1 Request for Proposal for GC/CM Consultant Services Ferndale School District Secondary High School GC/CM Program October 19, 2018 The Ferndale School District is requesting proposals for project management, construction management (PM/CM), and GC/CM advisory and consulting services from qualified firms to assist in the application and approval to use the GC/CM process under RCW and to then assist in the delivery of the capital project funded by the district s 2018 capital bond. Information about this project may be found below and on the district s webpage at The Ferndale School District will separately retain an Architect, other consultants, and the GC/CM contractor. Retention of a GC/CM consultant is contingent upon the successful passage of the Ferndale School District s capital bond. Interested consultants must submit copies of their proposals to the Facilities & Planning Department, Ferndale School District 502, 6041 Vista Dr., Ferndale, WA on or before 4:00 p.m. on Thursday, November 8th, Please limit proposals to ten (10) pages. Provide three (3) printed copies and one (1) digital copy to the district. The district, at its sole discretion, reserves the right to select one or more firms for these services, or to reject any or all proposals. Program Information Project: New High School Golden Eagle Drive, Ferndale, WA Description: Build one new High School at site currently occupied by existing High School Facility without major disruption to existing daily school operations. Construct new turf sports stadium complex, remodel existing Performing Arts Center. Required frontage improvements, demolition of existing high school complex, preservation of components of oldest building to be incorporated into new complex and addition of multi-use field and parking in the existing facility footprint. The new High School will be a multi-level facility, approximately 220,000 sf, housing multiple forms of learning spaces. The completed complex will incorporate a fully fenced property incorporating the remodeled Performing Arts Building and Sports Complex. Students and staff will be located on the site utilizing the existing campus main building, CTE building, weight room, existing gyms, and main parking areas. Extra care will be required, implementation of site safety measures shall be mandatory.

2 Design and Construction Preliminary Schedule: Begin Design Phase February 4, 2019 Begin Construction April 1, 2020 Substantially Complete Construction August 31, 2021 Sport Complex Begin Construction May 6, 2020 Substantial Completion of Sport Complex August 31, 2020 Begin Frontage Improvements and Demolition June 3, 2021 Full Project Substantial Completion Sept 30, 2021 REASON FOR USE OF GC/CM a. New High School Complex i. Complex scheduling, phasing, and coordination: 1. Project requires construction of right-of-way improvements, utility upgrades, curb, gutter, site street lights, pavement restoration, and storm drainage improvements along Golden Eagle Drive. The roadway must remain open to local residents. Site includes a city water main that runs through the site, a city sewer main that will need to be repaired and new connections made for the new facility. The utilities are under an existing roadway and through the site. All utilities will need to remain in service throughout the project because 1,350 students and 100 staff members will be using the existing facility. Utility upgrades and modifications will need to be coordinated with City of Ferndale. Additionally, the easterly property boundary is shared with BNSF and will require coordination for drainage improvements. Student safety for an occupied campus is essential. 2. Project requires construction of a multi-level 220,000 square foot facility that incorporates a gym complex with locker rooms, and sports medicine classes, cafeteria kitchen with common space for assembly and eating, vocational space for wood shop, auto mechanics shop, welding shop, horticulture classes

3 (greenhouse not connected to main building), aquaculture classes (aquaculture greenhouse building not connected to main building), ceramics class (with vented oven), all existing science, history, math, and, arts, language arts, administration space, counselor, and special education spaces. The existing weight room will remain and be left as a weight room or repurposed into one of the necessary spaces to conduct a positive learning environment. 3. Remodeling of the Performing Arts building requires coordination with choir, band, fine arts, and performing arts groups that will need to relocate during this remodel work. The work consists of repair of ground water intrusion, envelope upgrades and repairs (including roof, doors, windows), replace HVAC system, addition of sprinkler system, technology upgrades to the entire building including the auditorium space, stage lighting, general lighting, stage curtain replacement, resurfacing of the stage, repurpose of two classrooms into set design and stage storage. ii. Involvement of GC/CM during design is critical: Construction expertise is essential during the design phase to ensure: 1. Extensive and difficult construction work within an existing and operating facility can be completed on time and in a safe and cost-effective manner. 2. A large high school complex can be constructed and occupied on schedule. iii. Project encompasses a complex and technical work environment: Construction work required to be performed within a busy occupied complex while it remains in operation is a safety driven work environment that requires technical design and construction procedures for successful execution of the work. GC/CM CONSULTANT INFORMATION Scope of Services: a. Provide GC/CM advisory and consulting services as identified in Exhibit A for Ferndale School Districts GC/CM Program. b. One GC/CM firm will be selected and utilized for GC/CM services for this program. c. No Architect/Engineer Design firm has been selected for this program at this time, the consultant will assist the Ferndale School District in this step of the process. Schedule of Services: a. Begin services immediately after executing an agreement for services. This agreement execution will be on or after November 12 th depending on consulting firm negotiations.

4 b. Submit PRC application by December 20, c. Provide GC/CM advisory and consulting services in a time frame to ensure expeditious completion consistent with the schedule identified above. Proposal Requirements: a. Content: Provide the following information in no more than 10 pages in the following sequence: a. Cover Letter. b. Company Information: Information about your firm and your firm s experience providing GC/CM consultant services. c. Summary of the relevant experience and qualifications of the firm, including a list of the firm s projects over the last five years d. A statement on your firm s current work load and how your firm, if selected, would prioritize this project. e. Staff Information: The following information about each individual proposed to be assigned to this project: i. Description of their proposed role. ii. Information about their overall skills and experience. iii. Information about their GC/CM experience. b. Fee Proposal: Provide the following fee information: a. Estimated fee for each task identified in Exhibit A Scope of Services. b. Description of potential reimbursable expenses and estimated fee for each expense. Mileage and parking costs shall not be a reimbursable expense. These costs, if needed, shall be incorporated in hourly rates. c. Hourly labor rates for each individual assigned to the project. i. Hourly compensation shall not be paid for travel time. This compensation, if needed, shall be incorporated in hourly rates. d. Total not-to-exceed fee.

5 EXHIBIT A Request for Proposal for GC/CM Consultant Services Ferndale School District SCOPE OF SERVICES Ferndale High SCHOOL GC/CM PROGRAM October 19, 2018 A. Project Initiation 1. Project Introduction Meeting: Meet with the representatives of the Owner to review and gain an understanding of the program. 2. Roles and Responsibility Matrix: Prepare matrix that describes the overall project management roles, responsibilities and structure including the roles of the: a. Owner. b. Architect. c. Architect s Consultants. d. GC/CM Consultant. e. GC/CM Contractor. f. OSPI. 3. Master Schedule: Prepare an integrated master schedule identifying the proposed completion dates for: a. GC/CM project application and approval. b. GC/CM selection process. c. GC/CM preconstruction contract execution. d. GC/CM preconstruction services for each project. e. Schematic design, design development, construction documents, bidding, construction and close out phases for the project. 4. Oversight Committee: Meet with citizen run Community Oversight Committee, assist them in understanding the purpose and appropriate usage of the GC/CM contractual method. B. Project Review Committee (PRC) Approval 1. PRC Application Strategy: Meet with Owner to discuss GC/CM strategy to be utilized for the program and identified in PRC application. 2. PRC Application: Prepare and submit Application for GC/CM Project Delivery Approval to the PRC. 3. PRC Questions: Respond to PRC questions. 4. PRC Presentation: Prepare and organize PRC presentation and present program application to PRC with Owner.

6 C. Architect and Engineer Procurement 1. Architect and Engineers Selection Strategy: Meet with owner to review Architect and Engineering firms selection process and strategy. 2. Community Oversight Committee: Meet with Community Oversight Committee and review selection process and strategy for Architect and Engineering firm procurement. 3. Architect Engineer Designer Advertisement: Prepare advertisement seeking Architect and Engineering services and solicit well qualified candidates. 4. Architect and Engineer Request for Qualifications (RFQ): Prepare RFQ for Architect and Engineer services. 5. Pre-Proposal meeting: Attend a pre-proposal meeting with prospective Architect and Engineering candidates. 6. Architect and Engineer Request for Fee Proposal (RFP): Prepare Architect and Engineer requests for Pricing and Fee Proposal templates. 7. Architect and Engineer Evaluations: Participate in interviews of Architect and Engineering candidates and work with Owner on the evaluation and scoring of Architect Engineer Designer candidates. 8. Architect and Engineer Contracts: Work with the Owner and Owner s legal counsel in the preparation of Architect and Engineer contract documents. D. GC/CM Procurement 1. GC/CM Selection Strategy: Meet with Owner and Architect to review GC/CM selection process and strategy. 2. Community Oversight Committee: Meet with Community Oversight Committee and review selection process and strategy for GC/CM procurement. 3. GC/CM Advertisement: Prepare advertisement seeking GC/CM services and solicit well qualified GC/CM candidates. 4. GC/CM Request for Qualifications (RFQ): Prepare RFQ for GC/CM services. 5. GC/CM Pre-Proposal Meeting: Attend a pre-proposal meeting with prospective GC/CM candidates. 6. GC/CM Request for Fee Proposal (RFFP): Prepare GC/CM request for Final Pricing and Fee Proposal templates. 7. GC/CM Evaluation: Participate in interviews of GC/CM candidates and work with Owner on the evaluation and scoring of GC/CM candidates. 8. GC/CM Selection Matrix: Prepare GC/CM selection matrices and record of decisions. 9. GC/CM Contracts: Work with the Owner and Owner s legal counsel in the preparation of GC/CM construction contract documents. E. Preconstruction 1. Preconstruction Guidance: Advise the Owner and Community Oversight Committee during the preconstruction phase on the GC/CM preconstruction process, preconstruction services and preconstruction decisions. 2. Preconstruction Scope and Fee Negotiations: Assist the Owner in negotiating GC/CM scope of services and preconstruction fees.

7 3. GC/CM Kick-Off Meeting: Participate in GC/CM project kick-off meeting with representatives of Owner, Community Oversight Committee, Architect and GC/CM. 4. Design Progress Meetings: Attend periodic meetings during design phase of each project as needed to assess GC/CM activities, confirm adherence to the project schedule and to resolve cost and GC/CM issues. 5. Construction Schedule and Phasing: Participate in the establishment of construction schedule and phasing plans with Owner, Architect and GC/CM for project. 6. Cost Estimate Review: Review and provide feedback on Architect and GC/CM cost estimates at Schematic Design, Design Development, 90% of Construction Document phases of each project. 7. Early Procurement and Fast Track Construction: Advise the Owner on the feasibility and benefits of early procurement of materials and equipment, and the early start of selected phases of construction for each project. F. Negotiation and Contract Award 1. Negotiation and Contract Award Guidance: Advise and assist the Owner in negotiating the GC/CM construction contract including the GMP, general conditions, negotiated support services, GC/CM self-performed work, subcontractor and supplier procurement potential incentives, and MACC contingency. 2. GC/CM Contract Award: Provide recommendation to Owner on award of construction contract to GC/CM. G. Construction 1. Preconstruction Meeting: Participate in pre-construction meeting with Owner, Architect Engineer Designer, GC/CM and major subcontractors for the project. 2. Construction Schedule: Review and provide feedback on GC/CM s preliminary and final critical path construction schedule for the project. 3. Schedule of Values: Review and provide feedback on the GC/CM s schedule of values for the project. 4. Contractor Payments: If requested by the Owner, review and provide feedback on GC/CM s monthly pay applications, requests for MACC contingency expenditures, and payment request records for the project. 5. Construction Observations: Conduct periodic observations of the construction work and issue project observation reports for each visit. 6. Coordinate with Community Oversight Committee: Provide Community Oversight Committee with regular reports similar to Owners reports on progress, schedule, cost overruns or changes, major design changes, from the GC/CM and the major subcontractors throughout the project. H. Close Out 1. Final Change Order: Advise and assist the Owner in negotiating and preparing a Final Change Order for the project. 2. Final Audit: Organize and oversee a final audit of GC/CM costs and assist in resolving audit findings for the project.
