3 EXECUTIVE SUMMARY This guide aims to compare and highlight the advantages of available national and international sustainability construction certifications valid in the UK. Building for the future is now being recognised as a vital step to ensure that we are conscious of our environmental footprint. Environmental Performance Certificates (EPCs) were a step towards recognising the energy efficiency of buildings, in the attempt to drive reductions in energy usage and wastage. However, while EPCs have been a legal requirement for commercial buildings since 2008, there has been no such requirement for an environmental certificate. Applying these frameworks allows developers to benefit from cost savings, reduce their environmental impacts and improve occupant wellbeing. Many local authorities require sustainability ratings, which can result in easier planning permission for developers with green projects, as well as attracting tenants looking for the most cutting edge, high quality spaces. While this paper focuses on certifications from a building s inception, at any stage of a building s life cycle there are improvements that can be carried out to enhance a building s performance and environmental impact, which can be recognised and awarded. From the more widely recognised awards such as BREEAM and LEED, to bespoke ratings which are increasing in popularity such as SKA, Well and Wired, this paper compares a wide range of certifications covering sustainability targets from all areas of construction. Other certificates covered are less well known, including the Living Building Challenge, which takes a more holistic approach to sustainability, and more bespoke options such as SKA and WIRED, that are targeted at improvements across specific areas of building such as fit-out and IT upgrades. This document includes a selection of our projects, showcasing our experience with these certifications. For our full range of sustainability consultancy services, please see page 30. 4 BREEAM OVERVIEW BREEAM is the Building Research Establishment s Environmental Assessment Method and rating system for master planning projects, infrastructure and buildings across a number of lifecycle stages such as new construction, refurbishment and occupied buildings. BREEAM is used in 78 countries with over 2,265,000 buildings being registered to the assessment and over 550,000 certificates being issued. Typically BREEAM New Construction or Refurbishment and Fit Out (RFO) is used by UK firms striving to reduce their environmental footprint as it is based on UK policies. BRE has adapted their award for global use through incorporating national standards and local environmental priorities. BREEAM also runs an In-use scheme, which is currently limited to office use and is often adopted by the members of the International Sustainability Alliance worldwide. The main aim of BREEAM is to mitigate the project s impact on the environment and sustainability by evaluating the procurement, design, construction and operation of the development against nine environmental categories and one innovation category. The nine categories include health and wellbeing, energy, transport, water, materials, management, waste, land use and ecology, and pollution. Each category is allocated a weighting as a percentage of the overall score and is broken down into a number of sub-categories, each holding differently weighted credits. Additional credits can be obtained through the innovation category by going above and beyond and exceeding best practices. Once all credits are multiplied by their corresponding weighting and added together, the final BREEAM rating is calculated and can be classified as: Fail/Unclassified (<30%) Pass ( 30%) Good ( 45%) Very Good ( 55%) Excellent ( 70%) Outstanding ( 85%) Each classification requires particular performance levels to have been achieved. 4 Rider Levett Bucknall Accreditations /19

5 BENEFITS Secure planning approval: comply with local authority targets and turn a design into reality; more than half of local authorities in England have a BREEAM requirement as part of their framework, with the figure rising to more than 70% of authorities in major cities. Enhanced market value: green certified buildings are likely to have increased rental and sales prices, and reduced operating and energy costs. PROCESS 1. 6 BREEAM COST LICENSED BREEAM ASSESSOR Depending on the complexity of the project and level of involvement required, typical assessor fees start at 5,000. BRE S REGISTRATION FEE BRE typically charge between 250 to 1,850 + VAT (depending on the scheme and the size). On a refurbishment and fit out project, the registration fee is circa 850. BRE S CERTIFICATION FEE Ranges from 505 to 3,000 (depending on the scheme and the size). Research undertaken to quantify the cost of delivering a BREEAM rated building conclude that the associated capital cost increases as the certification levels increase i.e. an office targeting an excellent rating may incur a circa 0.8% uplift in capital costs as opposed to an office targeting an outstanding rating which may incur an uplift of up to circa 9.8%. Growing research has shown that BREEAM rated buildings show increased return for investors, increased rental rates and a growth in sales. 6 Rider Levett Bucknall Accreditations /19

8 LEED OVERVIEW LEED (Leadership in Energy and Environmental Design) is the most widely used green building rating system in the world. It provides a framework to create healthy, highly efficient and cost saving green buildings. The certification is a globally recognised symbol of sustainable achievement, currently there are over 2.2million ft 2 certified, with more than 92,000 projects using the LEED framework points will achieve a certified project points will achieve a silver certified project points will achieve a gold certified project 80+ points will achieve a platinum certified project LEED v4 is the latest rating system with improvements such as an added focus on the components of materials, consideration of energy demand from the smart grid and placing more emphasis on environmental quality for better occupant comfort. Based on the ASHRAE (American Society of Heating, Refrigeration and Air Conditioning Engineers) standards, the certification is typically sought out by those building in America. However, all types of projects can be included and a certification is recognised globally as a sustainable achievement. Interior Design, Building Operations, Neighbourhoods and Homes all have individual rating systems regardless of where they are currently in their life cycle. 8 Rider Levett Bucknall Accreditations /19

9 BENEFITS Sustainable: LEED buildings save energy, water, resources, generate less waste and support human health. Value: LEED buildings attract tenants, cost less to operate and boost employee productivity and retention. Material Consideration: an understanding is gained on best materials for human health. Smart grid recognition: with demand from the smart grid recognised, usage can be adapted to reduce bill charges. Taken further, net positive energy could be sold back to the community. PROCESS 1. Register the project by completing key forms and submitting a payment. At this stage the credits which the project team will pursue are decided on. 2. Apply for LEED certification by submitting the completed certification application through the online portal and pay the certification review fee. 3. Review - The LEED application is reviewed by GBCI. 4. Certify - receive the certification decision. Alternatively pointers can be given for future success. 10 LEED COST There is a flat rate registration fee paid at registration dependent on the projects type and size. A certification fee is paid when the project is submitted for review and includes access to the Arc platform and a dedicated LEED coach to provide their expertise. All fees are paid in $USD. Members of the United States Green Building Council (USGBC) receive discounts, as shown below. 12 SKA RATING OVERVIEW SKA rating is an environmental performance assessment tool operated by the RICS, designed specifically for office, retail, and higher education fit-outs. SKA Rating does not take into consideration the base build, and only focuses on measuring good practices undertaken to add value to the existing property as part of the fit-out. Under management of the RICS, the SKA Rating assessment method has won several awards including the 2009 AIS Eco-Innovation Award, and the CoreNet Global s 2009 Industry Excellence Award 2009 (Leadership and Strategy). The final score is attained by achieving the following percentage of the measures in scope: 25% - Bronze 50% - Silver 75% - Gold SKA covers over a hundred good practices including water, waste, pollution, transport, energy and CO 2 emissions, The practices relevant to a particular project are ranked in terms of their significance from a sustainability perspective, and clients are required to achieve a certain number of the highest ranked measures. The award, which is awarded solely for fit-outs, is often favoured above BREEAM due to the added flexibility when choosing which practices to target. 12 Rider Levett Bucknall Accreditations /19

13 BENEFITS Tailored solution: clients have the flexibility to select which measures to prioritise and be scored against. Efficiency: clients are able to use the target performance measures to design more energy and environmentally efficient fit-outs. Decision Making: decisions can be based on the ranks of different fit-out methods that will have the biggest impacts on sustainability. Accurate: the rating is not influenced by the base build s performance and is specific to fit-outs. Easy Use: SKA is a simple online tool that can be used informally or by an assessor. PROCESS 1. Register - appoint SKA assessor, register assessment then establish targeted credits 2. Assessment - provide Design and Handover stage evidence to assessor 3. Review - SKA assessor completes the review following handover 4. Certify - final certificate and rating issued Optional; 5. Occupancy stage - performance of the fit-out is reviewed a year after its completion against the original requirements. Clear rating: the final rating is classified as Bronze, Silver or Gold. Competition: benchmark fit-out s performance against other similar sites. Reputation: a formal SKA rating certificate demonstrates a commitment to sustainability and CSR. 14 SKA RATING COST SKA RATING TOOL A free online tool accessible to all, which can be used informally to self evaluate a project or can used to provide a quality-assured formal certification by a SKA assessor. EVIDENCE COLLECTION/ ASSESSMENT A list of assessors can be found on the RICS website. The individual assessor is free to set their own evidence collection / assessment fees depending on the scope and complexity of the project, which typically ranges between 5,000-15,000. 16 WELL BUILDING STANDARD OVERVIEW Launched in 2014, the WELL Building Standard, operated by Delos Living LLC and Well Building Institute, is supported by seven years of scientific research and medical evidence, and aims to improve the indoor environment by placing health and wellbeing at the centre of design and construction decisions by emphasising the importance of certain targets. The standard, which covers new and existing buildings, new and existing interiors and shell and core projects, has been certified across 27 countries, covering more than 480 projects. There are currently 21 buildings registered to the standard in the UK, with 20 being office space and 1 being residential. The targets may vary depending on the type of project, however some features are compulsory to meet (known as pre-conditions) while other features are optional (known as optimisations) which can be applied to the project to achieve a higher certification. Certifications are awarded at three levels; silver, gold or platinum. To receive a Silver rating all preconditions must have been met, to receive a Gold rating all preconditions plus 40% of all optimisations should have been achieved, and to receive a Platinum standard all preconditions plus 80% of all optimisations should have been obtained. 16 Rider Levett Bucknall Accreditations /19

17 BENEFITS Prioritises health: the standard focuses on how the physical environment impacts on occupant health. Verified approach: the standard is data driven and is backed by years of research. Occupant productivity: achieve increased end user satisfaction, improved productivity, enhanced occupant experience, and overall optimal performance. Lead by example: organisations are increasingly investing in workplace health and wellbeing and are recognising the positive impact it has on employees and the business. Green credentials: the standard is third-party certified by the Green Business Certification Inc, and has recently agreed to align with BREEAM by identifying specific credits which will be recognised by both initiatives. Flexible approach: the standard applies to various building types with options to customise your approach to fit your goals. PROCESS 1. Register the project - utilise the WELL online system to create a WELL programme based on project needs and the certification level being pursued. 2. Assessment - appoint an assessor; review the WELL features being targeted and that need to be incorporated into design and construction. 3. Review documentation and verify building design components to ensure a successful process. 4. Certify - submit documentation to demonstrate that the mandatory elements of the WELL Building Standard (preconditions) are met, as well as optional elements (optimisations features) have been attained. The WELL assessor will undertake onsite performance verifications and tests to confirm that a passing score for each of the seven categories has been achieved. The minimum cost is approximately 7,050 and ranges from 0.12 to 0.27 per ft 2, depending on the type and size of the project. 20 WIRED OVERVIEW Wired Certification, founded by WiredScore and the NYC Economic Development Corp, is a standardised rating system designed to improve and verify the digital connectivity/ infrastructure of commercial properties. Wired Certification applies to commercial projects in various phases of development, from refurbishment projects to buildings not yet built. Engaging WiredScore as early as possible will allow desired design improvements to be undertaken without incurring excessive fees. Wired Certification is used across more than 750 properties totalling 350 million ft 2 of office space in over 80 cities and is also endorsed by leading organisations including the Urban Land Institute, the Telecommunications Industry Association and the Greater London Authority. 20 Rider Levett Bucknall Accreditations /19

PROCESS Getting a property Wired Certified is a simple 3-step process typically taking 30 to 60 days and once achieved, the property s Wired Certification is valid for 2 years. 1. Contact WiredScore to discuss the process for certification. 2. Arrange an Assessment: For occupied buildings: Wired will conduct an on-site assessment of the building s connectivity and provide a detailed report on its current state. The report will highlight the property s marketable assets as well as identify any opportunities for improvement. For new/re-developments: Wired will review the project s schematics and provide a detailed report on the planned telecom and connectivity infrastructure to highlight marketable assets and opportunities for improvement. Wired will work with the team from design to occupation to confirm performance. 3. Certification: the property is awarded a Certified, Silver, Gold or Platinum Certificate. 24 LIVING BUILDING CHALLENGE OVERVIEW The Living Building Challenge (LBC), operated by the International Living Future, is a green building certification programme applicable to landscape and infrastructure projects, renovations, and new buildings. The scheme provides a holistic social and environmental framework and assesses the sustainability of the project against various performance areas or petals. The seven petals are further subdivided into a total of twenty imperatives. There are hundreds of registered projects around the world representing millions of ft 2 of commercial, institutional, educational and residential construction. Flagship buildings include the Bullitt Centre in Seattle and the CIRS Building at University of British Columbia in Vancouver. There is currently one building registered on to the scheme in the UK. There are two forms of certifications that can be achieved; the Living Building Challenge Certificate or the Petal Certificate. To achieve the Living Building Challenge Certificate, all imperatives must be met and performance needs to be demonstrated over twelve consecutive months.
