: 2074 followed by one coat of Aluminium paint to IS: 2339 should be applied wherever required before applying final coat of Aluminium paint. 4. Touch-up metalizing wherever required 5. Scaffolding, paint brush, wire brush etc will have to be arranged by the agency at his own cost. Full safety measures including wearing of helmet, safety belt, shoe by the workers should be taken so that workers do not get injured during their working. 6. will only supply paint free of cost. 7. All empty drums should be returned back to store. Failing which cost of empty Rs. 20/- per drum will be recovered. 8. All the workers engaged in painting works must be insured in workmen compensation Act. 9. The agency will have to arrange their own accommodation for their staff and workers. 10. The Agency will have to make their own store for keeping their materials.

The Agency to make their own arrangement at their own cost for electricity, all equipments, store, scaffolding, consumables, water, housing etc. will only provide necessary paint at free of cost. The Agency has to provide monthly paint reconciliation statement duly certified by The SIC/ Gandak, otherwise they have to agree to the reconciliation done by. Any shortage of paint will be recovered from the Agency at penal rate. 12. Painting area for Aluminium paint will be m² per liter of paint. However exact area will be determined as per actual application and the area decided by The Site-in-charge will be final. Excess consumption of paint will be recovered at a penal rate i.e. landed cost of paint plus five percent. 13. The equipment required for field testing including thickness gauge for measuring thickness gauge will be arranged by the contractor at their own cost. 14. The work shall be carried out in a programmed manner as approved by / ECR. 3. COMPLETION TIME: 3 (three) calendar months from the date of LOI/ Work order 4. DEFECT LIABILITY PERIOD One year (12 months) from the date of completion. 5. PRICE The Price is to be quoted as mentioned in the BOQ. The quoted price should be inclusive of all Taxes and Duties. 6. PAYMENT TERMS: a) 90% payment against R/A bill will be released within 30 days from the date of submission of bill duly certified by SIC/ / Gandak. (Bill to be raised maximum once in 15 days). Part payment of spans may be allowed as per discretion of SIC// Gandak. b) Balance 10% of the R/A bill will be retained as security deposit & will be released after defect Liability period of 12 months from the date of final completion of the job. 6 SPECIAL CONDITION OF CONTRACT 7. PRICE VARIATION: The rate will be firm till the completion of work. There will be no price escalation for any reason till the completion of the job. 8. EARNEST MONEY DEPOSIT: Earnest Money Deposit of Rs 25,000/= (Rupees twenty five thousand only), in form of crossed DD or pay order or Banker s cheque payable at Kolkata, drawn in favour of The Braithwaite Burn & Jessop Construction Co. Ltd. to be submitted along with the tender. The Earnest money Deposit will be kept with as initial security deposit and to be released after defect liability period without any interest. The EMD of the un successful bidders will be returned back after finalization of the tender without any interest. 7. LIQUIDATED DAMAGE: If the Supplier fails to deliver the materials within stipulated period, 0.5% of order value will be deducted from bill for per week delay subject to a maximum of 5% of the total order value. 8. TERMINATIN OF CONTRACT: In case of failure to discharge the duties as per our requirement, reserves the right to cancel the order, either in part or full as the situation demands and get the work done by deploying other agency /agencies. Cost incurred for the above shall be recovered from the contractor s bill and Security Deposit. 9. JURISDICTION OF COURT: The Courts at Kolkata shall have the exclusive jurisdiction to try all disputes, if any, arising out of this agreement between the parties. 10. EXTENSION OF TIME OF COMPLETION: If the contractor fails to complete the work within the due time period for their own fault, suitable extension of time will be provided by imposing liquidated damage. However, if the reasons for delay are not attributable to the contractor suitable time extension will be provided without imposing Liquidated damage. However, for both the cases the contractor has to apply for time extension with suitable reasons for non completion of the work within the stipulated time.

Rate include cost of labour, consumables, brushes, misc. tools and plants, ladders, scaffoldings, jhoola, hanging scaffolding, staging, fuel & power etc., patch/ touch up painting wherever required. The rate also includes thorough cleaning of rivet heads at joints & elsewhere in the girders and painting the same with one coat of ready mixed zinc chrome priming to IS:104 followed by one coat of zinc chrome red oxide priming to IS:2074 and one coat of Aluminium paint as per IS: 2339 and final finishing coat of Aluminium paint.
