1 APPENDIX 1 PROJECT REQUIREMENTS Page 1 of 6 I) Scope of Work The Work to be performed includes but is not limited to the replacement of direct fixation trackwork in the general area around Addison Station on North Mainline Track 1 and Track 2. The Work includes, but is not limited to the following items: A. Provide for all labor, material, equipment, incidentals and general conditions necessary to perform all the work as indicated in the Contract Documents and as required for a complete project. B. Provide project management, supervision, testing, inspection, labor, commissioning services, materials, equipment and all ancillary services, material, equipment and other related services as are necessary to complete the construction of the project as provided in the Contract Documents. C. Replace approximately 2100 feet of Track 1 and Track 2 trackwork between Bents 6061 and Includes complete removal and replacement of the concrete plinths, plates and fasteners, contact rail chairs and mounting blocks, removal and reinstallation of existing 115 lbs. running rail, removal and reinstallation of existing contact rail, removal and replacement of wood footwalk, removal and reinstallation of guard angles. D. Remove, protect, store, and re-install signal equipment including RP s, impedance bonds, and train stop, as shown on the Contract Drawings. Pull back, protect, and re-install all control cabling feeding signal equipment inside the project limits. E. Protect in place signals and other signal equipment at the perimeter of the project limits as shown in the contract drawings. Pull back, protect and re-install the audio loop at the north project limits of Track 2. F. Remove and replace with new, rail-to-rail joint bonds, AC track circuit rail connections, and impedance bond rail connections inside the project limits. G. Test and re-commission all track circuits involved within the project limits, as well as any removed and re-installed equipment including train stops, impedance bonds and RP s. H. Power wash the concrete deck and apply concrete sealer. I. Complete tactile edge replacement along the Track 2 side of the existing Addison Station Platform. J. Complete cleaning of the track level drainage system. K. Provide and install temporary barriers per the requirements in the CTA Safety Manual for Contract Construction On, Above or Adjacent to the CTA Rail System., Temporary barriers to be approved by CTA,are installed at each end of the construction work zone to keep Contractor personnel from entering the CTA revenue track area and prevent the use of CTA flagmen. This includes the area between tracks 2 and 3 outside the platform area.

2 L. Provide and install temporary barriers, to be approved by CTA, to safeguard passengers on the active platform while tactile replacement is occurring or when Track 2 construction is underway. M. Provide and install barriers along the deck parapet/wall to the west of Track 1 and along the deck between the deck and platform to prevent concrete and other debris from falling to sidewalks, street, alleys and parking spaces below. II) General Requirements A. Work Sequence 1. The work will be conducted in a scheduled sequence of installation so as to ensure the maintenance of safe operations and to provide the least possible disruption or interference to CTA s operations. 2. The work will be performed under the schedule restrictions and working periods indicated in the Contract Documents. The work under this Contract will not interfere in any way with safe and timely CTA Rail and Bus operations. 3. Construction on Tracks 1 and 2 must be fully completed in one (1) track access occurrence prior to returning to service. B. Regulatory Requirements 1. The Contractor will immediately notify the CTA of requirements in these specifications and/or drawings, which do not strictly comply with the applicable laws, ordinances, and rules governing the work, before proceeding with that part of the work. Failure of the Contractor to do so will be understood as an agreement on the part of the Contractor to guarantee compliance with the requirements of work covered by this Contract. C. In support of the execution of the Work, the Contractor will: 1. Furnish and install any temporary work necessary during construction to maintain rapid transit operations and safety, including, but not limited to barriers, signage, railings, fencing, lighting, etc. 2. Furnish and install any temporary incidentals and collateral work required to complete the Work as indicated on the Contract Drawings, specified in the Contract Specifications or as required by the Contract Documents. 3. Furnish and install Maintenance of Traffic, control and protection systems, temporary pavement and markings including but not limited to all traffic and pedestrian barriers as specified in Sections and of the Contract Specifications. Restoration of all streets, sidewalks, alleys, parking areas, markings, signage, fencing, etc. disturbed by construction, in a timely manner. All in accordance with latest applicable standards, regulations and permits. 4. Abate and/or remove and properly dispose of all hazardous and special materials in accordance with all applicable standards, regulations and Contract Specifications. Temporary measures must be put in place to protect all Page 2 of 6

3 equipment along with proper ventilation and temperature control. 5. The Contractor will limit the use of CTA property and facilities to the construction activities indicated in the Contract Documents. 6. The CTA will not be liable for any materials or equipment stored by the Contractor on CTA property or in any staging areas. 7. The Contractor will not interfere with, block, or in any way encumber public rightof-ways, CTA property outside of the Contract Limits, or private property without proper permission of the person, business or agency having jurisdiction. Proof of authorization and copies of required permits will be submitted to the CTA prior to blocking or using the property or public right-of-way or commencing the construction operations that are reliant upon the permit(s). 8. The Contractor will maintain reasonable access to the site and will not prohibit nor interfere with operations of other contractors, lawfully conducted inspections or site visits by properly identified representatives of the CTA, regulatory agencies or collective bargaining units. 9. The Contractor will perform preparatory work such as temporary pavement marking, barriers, etc., and will provide and maintain traffic and pedestrian control and protection on all streets, alleys and sidewalks within the work zone. Upon completion of all construction, the Contractor will restore streets, alleys and sidewalks to their original condition, restripe the pavement and remove all traffic control and protection associated with the construction of the project. 10. The Contractor will routinely perform clean-up at the end of each work day and ensure the work sites are properly secured. It is the Contractor's responsibility to make sure each trade cleans up after their work and that each work zone is cleaned daily, otherwise the Contractor will perform all necessary clean-up work left undone by the Contractor s or subcontractor s trades. 11. The Contractor will obtain and pay for all fees, rent or other expense for easements, for access to the work area or for storage of materials, equipment or construction operations. The Contractor will submit proposed access plans including any additional areas, to the CTA for approval. D. Closeout Requirement Exceptions 1. All closeout submittal requirements in Specification Section are applicable to this scope. CTA reserves the right to waive any closeout submittal requirements should any changes to the scope occur. III) Time Period Requirements A. General 1. All Work will be authorized by one Notice to Proceed (NTP). 2. Milestones a. Milestone No. 1- Achieve Substantial Completion of all Work within one hundred and forty (140) days of NTPby March 25, Page 3 of 6

4 3. Punch List Work a. The Contractor is required to complete all Punch List Work within fourteen (14) days after receipt of a Certificate of Substantial Completion for all Work issued by the CTA. 4. Final Completion a. The Contractor is required to achieve Final Completion of the Work evidenced by receipt of a Certificate of Final Completion within thirty (30) days after receipt of a Certificate of Substantial Completion for all Work issued by the CTA. IV) Construction Phase A. Weather Conditions 1. When ambient air temperatures are expected to be below 32 degrees Fahrenheit or above 90 degrees Fahrenheit, maintaining profile and alignment of the track will become increasingly difficult. If the Contractor s schedule requires concrete pours for the track under challenging weather conditions, additional process plan details must be submitted for CTA approval on methods to maintain the profile and alignment to the dimensional tolerances required in the technical specifications. If required, hot and cold weather concreting procedures must also to be included in the process plan. B. Construction Constraints 1. Constraint No. 1 Allowable Work Hours a. Due to the nature of this Work, CTA authorizes the Contractor twentyfour (24) hours each day as necessary to complete the Work. 2. Constraint No. 2 Flagging and Infrastructure Shifts a. The CTA will provide up to twenty-fourseventy-five (2475) Flagger Shifts as described in Specification at no cost to the Contractor. b. The total number of Flagger Shifts noted above is inclusive of all work required to complete Punch List and achieve Final Acceptance. c.b. Flagger Shifts required to protect workers during the Track Access Occurrence will not be counted toward the quantity provided in Specification above. c. The CTA will provide up to ten (10) Infrastructure Shifts as described in Specification at no cost to the Contractor. d. Infrastructure Shifts required to implement the Track Access Occurrence and support the Contractor s work during the Track Access Occurrence will be provided at no cost to the Contractor. 3. Constraint No. 3 Track Access Occurrence Page 4 of 6

5 a. The CTA will provide, at no cost to the Contractor, the following Track Access Occurrence: i. One extended reroute of NM Track 1 and NM Track 2 (NML Track 1 and Track 2 Out of Service from Clark Junction to Addison Interlocking) One Occurrence = Up to Twenty One (21) Days starting 2200 on a Weekday or 0800 on a Saturday or Sunday. This track access occurrence will remove rail service and traction power on NM Track 1 and NM Track 2. Red and Purple Line trains will operate southbound on NM Track 3 and Northbound on NM Track 4. Southbound Purple Line Trains will stop at Addison during this operation. b. CTA will not allow the Contractor to stage, phase or access the work in a manner which will disrupt CTA s ability to maintain the above outlined revenue service operations during this track access occurrence. c. The CTA will provide up to two (2) test trains at no cost to the Contractor to be scheduled during this track access occurrence. d. The Contractor must consider what punch list work must be completed during this track access occurrence. Upon request by the Contractor, the CTA will perform a substantial completion walk through with the Contractor during an eight (8) hour daytime shift during the track access occurrence. The Contractor must request the substantial completion walk no later than forty-eight (48) hours in advance. Upon verbal confirmation from the CTA that the work is substantially complete, a formal punchlist will be issued to the Contractor within twelve (12) hours of the conclusion of the substantial completion walk. e. This Track Access Occurrence may not begin until the completion of the 2018 Cubs Season and related team events (e.g. parades) or the Chicago Marathon, whichever is later. 4. Constraint No. 4 Requirements for Return to Service after Track Access Occurrence a. At the end of the Track Access Occurrence, the tracks must be ready for normal operation. This includes, but is not limited to: i. Running Rail fully clipped with tie plates fully anchored. ii. All contact rail chairs installed with contact rail properly installed. iii. The signal system restored to the level of functionality existing prior to construction. Page 5 of 6 C. Available Staging Areas

6 1. See specification for information on available staging areas. 2. Staging areas are available for use by the Contractor at the following locations: a. Howard Rail Yard (7750 N. Haskins Ave.) b. South Boulevard (601 W. South Blvd.) D. Liquidated Damages for Contractor Delay 1. For work requiring a test train and/or power restoration, failure of the Contractor to return any of the tracks, or other part of CTA s system, back to CTA at least two hours prior to the scheduled end of each authorized Track Access Occurrence scheduled for Contractor s work, will result in the assessment of Liquidated Damages as follows: a. From 1 minute up to the first 59 minutes delayed: $5,000; b. For each additional hour or fraction thereof, thereafter delayed: $30,000 per hour. 2. Failure of the Contractor to achieve Milestone No. 1 by the prescribed day and time will result in the assessment of Liquidated Damages in the amount of $7,000 per day. E. Construction Clarifications 1. Temporary construction may be of non-permanent materials as allowed by code subject to CTA and City approval and maintenance by the Contractor for the duration of the Project.
