1 EASTERN MUNICIPAL WATER DISTRICT August 1, 2014 ADDENDUM NO. 2 TO SPECIFICATION NO. 1235S Wine Country Infrastructure Project Loma Ventoso Lift Station This addendum to the specifications is for the purpose of adding, clarifying, or deleting certain information to the construction drawings and project specifications as follows: SECTION P CONTRACT DRAWINGS P-05. Construction Drawings. 1. Drawing G-4, Construction Notes - 2 Delete Drawing G-4 in its entirety and replace with revised Drawing G-4 attached. 2. Drawing E-6, Electrical Control Diagrams Delete Drawing E-6 in its entirety and replace with revised Drawing E-6 attached. SPECIFICATIONS - DETAILED PROVISIONS 1. Revise Specification Section 09220, Portland Cement Plaster, Section 3.02 Application of Plaster and add the following section: D. Application over Concrete Masonry Units 1. Apply "Weld-Crete Concrete Bonding Agent", by Larsen Products Corp or equal, over all concrete masonry surfaces to receive exterior plaster finish. Allow sufficient dry time per manufacturer's recommendations. 2. Apply "Brown Coat" directly over bonding agent. Brown coat shall be brought out to grounds, straightened to a true surface and left sufficiently rough to assure adequate bond for finish. Keep moist for 48 hours and then let dry. 3. Apply Finish Application as described herein, per section 3.02, Item "C" Revise Specification Section 11201, Sewage Lift Station with Emergency Standby Power Generation, as follows: Replace Part 1.04, Specific Project Pumping Unit Requirements, with the following: A. General Pumping Units (2 total) shall be designed and constructed to satisfactorily meet the following characteristics for both the initial flow conditions and ultimate flow conditions: Page 1 of 6 Specification No. 1235S Addendum No. 2

2 1. Maximum Pump Full Load Speed shall be 1,790 rpm. 2. Maximum Motor Horsepower shall be 40 (no point on performance curve shall exceed motor horsepower). 3. Pump shall Pass Minimum 3" Solid. 4. Pump shall have Minimum 4" Suction and 4" Discharge. 5. Supply Power shall be 480 Volt, 3 Phase. 6. Impellers shall be enclosed two port design. Contractor shall provide two (2) pumping units for the Loma Ventoso Lift Station. B. Initial Flow Conditions Pumping units (2 total) shall be designed and constructed to satisfactorily meet the following initial flow performance characteristics: 1. Pump Performance is as follows: Discharge Capacity GPM Total Dynamic Head (Ft) Minimum Hydraulic Efficiency (%) ± * ± ±5 54 1,000 40±8 47 *Design condition 2. Preliminary pump selection are as follows: a. Fairbanks Morse Model 4" 5434MV with 13" trimmed impeller. b. WILO-EMU Model FA 15.66E with 11" trimmed impeller. c. Flowserve Model 4MSX11A with 9" trimmed impeller. d. ABS Model XFP150G CB1 with Number 8 impeller. 3. Minimum Shutoff Head shall be 77 Feet. Page 2 of 6 Specification No. 1235S Addendum No. 2

Ultimate Flow Conditions Pumping units (2 total) shall also be designed and constructed to satisfactorily meet the following ultimate flow performance characteristics by replacing only the impeller: 1. Flowserve Model 4MSX11A with 10" trimmed impeller. d. ABS Model XFP150G CB1 with Number 5 impeller. 3. Minimum Shutoff Head shall be 101 Feet. Replace the first sentence of Part 2.08.D.3. Manufacturer, with the following: Magnetic flow meters shall be the product of ABB, Endress & Hauser, or Siemens (no substitutions). Replace Part 2.08.E. Operator Interface Terminal (OIT), with the following: E. Operator Interface Terminal (OIT) OIT shall have a 5.7" TFT 65,536 color screen with resistive type touch screen and 270 cd/m 2 brightness. OIT shall require 24 VDC power and comply with EN , EN , and FCC Class A standards. OIT shall be connected to District's Kingfisher RTU via 8-conductor flat communications cable and software shall be compatible with District's RTU. OIT shall be C-More Touch Panel Part No. EA7-T6CL-R as manufactured by Koyo Electronics (no substitutes). Page 3 of 6 Specification No. 1235S Addendum No. 2

4 APPENDICES 1. Appendix B - Geotechnical Exploration Report Add the Monitoring Well Construction Diagram to the Geotechnical Exploration Report. QUESTIONS & ANSWERS ARB, Inc. Q1. In reviewing the bid documents with our Contracts Department, will EMWD accept redline changes to the general/special conditions in the Contract? A1. No. BioAir Solutions Q2. BioAir Solutions is pleased to offer the following Request for Pre-Approval and to be named as an Acceptable Manufacturer for Biofilteration Odor Control system on project as specified in Specification Section A2. The BioAir Solutions biofilter uses an in-organic media; therefore, it cannot be considered or-equal pursuant to Specification Section 11301, Part 1.07.E.: The media shall be an engineered organic type media. Inorganic type media will not be considered. Schuler Engineering Q3. There are various references to special inspection(s) throughout the plans and specifications. Please clarify who is to pay for the cost of this inspection. A3. District will pay for special inspections. Q4. Can the exterior of the wet well and manhole be pre-coated with the specified exterior coating per G-6.We do not see any specification for the joint sealant between the vertical pipe sections, nor treatment of the exterior joint. Please clarify. A4. No, exterior of wet well and bypass manhole may not be pre-coated with the specified exterior coating. Exterior coating shall be applied after wet well and bypass manhole sections are assembled so that the exterior coating is also applied over the joints. Joints for wet well and bypass manhole shall be in accordance with Specification Section 11201, Part Q5. There is a note 10 on sheet C-5 which tells us to backfill any voids between the excavation and the shoring with 1 sack slurry. Just how do you expect us to install this slurry when the void left by pulling the shoring is 35 feet down? A5. Per Special Conditions SC-33, lagging shall be removed as backfill progresses and the maximum lagging that can be removed shall be 3'. Slurry shall be placed to fill voids as the backfilling progresses, not after all of the lagging has been removed. Page 4 of 6 Specification No. 1235S Addendum No. 2

5 Q6. There is an existing utility pole located just north of the existing Wilson Creek Winery Sign. The plans do not show this utility pole nor indicate that it should be relocated by contractor. It appears that this pole would interfere with multiple aspects of the project i.e. grading and landscaping. Is the contractor to relocate this utility pole or protect in place? A6. There is no utility pole located just north of the existing Wilson Creek Winery Sign. Q7. Spec section B states no field welding allowed but contract drawing m4 note 37 calls for flange to be welded in the field after installed thru well wall. Please clarify. A7. No field welding is allowed for stainless steel piping per Specification Section Part 3.02.B. except for the two flanges that will be field welded to the two discharge pipes that penetrate the wet well wall. Flanges shall be field welded to the stainless steel piping after the discharge piping is installed through the wet well wall in accordance with Note 37 on Drawing M-4. Q8. Section states all joints to be welded, flanged, or vic. Can 1in and 2in 316ss blowoff lines on pump discharge be threaded joints. A8. Stainless steel pipe fittings 3 inch and smaller may be threaded per Specification Section Part 2.02.B. Q9. In spec section d magnetic flow meter calls out for sparling, Foxboro or ABB and no substitutions. Appendix A.6 B allows for Endress Hauser and Siemans. Please clarify. A9. See modifications per Specifications - Detailed Provisions above. Q10. Please provide the names of all of the agencies we will have to obtain permits from. Also, is the connection work in the street, and the SCE conduit run in Rancho California road under the jurisdiction of the County of Riverside? What will the County s requirements be in regards to traffic control? A10. Reference Special Conditions SC-48 - Work Area Permits for agencies that have jurisdiction within the project area. Additionally, the Riverside County Transportation Department Encroachment Permit acquired by the District is attached to Section H - Permits. Said encroachment permit details the requirements with regard to traffic control. Traffic control requirements are also detailed in Special Conditions SC-38. Q11. Please confirm that all masonry walls/masonry building do not have lathing/wire before plastering the masonry. Spec Metal lath appears to be for any wood structure walls that have plastering only NOT masonry? A11. Metal lath is not required for masonry Page 5 of 6 Specification No. 1235S Addendum No. 2
