DOPAS 2016 International Topical Seminar on Plugging and Sealing Regulatory point of view on the demonstration of the feasibility of plugs and seals for final repository of radioactive nuclear waste Turku, Finland, 26 May 2016 Pekka Välikangas, Rainer Laaksonen Radiation and Nuclear Safety Authority (STUK), Finland

STUK - Radiation and Nuclear Safety Authority Mission protecting people, society, environment, and future generations from harmful effects of radiation Regulator use of nuclear reactors, nuclear waste and materials, use of radiation, monitoring environment, mining, non ionizing radiation Expert organisation national preparedness for radiation accidents, training of users of radiation, information and advice to public and other authorities, contracted expert and radiation measuring services Laboratory work as an essential part of supervision and emergency preparedness reduction of significant health risks, the radiation exposure associated with the specific features of the Finnish people, nature and society reliability of radiation measurements / PVa 2

YVL Guides as of 11 March 2016 Draft YVL D.7, Barriers and rock engineering of nuclear waste disposal facility YVL E.6, Buildings and structures of a nuclear facility

Mock-up as model solution for further construction/design Concern materials, type of structures and/or structural systems Combination of conventional design and construction with extensive research, planning and testing Ensure the design and production Connect safety requirements to corresponding design criteria by solutions, tested according to design based approval criteria Sequence is free R&D work including material tests, continuing through extensive design phase, small scale mock-up tests, preliminary demonstrations to full scale mock-up test STUK oversee in order to be capable to make corresponding structural and commissioning inspections in time KBS-3V alternative of tunnel plug and seal has been followed (PoPlu) connected with inspections of Onkalo

STRUCTURAL DESIGN: EN 1990, Basis for structural design EN 1991, Actions of structures EN 1992, Concrete structures EN 1993, Steel structures EN 1994, Composite steel and concrete EN 1997, Geotechnical design CONCRETING: EN 206-1, Concrete Part 1: Specification, performance, production and conformity SFS 7022, application of EN in Finland SFS-Manuals for testing PRODUCTS, incl. TESTING: EN 10080, Steel for the reinforcement of concrete EN 10138, Prestressing steels hens, ETAGs and ETAs for construction products relevant for civil structures CE CONCRETE COMPONENTS: EN197-1, Cement, EN 12620, Agregate EN 934-2, Admixtures EN 450, Fly ash EN 13623, Silica EN 15167, Granulated blast furnace slag EN 1008, Water CE CIVIL WORKS: EN 13670, Execution of concrete structures SFS 5975, application of EN in Finland EN 1090, Execution of steel and aluminium structures /PVa

STUK s inspections in future Basic goal is to inspect mock-ups in a similar way as final structures in order to pilot and train for final construction Documental, structural and commissioning inspections Technical, organizational incl. supply chain and personnel qualification inspections mock-ups can serve also as organization and personnel qualification function as well as on technical qualification issues Construction design documentation inspections checked and approved by the licensee including summary of justifications as required in YVL E.6, chapter 7.11 Structural inspections based on approved design documentation Commissioning inspections are based on quality control records collected from mock-ups and final construction as-built documentation, as a basis for further monitoring and maintenance program / PVa 6
