2 1 SCOPE OF ENQUIRY COMMERCIAL IN CONFIDENCE This enquiry aims to inform the market of the requirement for Large Concrete and Steel Shielding Blocks and gather budget price and programme estimates. 2 SCOPE # 1 PROTOTYPE Scope: Detailed Design, Manufacture, Delivery and Installation 1x Storage Pit Lids PROTOTYPE. (see draft pack) The prototype is to be manufacturer to the same build standard with techniques recorded and lessons learnt logged for the full build. More to follow 3 SCOPE # 2 FULL Together with this enquiry is a full drawing and document suite to allow for a budget to definitive estimate. Our target variance is +/- 10% on the Price. Scope: Manufacture, Delivery and Installation 6x Storage Pit Lids (consisting of various sub-sections, various sizes), 3x PIE Cells Lids (consisting of 2 off sub-sections), 1x Waste Transfer Hatch (consisting of 3 off sub-sections). Installation of the Pit Lid locating features Mounting of WTH sensor switch Including, but not limited to, lifting eyes, locating fixtures & position markers etc. (A set of drawings is attached showing tolerances and quality classes) Oct NOTE. Please could you quote for 4mm cladding (as per the drawing pack) and for 12mm (steel plate cladding (not shown on the drawing). This change to 12mm is being considered on advice from other facilities. Candidate scope includes: Detailed Design (design for manufacture (e.g internal re-bar design)) Manufacture (execution class 3) FAT and SAT tests Shipping to Sweden Installation Documentation Timescales. 3 4 BACKGROUND The UK Atomic Energy Authority (UKAEA) is a non-departmental government body. The UKAEA is managing the delivery of the Active Cells remote handling facility as part of the UK contribution to the European Spallation Source (ESS) in Sweden. The Pit Lids form an integral passive part of the Active Cells(AC). Maintenance Cell (MC) Pit Lids provide shielding to protect workers in the Maintenance Cell from radiation hazards in the Storage Pits and Waste Transfer Hatch & PIE Lids are on the AC primary boundary and protect workers within the Technical Galleries and Transfer Area from radiological hazards. This is an industrial pre-cast concrete project. The Pit Cells are currently being cast into the floor. The aim of this project is design for manufacture. The information provided in this may be used to set our budgets. 5 BASIS FOR BUDGET ESTIMATE The Contractor undertakes all necessary production design and validation tasks to ensure that all Works is demonstrated to meet requirements. UKAEA has performed a high level of design work and prepared first pass documents. This is a high level of scope definition. Our expectation is for the contract to update documents where necessary and prepare new documents (e.g. Detailed FAT, inspection plan etc.). The document deliverable list is included in the pack. The project is made unique; Control of fabrication/manufacture to meet Gap and As-built Pit Cell dimensions Use of heavy concrete Labyrinth geometry UK Law, Regulation and EU Directives apply. Note. The Public Contracts Regulations 2015 as amended from time to time or any successor thereto may be applicable; Contract Form. NEC3 conditions of contract apply. Core clauses Main Option A, dispute resolution Option W1, and secondary Options X2, X16, Y(UK)2, Y(UK)3 Delivery. All deliveries by the Contractor to ESS ERIC Site shall be DAP (Incoterms 2010) or FCA (Incoterms 2010). The Site address for the Works is: European Spallation Source ERIC Construction Site Odarlövsvägen 113, LUND Installation equipment and support is provided free of charge (e.g crane equipment plus the operator) under the direction of the contractor. UKAEA; We retain responsibility; for the concept design. for any import duties that may be required. Fitness for purpose Changes to the general design as a result of the building as built dimensions. Provision of installation equipment and equipment handler Contractor; The contractor is responsible for the detail design and in-particular ensuring that the Pit Lid assembly maximum gap and thickness are adhered to.
