1 SACRAMENTO AREA SEWER DISTRICT FREEPORT SEPTIC CONVERSION PROJECT CONTRACT NO. 6004R NOTICE TO CONTRACTORS Notice is hereby given that the Board of Directors of Sacramento Area Sewer District of Sacramento County, California will receive sealed bids as follows: BID DATE: Wednesday, February 20, 2019 SUBMIT BIDS TO: FOR: INTERNAL SERVICES DIVISION CONTRACTS SERVICES GOETHE ROAD SACRAMENTO, CA UNTIL 11:00 AM (LOCAL TIME) FREEPORT SEPTIC CONVERSION PROJECT CONTRACT NO. 6004R ESTIMATED CONSTRUCTION COST: $2,031,400 CONTRACTOR LICENSE REQUIRED: Class A - General Engineering NON-MANDATORY Sacramento Area Sewer District, PRE-BID CONFERENCE Goethe Rd., Red Oak, Room 1213 DATE, TIME AND LOCATION Sacramento CA Tuesday, January 29, 2019 at 1:00 PM PROJECT DESCRIPTION: The work to be performed under this contract includes the furnishing of all labor, materials, tools and equipment for the Freeport Septic Conversion Project. The work generally consists of the following: Demolition and abandonment of existing septic tank facilities on 29 private residential properties and businesses. Installation of 29 individual grinder pump stations and re-routing of gravity lateral sewer service. Installation of 27 individual 1 ¼ -inch lateral forcemains from each grinder pump station to new forcemain, 2 individual 2 -inch lateral forcemains from each grinder pump station to new forcemain, and 15 individual 1 ¼ -inch lateral forcemain stub outs between new forcemain to property line for future connections, including isolation valves for each lateral forcemain. 2 Installation of 595 linear feet of 2-inch and 4,225 linear feet of 3-inch sanitary sewer forcemain including isolation valves, air valves, and cleanouts. Installation of new sanitary sewer manhole. Construction of 172 linear feet of 8-inch VCP gravity sewer by open cut or horizontal directional drill. Connection of gravity sewer to existing City of Sacramento manhole and installation of drop connection. The Engineer s Estimate for this Project is approximately $2,031,400. 3 NON-MANDATORY PRE-BID CONFERENCE: A non-mandatory pre-bid conference will be held on January 29, 2019 at 1:00 PM, at the Sacramento Area Sewer District, located at Goethe Road, Sacramento, CA 95827, Room 1213 Red Oak, for the purpose of reviewing and answering questions regarding this project. Engineering and Construction Management representatives will be present for questions. Contractors may visit the Freeport area for purposes of walking the alignment, however, access to individual properties is not granted. Field visits are optional and shall be completed on the Contractor s own accord. District representation will not be present. QUESTIONS REGARDING WORK: Any questions regarding the type of work to be done may be addressed to Linda Peters at (916) or petersli@sacsewer.com. Responses will be provided to questions submitted up until February 1, 2019 at 11:00 AM. CALIFORNIA CONTRACTOR S LICENSE: Award of this contract requires a valid California contractor's Class A General Engineering license. CONTRACTOR S EXPERIENCE: Contractor and subcontractor qualifications must be submitted with the bid package for all project component requirements as described below. The submitted qualifications for the Contractor must clearly show that the proposed Contractor and/or subcontractors have the experience and qualifications listed below. The Prime Contractor s or subcontractor s experience in the construction of sanitary sewer forcemains, gravity sewer, grinder pump stations, and parcel lateral connections: Experience of $500k or greater project (minimum of 3 projects in the last ten years) The Contractor s or subcontractor s experience for construction using horizontal directional drill must meet the minimum qualifications specified in Section CONTRACT DOCUMENTS: Contract Documents for may be accessed by logging into the Public Purchase website, and navigating to the Sacramento Area Sewer District Bid Opportunities webpage: The Sacramento Area Sewer District Standards and Specifications, version 2.0, July 24, 2013, which are incorporated by reference in the Contract Documents, are also available in electronic format at under the Developer Resources tab. 4 BONDS: Each bid must be submitted on the bid forms provided in the Contract Documents. Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check or cashier's check payable to the Treasurer of Sacramento County, or cash for an amount not less than ten percent (10%) of the aggregate sum of the bid. The successful bidder must be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the Sacramento Area Sewer District, each for not less than one hundred percent (100%) of the contract price. Pursuant to the California Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract. LABOR COMPLIANCE PROGRAM: The County of Sacramento received final approval from the Director of the California Department of Industrial Relations as a Labor Compliance Program effective March 15, All questions regarding this Labor Compliance Program should be directed to the Labor Compliance Section at (916) In accordance with Section of the California Labor Code, the payment of the general prevailing rate of per diem wages or the general prevailing rate of per diem wages for holiday and overtime is not required for any project of $25,000, or less, when the project is for construction work, or of $15,000 or less, when the project is for alteration, demolition, repair, or maintenance work. This is a construction project in accordance with Section of the California Labor Code. Pursuant to California Labor Code Section 1720 and following, and Section 1770 and following, the successful bidder must pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of the prevailing wage determinations are on file in the office of the County of Sacramento Labor Compliance Program, 9700 Goethe Road, Suite D, Sacramento, CA 95827, and are also available on the internet at ***NEW INFORMATION FOR LABOR CODES , (a), *** No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section [with limited exceptions from this requirement for bid purposes only under Labor Code section (a)].
