Updates are posted as changes are developed CHANGES TO CITY CODE TITLE 15 BUILDINGS AND CONSTRUCTION All changes to city code require City Council approval Final language is a group effort developed by City Council committee meetings and public hearings Final code language is approved on final City Council meeting and then becomes an enforceable city ordinance.

Adopt same state standards within 6 months following of the new standards by the state. Deadline December, 2018 Qualified staff to enforce the code who have required certifications for the codes they are enforcing.

5 WHAT ABOUT THE ICC SIGNIFICANT CHANGES TO THE CODES? Significant changes as published by ICC are visible on City website by clicking on 2018 Code Adoptions. This presentation will not cover all the changes made by ICC and will focus on current amendments approved by City Council

6 WHAT DOES THE STATE OF WYOMING REQUIRE FOR CODE ADOPTIONS? Wyoming State Statute Powers and duties of Council Establish standards to include IFC, IBC, IMC, IFGC and NEC Current State Standards 2018 ICC and 2017 NEC NFPA 58 (Liquefied Petroleum gas) ANSI Z223.1/NFPA 54 (fuel gas)

7 Administrative and house keeping changes Fees for work started without permit Fees for Temporary Certificate of Occupancy PROPOSED CHANGES TO EXISTING CITY CODE Full adoption of the Property Maintenance code Removal of code language already addressed in the 2018 codes. Addition of code amendments. Removal electrical provisions in the IRC 2017 NEC is the wiring standard for all electrical work in the state of Wyoming Conflicting provisions between IRC and NEC

8 ADMINISTRATIVE CHANGES TO CODE Administrative changes do not affect code requirements Dates, clarifications, arranging code language, etc.

9 FEES FOR WORK WITHOUT PERMIT Starting work without a permit is not allowed. Exceptions: Emergency work e.g. water heater, furnace goes out during non business hours. Penalty for work starting without permit is currently 2x permit fee. Proposed penalty to increase to 4x permit fee. Many issues with roofing projects. Professionals don t need to worry about these fees.

10 FEES FOR TEMPORARY CERTIFICATE OF OCCUPANCY Current residential homes fees: $100 valid for 30 days non-refundable with 30 day extension for $50 (Only 2 extensions allowed) A total of 90 days. Proposed Residential fees: $1200 refundable on sliding scale: 100%-30 days; 75%-45 days; 50%-60 days; 25%-75 days; and 0% after 90 days. Current commercial buildings fees: $1000 valid for 30 days, non-refundable with 30 day extension for $250 (Only 2 extensions allowed) A total of 90 days. Proposed Commercial fees: $2400 refundable on sliding scale: 100%-30 days; 75%-45days; 50%-60 days; 25%-75 days; 0% after 90 days.

11 TEMPORARY CERTIFICATE OF OCCUPANCY NO CHANGES PROPOSED FOR EXCEPTIONS Phased projects Shell core structures with multiple tenants finishes in one building Projects with multiple permits for separate parts of a whole project Finals phase or building shall comply with provisions of TCO requirements

12 FULL ADOPTION OF THE PROPERTY MAINTENANCE CODE (IPMC) Current adoption only includes chapters 1 and 2. (Administrative chapters) Proposed adoption of all chapters to include addition of chapters 3, 4, 5, 6, 7 & 8. New chapters will allow the Building Department to address complaints from concerned citizens that currently can t be enforced with current dangerous building provisions in chapter of the City Municipal Code. Enforcement is for complaints only to address structural, electrical, plumbing and mechanical systems that present a danger to the occupants or a nuisance to neighbors.

13 2018 BUILDING CODES HAVE LANGUAGE TO ADDRESS ISSUES CALLED-OUT BY CURRENT CODE AMENDMENTS NO LONGER NEEDED Proposed removal of code language as follows: IBC & IRC Remove amendment for required cold weather protection of concrete. Already addressed in referenced standard ACI 318 as referenced in IBC and IRC. IBC Current language for fire sprinklers in Group R occupancies proposed removal from IBC. Pending City attorney/state AG opinion on code amendment currently adopted. Continued construction alternatives may be allowed under the IRC. Multi-family dwellings with no fire sprinklers is the issue.

14 REMOVED LANGUAGE CONTINUED IBC & IPC 410 The minimum number of drinking fountains are addressed in table with exemptions for restaurants, travel distance, number of occupants and other special requirements as approved by the Building Official. IEBC No proposed changes IRC R202 Definition of a duplex and separation requirements are now addressed. IRC R202 Definition of a townhouse now allows for 2-one hour fire rated walls.

15 REMOVED LANGUAGE CONTINUED IRC R Exception to overhead clearance on stairways.???

16 ADDED LANGUAGE IRC R Create exemption #5 for fire protection of floors on single family dwellings where future work is proposed to finished living spaces in a basement.

17 REMOVE WOOD FOUNDATIONS FROM CODE R403.2 Delete wooden foundations from code.

18 REMOVED LANGUAGE CONTINUED IMC 507.9? No clearance from ½ cementitious wallboard not needed. IMC Allows for alternate materials that provide minimal clearance to noncombustibles as approved by code to allow UL 1978, ASTM E2336. Many materials and and systems allow for minimal clearance to include Fire Wrap products. IFGC No proposed changes IECC No proposed changes, keep current standards. Enforce REScheck and COMcheck submittals at time of plan review to confirm conformance to energy standards. IPC No proposed changes
