STAFF PRESENT: Jason Van Essen, Senior City Planner. PUBLIC COMMENT None. CERTIFICATES OF APPROPRIATENESS CONSENT HEARING ITEMS 1. Request from River Bend Development Partners, LLC (owner) represented by Katelyn McBurney to allow the following work at th Street in the River Bend Local Historic District. ( ) A) Reconstruction of portions of the foundation walls on all facades of the house. B) Replacement of basement windows with custom built wood windows. C) Replacement of concrete front steps with wooden steps Granting the application as presented subject to the condition below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 1. All bricks used on the foundation shall match the size and color of the original bricks. 2. Provision of mortar similar to that of the existing foundation for the brick veneer. 3. Construction of any front steps be in accordance with a design as approved by Staff.

2 4. Compliance with the building code and in accordance with any necessary building permit as issued by the City s Permit and Development Center. NON-CONSENT HEARING ITEMS 2. Request from HOME INC (owner) represented by Pamela Carmichael (director) to allow the construction of a two-car garage at th Street in the River Bend Local Historic District. ( ) SUPPORT: Pamela Carmichael. Granting the application as presented subject to the condition below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 1. Review and approval of the selected pedestrian door design by staff. The door shall have a half-lite window. 2. Provision of a wood double-hung window in the center of the south façade of the garage. 3. A vent element shall be provided in the gable as approved by staff prior to installation. 4. Compliance with the building code and obtainment of all necessary permits for construction. 2

3 3. Request from Allegretti Property (owner) represented by Francis Allegretti to allow the following work at th Street in the Sherman Hill Local Historic District. ( ) A) Removal of the brick chimney at the west end of the building. B) Replacement of downspouts with a matching product. SUPPORT: None. DECISION 1 Part A Denial of the application as it would not be in harmony with the historic character of the neighborhood or meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. Granting an amended application to allow the chimney to be repointed and repaired as necessary subject to the following conditions would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, and the City of Des Moines Standard Specifications. 1. Review and approval of any chimney repair work by staff. 2. Any replacement brick and mortar shall match the color, texture, composition, size and joint profile of the existing brick and mortar. 3. Any masonry work shall be completed in accordance with "Preservation Brief #2 - Repointing Mortar Joints in Historic Brick Buildings" as prepared by the U.S. Department of the Interior - National Park Service. 3

Request from Daniel Chavez to allow the following work at th Street in the River Bend Local Historic District. ( ) A) Replacement of all windows with double-hung windows. B) Replacement of siding with composite lap siding of the same width. SUPPORT: None. 4

All vinyl replacement windows that were installed prior to the issuance of this Certificate must be replaced with a window that complies with condition #1. 3. Compliance with the building code and in accordance with any necessary building permit as issued by the City s Permit and Development Center 2. Request from Mike Hildebrand (developer) to allow the complete renovation of the exterior of the house at 1942 Arlington Avenue in the River Bend Local Historic District. Any replacement window shall be constructed of wood with no metal cladding and shall be of the same general style, shape and dimensions as the existing windows. 3. Review and approval of the selected window product by staff prior to installation. 4. Compliance with the building code and obtainment of all necessary permits for construction. 6
