AGENDA WORDING Geneva Car Barn and Powerhouse Renovation and Improvement Project. Discussion and possible action to amend the contract with Aidlin Darling Design (contract # /14) to increase the amount by $73,636, bringing the total contract value to $1,611,317, to add additional construction documents and construction administration services for the Phase 1 Powerhouse Project. 2 BACKGROUND In April 2014, the Board of Supervisors adopted Ordinance No (File No ), which waived the City s competitive solicitation requirement and authorized the General Manager of the Recreation and Park Department ( RPD ) to enter into a professional services agreement with Aidlin Darling Design in the amount of $837,863 for the purpose of procuring (1) complete (100%) design development documents for the renovation and improvement of the Geneva Car Barn and Powerhouse (the Project ) and (2) partial completion (50%) of construction documents for the Project. On July 17, 2014, the Commission approved the contract with Aidlin Darling (no /14). (At the time, RPD had a Lease Development and Disposition Agreement with the Friends of the Geneva Car Barn and Powerhouse which required them to raise approximately $475,000 in additional funds to complete Construction Documentation for the Project.) Because of the difficulty in raising sufficient funds to complete construction documentation as well as implement the master plan for the development of the Project, the Department has moved forward with a two-phased approach to developing the building: (1) Phase 1, the design, restoration and improvement of the Powerhouse only, and (2) Phase 2, the design, restoration and improvement of the Office Building and completion of additional improvements to the Powerhouse, which would complete the scope of work in the original master plan approved by the Commission in The phased approach required the City to approve a proposal for separate set of construction documentation, and bid and permit work for the Phase 1 Powerhouse Project from the Architect and sub-consultants. In August 2015, the Commission approved a sole source award to Aidlin Darling under Administrative Code section 6.73 for construction document services for the Phase I Project and approved a $370,147 increase to Contract # /14, bringing the total contract value to $1,208,010. (This was funded by a general fund allocation for the Phase 1 Powerhouse Project) In June 2017, the Commission approved a sole source award to Aidlin Darling under Administrative Code section 6.73 for construction administration services and approved a $329,671 increase to the Aidlin Darling contract, bringing the total contract value to $1,537,681. At this time, the Department wishes to amend the contract to receive additional construction documentation and construction administration services from Aidlin Darling, as follows: Construction Documents for Tenant Improvements - The Department is partnering with the Performing Arts Workshop to deliver programming on the Department s behalf and to satisfy the terms of a tax credit deal providing $3.4M of the Project s construction costs. It has since been determined that PAW needs additional administrative space onsite in order to effectively deliver these services. The contract amendment will allow Aidlin Darling to develop construction documents for this required administrative space.

3 Construction Administration Related to Geotechnical Work - As part of its construction administration work, Aidlin Darling has overseen work by its geotechnical consultant (Langan). The contract amendment will allow Aidlin Darling to continue overseeing this work, as it relates to the proposed micropiles and enlarged footings, utilities, and planned flatwork installation. Necessary services include site visits to check that: 1) Langan s assumptions regarding subsurface conditions are consistent with the actual conditions and 2) the geotechnical aspects of construction conform to the intent of the recommendations in the geotechnical report and project plans. The value of the additional services required is $73,636. CONTRACT MODIFICATIONS The Project fee summary is the following: Phase Fee Total PH1/PH2 Design Development, incl. 4 EXHIBIT A Aidlin Darlin Scope Summary and Fee Proposal Tenant Improvement Construction Documentation Construction Documents Prepare Construction Documents to be submitted to the City Building Department for Building Permit Application and to be issued for construction. Documents may consist of plans, interior and exterior elevations, details, finish schedule and other documents as needed to set forth in detail the requirements for the architectural design, materials, and finishes necessary for the Project. Project assumes that any specification additions or changes are minor additions to the existing Powerhouse specifications. Develop final materials, finishes, and color palettes. Assist Owner in submitting necessary documents required for the approval of governing authorities having jurisdiction over the Project. Architectural Fee assumes 16 hours of Project Manager time and 4 hours of Draftsperson time for permit submission. Should additional time be required for the approval process, we can provide it as an additional service. Assist the Owner in submitting necessary documents for bid by General Contractor. Project assumes that the General Contractor is Roebuck Construction. Bidding and Negotiation Review bids provided by General Contractor with Owner for proposed work. Assist Owner in interpreting the drawings during the bid process. Construction Administration and Installation Observe work on the project job site on a regular basis as necessary and for all major installations. Report to the Owner any inconsistencies that may arise between the construction and the design intent of the Construction Documents. Assumes construction schedule is concurrent with the Powerhouse renovation project. Examine samples, shop drawings, and suppliers as necessary for conformance with the intent of the Construction Documents. Serve as the representative of and advise and consult with the Owner during construction, reserving the authority to reject work that does not conform to the Construction Documents. Owner shall endeavor to communicate with the General Contractor through the Architect about matters arising out of or relating to the Construction Documents. Approve final placement of major installations and their compliance with approved Construction Documents. Prepare a final punchlist at the point of substantial completion by the General Contractor of items that remain to be finished prior to final payment to the General Contractor.

6 EXHIBIT B Geotechnical Services Scope Summary and Fee Proposal Geotechnical Consultant (Langan) Scope Change: Geotechnical services during construction will include: attending a pre-construction on-site meeting responding to requests for information (RFI) and contractor submittals, as needed reviewing micropile shop drawing, providing comments, and consulting with the project team and The Pressure Grout Company observing micropile installation and testing observing subgrade preparation for up-sized and new footings observing subgrades for flatwork performing laboratory compaction tests of onsite and import soil, as appropriate observing placement and testing compaction of utility trench and retaining wall backfill providing geotechnical consultation during final design and construction to address geotechnical issues that arise. After geotechnical observations are completed; Langan will prepare a special inspection compliance letter.
