2 1.0 PROJECT INTRODUCTION Project Name: California Street Bridge Repair and Maintenance, Missoula Montana Project Number: PR-10-08CSB 1.1 Scope In accordance with the terms and conditions of the Contract, the Design-Build Contractor (DBC) shall perform the work of this Request for Qualifications and Proposal (RFQ/RFP) for the Missoula Parks and Recreation (MPR) described below. 1.2 Location This project location is 520 North California Street on the Clark Fork River, the California Street Bridge, and west of McCormick Park. 1.3 Background The California Street Bridge was constructed and installed in 2000 along with the Northside Pedestrian Bridge. Earlier this year the Parks Department was successful in securing a CDBG- ARRA grant for the Northside Pedestrian Bridge to address repair and maintenance issue on that bridge. HDR was asked for preliminary assessment of the Northside Pedestrian Bridge. Once the need was determined for repair of that bridge, HDR was also asked to do a similar assessment of the California Street Bridge since they were familiar with the structure, having performed construction administration when it was built. Missoula Parks and Recreation applied and received a CDBG grant to fund maintenance and repair project on the California Street Bridge. MPR is looking for professional engineering, design, construction documents, bidding and construction administration services for repairs and maintenance items to resolve structure or safety issues. 1.4 Description MPR is requesting assistance with a bridge inspection to identify and verify the issues previously identified on the California Street Bridge and to address per code, mitigating any determined deficiencies and performing requested modifications. Task 1 - The most apparent need identified by prior inspection is researching deck repair and sealer options and then determining the best-suited solutions. From this work, along with any newly determined deficiencies, repair options and associated anticipated construction costs will be determined to select the most appropriate repair strategy. Task 2 Inspect the bridge and area from a safety standpoint. The bridge approaches, both North and South, along with graffiti mitigation, and additional or revised lighting will be the primary focus of this task. Any additional safety issues shall immediately be brought to MPR s attention. (See photos of bridge approaches) 2

3 Task 3 Provide design and budget costs for beautification of both ends for erosion control as well as improved landscaping. Work to be performed based on budget availability. Task 4 - Develop Project Plans based on available budget and per priorities developed by team Task 5 - Develop Project Specifications, Applicable Construction Documents and Cost Estimates scope project within budget and per CDBG requirements (NOTE: CDBG requires Federal Davis Bacon Wages) Task 6 - Construction Performance and Administration, including CDBG requirements and reporting. 2.0 PROJECT BUDGET The total amount available for this project is $111,000. All Design and Construction costs including, but not limited to, bonds, permits and insurance are represented in that overall budget. 3.0 SCHEDULE The work in this DB RFQ/RFP shall be completed in accordance with the following schedule: D/B Design Development Documents: shall be submitted no later than fourteen (14) calendar days after award of contract. 100% Draft D/B Construction Documents: submitted no later than fourteen (14) calendar days after receipt of MPR s D/B Design Development review comments. MPR Review completed no later than fourteen (14) calendar days after receipt of 100% Draft DB Construction Documents. Written responses to the MPR 100% Draft D/B Construction Document review comments submitted seven (7) calendar days after receipt of MPR review comments. 100% Complete D/B Construction Documents: submitted no later than fourteen (14) calendar days after receipt of MPR 100% Draft D/B Construction Document review comments. MPR Review and approval completed no later than seven (7) calendar days after submission of 100% Complete D/B Construction Documents Approved D/B Construction Document : submitted no later than fourteen (14) calendar days after 100% Complete D/B Construction Documents have been approved. Construction: completed no later than twenty-eight (28) calendar days following receipt of Notice to Proceed or by November 19, 2010, whichever shall first occur. All D/B Design Development and D/B Construction Documents shall be submitted to the MPR Project Manager. 3

4 3.1 Data and Materials to be provided by the MPR The following data and materials will be provided by MPR upon request Project Scope (Exhibit A) Existing Drawings from MRA Existing Site Map Geotechnical Reports from MRA as available Visual Design Drawings Park Design Guidelines 3.2 Scope of Work and Project Summary/Requirements The project will consist of the design and construction of repair work on the deck of the California Street Bridge. The project will include, but not be limited to, the following: Review site data. Life Cycle cost analysis Provide survey. Upon award, determine and provide design schedule of work Perform geotechnical analysis as needed Submit list of required permits, if necessary Design site, site utilities, building and foundation system Submit D/B Design Development and D/B Construction Documents for review and approval, as required Provide schedule of construction work. Secure work area and provide for continued access to the facility Construct project Provide reports and documentation as required by MPR, CDBG and associated agencies Provide bridge inspection and certification Create and provide operations and maintenance manual Provide as-built drawings 4.0 RFQ/RFP REQUIREMENTS FOR SCORING Respondents must address all of the following requirements in the format and succession provided/requested. Respondents may request further information or clarity by submitting an RFI in writing ( is acceptable) to Alan White, Project Manager for the Parks & Recreation Department at RFI s must be received no later than Five (5) calendar days prior to the RFQ closing date to allow time for Addendum response. 4

5 1. 40 Points - Provide a list of projects completed by your firm in which the professional engineering, design, bidding, construction and administration services for maintenance and repair items for bridges as well as the complete scope of the design-build, are similar or were exceeded. Describe each project in sufficient detail to demonstrate the similarity and provide corresponding contacts for references Points - Confirm your ability to commence work immediately upon processing of the contract documents should your firm be awarded the contract. Provide an attainable project schedule based upon your anticipated design and a starting date of 4 weeks following the RFP submittal date. Provide a projected scope of services and deliverables per the available budget for this project Points Provide a list and individual qualifications/experience of your staff that would be utilized in this design/build. Provide a list of anticipated subcontractors, if any, and itemize their work in the project Points - Provide and/or demonstrate your firm s: Montana Contractors ID #, City of Missoula Business License #, bonding limit/rating, and ability to provide a minimum of $3,000,000 of liability insurance, as related to the project. 5.0 RESPONDENT SELECTION PROCESS Respondents will be selected to submit a final design and bid using the following process: A. RFQ Responses shall be received at the Parks & Recreation office, 600 Cregg Lane, Missoula, Montana 59801, until 3:00 p.m. Thursday, July 29, 2010, enclosed in an envelope clearly marked, Project 10-8 CSB RFQ/RFP ;"Response to California Street Bridge Design/Build Project." Upon completion of the review and scoring of received responses, two or three respondents may be invited to interview with a selection panel. B. The selection panel will score Proposals by assigning RFQ/RFP Scoring Criteria points from requirements 1 though 6 above. C. The scored rankings for all respondents will be summarized by the selection panel that will then proceed to select two or three firms from the respondents judged to be the most qualified to perform this work. These selected firms will be invited to submit a design and bid proposal for the project. D. The final bid process between the Selected Respondents and the City will follow the standard bid process for the City except that the bidding is closed to all but the selected respondents. Two weeks will be provided for the submittal of the design and bid following notice of selection. Bid dates and instructions will be provided to the selected respondents following closure of the selection process which may include interviews as necessary.
