City Hall Council Chambers Members Present: Others Present: Sandra Madison, Vice Chair Hans Walter, Member Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Mr. Feinstein at 8:05 a.m. Approval of the September 17, 2018 Meeting Minutes # Tuttle Road - Resubmission: Whiskey Grade. Tom Wronkovich, owner, explained the storefront has been altered to only have an eyebrow feature over the entry door. There is a backlit sign above the storefront and a window sign in silver leaf. Mr. Walter asked how far the eyebrow protrudes from the façade. Mr. Wronkovich said the canopy is 10 inches deep. The Board agreed they like the sign package. Brian Constantine, CBRE, said the ownership is fine with the changes. Approved the revised storefront. Revised plans will be submitted for administrative approval. Approved the new signage pending drawings from the manufacturer. # Tuttle Road - Signage: Double Rainbow. Anthony Asimou, Asimou Architects, said the storefront was approved several months ago. 2 They are now ready for the signage. The renderings show the façade sign as having pink lettering, but due to the font of the logo they will have to make this a black color. The Board agreed this was unfortunate. The pink was a nice splash of color. Mr. Asimou said they agreed they want the building and the displays to be the attraction. There will be vibrant colors beyond the window pane. With the font being delicate a halo effect is difficult. There will be a light above the awning and will wash up the façade. The wall will be lit, not the sign. The lighting also accentuates the rustic brick that was chosen for the façade. Mr. Feinstein noted the Local Sign District regulations cover window signs as well. He suggested the architect look into the regulations for the two signs on either end of the storefront windows, as to their size requirements. The Board asked if the window signs are also black. Mr. Asimou said these window treatments will be in color. The color may change over time, as well. Ms. Madison asked if the window signs are centered on each window pane. Mr. Asimou said they will be centered. The blade sign for the store has interior lighting and is smaller than others. Approved with the condition that the window sign sizes conform with the Local Sign District Design Standards. # Strathavon Road - New Garage. Diane Bija, New Creation Builders, said this is one of their normal garage design. The exterior color will be antique parchment to match the house. Mr. Feinstein asked if the doors and trim are white. Ms. Bija said yes. Mr. Walter said the trim should be the color of the siding. # Warrington Road - Resubmission: Porch Alteration. Mr. Feinstein summarized the actions from the meeting in August when the plans were first reviewed. Michael Shaut, homeowner, said the kitchen windows have been revised. The new windows will be wood windows with simulated divided lites in order to more closely relate to the existing house windows. They have eliminated the second floor portion of the proposal above the existing addition. The fireplace in this room may have a chimney. They are still researching the Architectural Board of Review 10/01/2018 Page 2 of 6

3 options. The remaining addition over what used to be the garage will be for storage, as there is not a basement in this house. The gable is planned to relate closely to the gable over the addition. The Board asked about the trim detail on the revised garage plans. Mr. Shaut said the new trim is smaller. They may keep the windows on the rear façade of the first floor as there is already a door on the side of this room. Approved with the following conditions: 1) the rear doors of the original garage remain windows to match the existing; 2) the stone stoop remains; and 3) any alterations to the rear façade of the addition pertaining to the fireplace will require revised plans to be reviewed by the Board. # Avalon Road - New Garage. There was general discussion regarding colors for the finishes on the garage. Ms. Madison asked them to consider having the garage door swing out from the wall of the garage, instead of into the garage. # Rochester Road - New 7 Inch Vinyl Siding: White. Jen Jackson, Home Depot, showed the Board the siding materials that will be used on this home. The only siding on the house is at the side door overhang and the front second story façade. They will be building out the window frames on the front façade when the siding is installed. Ms. Madison asked if the shutters will be replaced. Ms. Jackson said the new shutters will be paneled shutters. All of the shutters on the house will be replaced. They will also be wrapping the rake board and gable ends in PVC coated aluminum coil. Mr. Walter asked about the treatment at the ends of the façade where the brick meets the siding. It would be helpful to see a detail. Ms. Jackson said they would be able to alter a corner post to cover the existing end and the new vinyl siding. Approved with the condition that a corner post is used at the corners of the front elevation, covering the original corner trim and sealed to prevent water penetration. 4 # South Park Boulevard - Addition Alteration. Window Alteration: Color and Operation Change. Joe Alberino, Alberino Construction, said they will keep the existing casement windows as casement windows when they are replaced. The front door will be black, the windows white, the field stucco a light alpaca color, the trim, base and capitols functional grey and the columns only as backdrop color. They will be altering a rear porch, without touching the roof. This structure is directly attached to the house support and they cannot remove it without serious consequences. The new exterior will be Hardie panels with boral trim. Ms. Madison asked about the step unit and railing at the rear. Mr. Alberino said there is a concrete stoop at the front door. The plan is for a concrete patio in the rear yard if they cannot reset the existing sandstone patio. He would like the latitude to put a concrete tread on the brick risers to match a concrete patio. The Board agreed that due to the existing conditions and type of house, the option of concrete steps, if dyed to match the front steps, is acceptable. Approved with the following notes: 1) there will be a metal rail used at the rear steps; and 2) the rear step treads will be either sandstone or concrete tinted to match the color of the front entry step concrete. # Rocklyn Road - Resubmission: Addition. Thomas Paul, Karlovec & Company, said they are now planning a new foundation with a crawl space. The exterior will be 8 inch to the weather Hardie board siding and double hung windows. They changed the one floor option to have a slow slope membrane roof instead of a flat roof. The owner is still leaning toward a two story option, though. The driveway side facade has been revised with additional windows and a lattice feature. They are also adding a lattice feature to the second floor porch option if built. The entire slate roof will be removed and a new asphalt shingle will be installed on all roof sections. The Board said the low first floor roof at, and extending from, the front entry should also be replaced so all roof surfaces are the same material. Mr. Paul noted they will also be enlarging the height of the garage door to allow more head room. Approved with the following conditions: 1) the south side of the addition façade will be inset from the main house by 4 to 6 inches; 2) Manchester Grey color asphalt shingles will cover all roof surfaces including over the front façade first floor; 3) if the single floor option is implemented, the north and south side fascia trim should be altered for a better siding installation; 4) an all-black circular step is required if approved by the Board of Zoning Appeals; and 5) the new porch steps should match the porch floor material. 5 # Van Aken Boulevard - Retaining Wall: Townhomes of Van Aken Building B. Mr. Feinstein explained the history of the site and approvals. There is an existing wall of this same material at Building A. Lynn Harlan, Vintage Developers, said the stone is Allegheny Blend color material in the brochure. Approved all downspouts on the buildings to remain a single color: Musket Grey. # Newell//3544 Latimore Road - Window Alteration: Color Change. Amahd Amahd, Window Nation, said they are retaining the style of the windows, but are proposing them all to be white with colonial ivory trim. The Board discussed the home s detailing and determined that dark brown shutters are most appropriate and all of the other trim on the house should also stay its current dark brown color. Approved with the following conditions: 1) all trim other than the windows shall remain Tudor brown; and 2) the shutters shall be Tudor brown. # Pennington Road - New Double 4 Inch Vinyl Siding: Natural Clay. Trim: White Joe Thozeski, A Plus Contracting, said he will be using a double 4 inch dutchlap siding in Natural Clay. They will build out the frieze board and windows which will be wrapped in coil. There will be white gutters. He asked if the swooping edge of the fascia board could be removed to be a straight edge in order to more cleanly coil this detail. They strive for zero maintenance exteriors. The Board discussed the detailing on the eaves and peaks and determined these small architectural elements must remain. The house loses too much architectural detail without them. Mr. Thozeski said he will build out the band board as well and it will be white in color. Approved with the following conditions: 1) the key at the front gable peak must remain; 2) the band board around the entirety of the house must remain and be white in color; and 3) the swooping eave detail throughout the house may be wrapped, but the shape must be maintained. Other Business 3448 Tuttle Road Andrews Colour Vent Screen Approved with the following conditions: 1) another vent enclosure is installed on the opposite side of the rear elevation in a matching location and size; 2) all portions of vent material, caulk and louver are painted to match the façade including the interior of the ends of the plastic tubes; Architectural Board of Review 10/01/2018 Page 5 of 6

6 3) window film matching the film approved on the lower windows is applied to mask the view of the mechanical piping inside the building. Plans to be submitted for administrative review South Woodland Retaining Wall Approved with the condition that a more horizontal stone pattern is used.
