Bids and Contract Award Process: Bid Date: Tuesday, February 5, 2019 at 2:00 p.m. (NOTE CHANGE OF BID DATE) Place: Durham Public Schools Construction & Capital Planning office located at 2011 Hamlin Road, Durham, NC Anticipated construction schedule: Notice of Intent to Award 03/07/2019 Issuance of Notice to Proceed Letter 03/08/2019 Start Construction 06/14/2019 Substantial Completion (Rogers-Herr Middle School) 07/15/2019 Substantial Completion (J.D. Clement Early College) 07/26/2019 Substantial Completion (All Other Sites) 08/09/2019 Final Completion 08/16/2019 B. Overview of General Requirements a. Bid Bond 5%. b. RightBuild - MWBE Participation Goals and requirements: See Specifications and Bid Packet Summary page Read and follow closely. All questions regarding MBE Forms to be directed to the Owner s representative, Mr. Bernard Hall. Percentages for construction subcontracts shown in Instructions to Bidders are the Durham County goals for the project. See attached MWBE form distributed by RightBuild. c. Liquidated damages are included, see Section 8.5 and Article 9 of the General Conditions of the Contract for Construction. C. Communications during the bid period All questions shall be directed to the Architect (Paul Young, AIA) via (pyoung@dtwarch.com), with Bernard Hall copied (Bernard.hall@dpsnc.net), and not to the consultants. DTW Architects requested eight (8) day prior approval on all proposed substitutions. The last day to receive questions is Tuesday, January 29, 2019 at 12:00 p.m. I. Plans and specifications are now available for review at the Architect s office and at the following plan rooms: Dodge Data and Analytics Website at Construct Connect (formally ISQFT, Carolinas AGC, HCAC, CDC News, Construction Market Data, Reed Construction Data and Bid Clerk) Website at Construction Journal Online Plan Room at N.C. Institute of Minority Economic Development in Durham, NC City of Durham Equal Opportunity and Equal Assurance Office in Durham, NC J. The following forms must be submitted with bid: Form of Proposal Single Prime Contract Non-Collusion Affidavit Bid Bond Power of Attorney Vendor Application/W-9 Form (Page 1 only) Statement of Qualifications Statement of Ability to Staff Project M/WBE Forms: Identification of Minority Business Participation and - Affidavit A Listing of Good Faith Efforts or - Affidavit B Intent to Perform Contract with Own Workforce Affidavit C is to be submitted only by the apparent lowest responsible, responsive bidder, within seventy-two (72) hours after bid closing date if goals are met or exceeded. Affidavit D is to be submitted only by the apparent lowest responsible, responsive bidder within seventy-two (72) hours after bid closing date if goals have not been achieved. DESIGN TEAM OVERVIEW: A. Review scope of work Architectural Electrical Mechanical B. Testing to be by the Owner (see General Conditions, Article 7, Section 7.6.3). Any third party inspections required will be by the Owner. C. Contact Bernard Hall at DPS Construction & Capital Planning to check the availability of access to the various buildings other than during the pre-bid conference. 3 of 4

5 D. Permits, fees and notices requirements are outlined in General Conditions starting with 4.8. Note Owner shall pay for water and sewer impact fees, frontage fees and street impact fees if required. General Contractor shall pay for all other permits and fees. Please note that each site will require a separate permit for each trade working at each site. Each site will require a County Fire Marshal permit. Each fire alarm permit will require a drawing submittal to the Fire Marshal. E. The addendum(s) will clarify questions raised during or after the pre-bid meeting. Only answers/clarifications made by addendum(s) will become part of the contract documents. F. Tour of all sites following the pre-bid conference. Questions: 1) Would the owner entertain changing the bid day for the Phase 2 vestibules so that 2 & 3 are not on the same day? Answer: Yes, The owner can move the bid for Phase 2 up to February 5 th at 2:00 PM. Location to remain the same. 2) How are the school alarms managed for off hours and weekend work? Answer: DPS will wok with the contractor to have the alarms deactivated during times that the contractor needs to be in the building. END OF PRE-BID CONFERENCE MEETING NOTES 4 of 4
