WABO TCD ASSEMBY VOTING RECOMMENDATIONS (2016 GROUP B) The suggestions contained in this Voter Recommendation ist are the opinions of the WABO Technical Code Development Committee (TCDC) members only and are being provided to you as recommendations only. There is no requirement to vote in consensus with TCDC recommendations. To gain a better understanding of the issues we suggest a thorough review of each code change proposal, including viewing the associated testimony, so that you are better able to make informed decisions. Regardless whether you agree or disagree with our recommendations, TCDC encourages you to participate in the code development process by casting your votes using the ICC cdpaccess on-line voting application (

ASSEMBY (ON ASSEMBY ) TCD PRIORITY TCD RATIONAE ADM94 As Modified As Modified retain ASCE7-10 instead of updating to ASCE 7-16 Oppose H Update to latest structural standard (ASCE 7-16) CE175 Pt1 As Submitted As Modified adds mandatory max flow rate for showers Support H Increases efficiency in water use and CE175 Pt2 Disapprove As Modified adds mandatory max flow rate for showers Support H Increases efficiency in water use and CE247 Disapprove As Submitted limits flow rate of lavs in dwelling units to 1.5 gpm RB17 As Submitted Disapprove updates IRC to the most current seismic design maps from USGS, FEMA & BSSC Support H Increases efficiency in water use and Oppose H Update to latest structural standard (ASCE 7-16) RB20 Disapprove As Submitted coordinates the wind design criteria in the IRC w ith ASCE 7-16 RB129 Disapprove As Submitted move sprinkler section to appendix (Region IX proposal) Support H Update to latest structural standard (ASCE 7-16) Oppose H Requirements currently in equilibrium (NAHB did not submit change => willing to live with current code). Moving to appendix will result in future proposals to move back into body of code, reopening old wounds. RB375 Disapprove As Submitted requires mechanical kitchen exhaust Support H Moves national code closer to state code. RE19 Disapprove As Submitted U factors for residential in zones 3-5 Support H Improves the U-factors for fenestration in residential buildings in climate zones 3 8; 80% of products already comply. RE92 As Submitted Disapproval delete section re rooms containing fuelburning equipment Support H air leakage testing is compromised where a combustion air duct is open to the conditioned space. RE103 Disapprove As Submitted duct leakage testing Support H Moves national code closer to state code. RE114 Disapprove As Modified max flow of lav faucet in dwelling units Support H Increases efficiency in water use and Page 2 of 7

ASSEMBY (ON ASSEMBY ) TCD PRIORITY TCD RATIONAE RE115 Disapprove As Submitted max flow for showerheads Support H Increases efficiency in water use and RE134 As Modified Disapprove adds max UA to performance compliance path (NAHB) Support H Proposal would reduce energy efficiency requirements. RE156 As Modified Disapprove adds max UA to Energy Rating Index (ERI) compliance path (NAHB) Support H Proposal would reduce energy efficiency requirements. S130 Disapprove As Submitted deletes exception stating that statement of special inspections isn't required for lightframe steel or wood construction Oppose H already exempts the same structures from special inspection. However, doesn't clearly say the statement only covers those areas where special inspection is required, so removing the exception could cause confusion. ADM78 Disapprove As Submitted lead paint Oppose M Scoping for requirement makes it difficult to enforce. Requires contractor to submit certification with permit application but contractor may not yet have been selected. Reqs BO to refer to federal law to determine whether certification is needed CE37 Disapprove As Modified outcome-based compliance alternative Oppose M Allows post-occupancy energy use to substitute for energy-conserving building construction. Reqs post-occupancy monitoring; doesn't specify enforcement mechanism. If building doesn't comply, it would be extremely difficult to correct it after it's occupied. EB57 Disapprove As Submitted Moved buildings. Deletes exceptions from wind & seismic load provisions in work area method Oppose M Treats wind more stringently than seismic. If move building to area with lesser wind load but does not conform to current code, still have to upgrade structure. Page 3 of 7

ASSEMBY (ON ASSEMBY ) TCD PRIORITY TCD RATIONAE F228 Disapprove As Submitted mass notification systems in E & colleges Oppose M Provisions are vague and unenforceable. " systems shall be selected and designed based on input provided by the school administration, law enforcement agencies and the fire code official." RB152 Disapprove As Submitted foam plastic insulation below grade doesn't have to comply with flame spread, etc. RB361 Disapprove As Submitted adds "how to build it" provisions for radon in body of IRC ADM27 Pt1 Disapprove As Submitted modifies definition of "repair" so it applies to correcting damage or restoring predamage condition (identical code change for definition of "roof repair" was AS) ADM35 Pt3 As Submitted Disapprove includes 4 story townhouses as "residential building" for IECC-R. (3 other parts of code change that would apply to other codes were disapproved) ADM42 Pt2 As Submitted Disapprove States that the intent of IECC is to consider the net energy for buildings, including energy generated on site (part 1 was D) ADM45 Pt1 Disapprove As Submitted States that the intent of IECC is to consider the net energy for buildings, including energy generated on site ADM45 Pt2 As Submitted Disapprove States that the intent of IECC is to consider the net energy for buildings, including energy generated on site Support M Fire retardant in groundwater is a problem. ocating below slab and below grade eliminates fire hazard. Support M Radon mitigation is required often enough that the proper methods should be in the body of the code so that jurisdictions don't have to adopt the appendix. Proposal doesn't require mitigation. Page 4 of 7

ASSEMBY (ON ASSEMBY ) TCD PRIORITY TCD RATIONAE ADM46 Pt2 As Submitted Disapprove deletes requirement that above-code programs comply with code sections marked "mandatory" in chapter 4. (Part 1 was D) ADM57 Pt1 Disapprove As Modified deletes list of required inspections from IECC ADM57 Pt2 Disapprove As Modified deletes list of required inspections from IECC CE10 Pt2 As Submitted Disapprove adds definition and standard for "interior radiation control coatings" (Part 1 was D) CE13 Pt2 Disapprove As Submitted adds provision to definition of "insulated siding" that it is not used as part of a vented cladding system (all 3 parts were D) CE19 Disapprove As Modified adds definition of "on site renewable energy system" that includes power sources on other sites CE21 Pt1 Disapprove As Modified replaces IECC climate zones with reference to ASHRAE standard (part 2 was D) CE51 Disapprove As Submitted exempts greenhouses from thermal envelope provisions CE54 Disapprove As Submitted making the commercial building opaque envelope as efficient as under ASHRAE CE110 Disapprove As Submitted "fully adhered singly ply roof membrane" CE114 Pt1 As Submitted Disapprove reworks section "Rooms containing fuelburning appliances" (Pt 2 was D) CE115 Pt1 Disapprove As Submitted deletes section "Rooms containing fuelburning appliances" (Pt 2 was D) CE185 As Modified Disapprove adds reqmts for occupant lighting controls in open offices CE232 Disapprove As Submitted reqs one additional efficiency option F89 Pt2 Disapprove As Submitted adds provisions for marking of rapid shutdown PV systems (Pt1 was AS) Page 5 of 7
