Bids/Proposals are to be submitted sealed with Bid Number clearly marked on the outside of the envelope by 2:00 p.m. on November 5, All bids must be properly labeled on the outside of the bid envelope with the Bid Number and contain this form bearing a signature of an authorized officer or representative of the Vendor in order to be considered valid. Improperly labeled bids or those not containing a signed bid form will be rejected. The City reserves the right to accept or reject any or all bids or part thereof, to accept one or more items of a bid without obligation as to other items, and to waive any informalities or irregularities. 2 BID SPECIFICATIONS AND REQUIREMENTS Bid Personal Protective Structural Firefighting Turnout Gear The City of Grand Forks is seeking a vendor to provide supplies and services for personal protective structural firefighting turnout gear. Prospective vendors should specialize in these products and services. Proposals must be received at Grand Forks City Hall, Finance Department, 255 N 4 th St Grand Forks, ND until 2:00 p.m. on November 5 th, Late proposals will not be accepted. Copies of the Bid specifications and requirements can be obtained in person at the Central Fire Station, 1124 Demers Ave, Grand Forks, ND 58203, by contacting the fire department by phone at (701) , and on the City of Grand Forks website: General Conditions 1. Proposals must be received at the Grand Forks City Hall Finance Office on or before Monday, November 5 th, 2018, by 2:00 p.m. (CDT). Late proposals will not be considered. 2. The filing date and time marked or stamped on the sealed envelope by the City of Grand Forks shall be conclusive evidence of the time and date each proposal is filed. 3. Description of bid This notice is for the procurement of personal protective structural firefighting turnout gear related to the operation of the fire department.

3 Section II.Personnal protective equipment (PPE) Attached is a list of requirements for the outer shell, moisture barrier, and the thermal liner. The list contains common specifications and options for structural firefighting gear used in the operation of firefighting. Structural firefighting turnout gear must meet the current NFPA 1971 standards. If the manufacturer has more than one gear design, the most ergonomic design should be proposed. If the vendor has options, features, or protective interfaces not listed in the proposal, these should be submitted as an alternative with pricing on a separate sheet. Section III. Delivery and Shipping The Grand Forks Fire Department prefers a 100-day delivery time to the vendor written into the contract on all gear orders from the manufacturer. If the manufacture of the turnout gear does not deliver the turnout gear in the 100-day window to the vendor, the Grand Forks Fire Department will reduce the price paid for the turnout gear set $ per week that it is late. All shipping costs from the manufacturing site to the vendor or the Grand Forks Fire Department shall be included in the price of the turnout gear. Section IV. Terms This bid is for ten (10) sets with the option of up to thirteen (13) sets of structural firefighting turnout gear. The vendor will be awarded the contract within thirty (30) days following the department s completed evaluation process. The winning vendor will supply a turnout gear inspection and care class to the personnel of the Grand Forks Fire Department. The class will be scheduled for three consecutive days to accommodate the three department shifts. A member of the fire department will coordinate the class once this contract has been awarded. The vendor must come to the Grand Forks Fire Department to properly size the individuals for whom the gear is issued.

4 Section V. Exceptions Any exceptions to the above the vendor shall provide a written statement explaining the exception with cost included. The Grand Forks Fire Department and the City of Grand Forks Finance Department reserve the right to reject any and all bids, to waive variations or informalities and to negotiate changes or additions to the bid provided by the vendor.

5 Bid Information Sheet A committee comprised of members of the Fire Department staff will score and evaluate the vendor's proposals. The vendor offering the lowest and best price that also meets the desired criteria requirements and suggested options will be recommended for the award to the governing body of the City of Grand Forks. The city reserves the right to award multiple contracts if it s in the best interest of the City and the Grand Forks Fire Department. General Information/ Options: Turnout coat requirements outer shell: Minimum 6.5 outer shell, (prefer Aramid/PBO Blend) Moisture barrier: Crosstech Black 4.7 osy Thermal Liner: Minimum 7.4 osy (prefer material Quantum 3D SL2i 7.7 osy) Recommended Options: o Coat closure should be zipper with hook & loop. o Integrated DRD w/ standard handle o Sleeve cuffs and elbows reinforced with Dragonhide, Arashield, coated Aramid or equivalent and shall have notched or angled cuffs (black in color). o Nomex handguard shaped wristlets with thumb loop Black o Variable height collar o Zippered combo pockets (pair) w/built-in hand warmers o Zippered coat liner system o Zippered inspection ports o Glove strap connection point integrated into pockets on both sides w/removable glove strap system o Each turnout coat shall contain a pocket with 6 opening located on the right side under flap closure made in moisture barrier. o All pockets and closures will have padded grabbers o Take up straps on both sides of the coat to allow for adjustment of fit w/thermoplastic buckles. o Reflective trim shall be 3M triple trim Scotchlite comfort segmented trim in Lime with a silver center stripe.

6 Recommended Options cont.: o Reflective trim pattern shall be the highest visibility offered, to attempt to meet ANSI 107 class 3 standards. o Radio pocket 8 x 4 x 2 located on the left chest and will not interfere with chest strap on Scott air pack. o Radio pocket flap shall have angles on both sides to accommodate the radio antenna. o Lapel mic loop located above the radio pocket. o Mic-loop (1 unit) located on the front flap closure 2 below standard o Flashlight holder with a reinforced clip with hook and loop closure located on the right chest. o Embroidered American Flag right sleeve sewn on the outer shell o Three-inch letters on the turnout coat are indicating the wears name. The name shall be as low as possible on the turnout coat and be sewn on an independent panel. The name panel shall be attached to the turnout coat by hook and loop. Turnout pants requirements outer shell: Minimum of 6.5 osy outer shell, (prefer Aramid/PBO Blend) Regular waist Moisture barrier: Crosstech Black 4.7 osy Thermal Liner: Minimum 7.4 osy (prefer material Quantum 3D SL2i 7.7osy) Recommended Options: o Knees shall be padded two layers of felt, silicone foam, or comparable which does not absorb water. o Knees shall be designed with enhanced mobility reinforced with Dragonhide, Arashield, coated Aramid, or equivalent (black in color). o Pant cuffs shall be reinforced with Dragonhide, Arashield coated Aramid, or equivalent and shall have notched or angled heels (black in color). o Reflective trim shall be 3M triple trim Scotchlite comfort segmented trim in Lime with silver center stripe (NFPA). o 10 x 10 x 2 full bellow cargo pockets with drain holes on both legs. Pants pockets shall be lined with Kevlar. o Right side pocket shall be designed for self-rescue equipment. o Left side pocket semi bellow w/exterior medical patch pocket o Escape belt class 1 with sewn belt loops o Turnout pants shall have an integrated leg gaiter connected to the moisture barrier at the bottom of the leg. The leg gaiter shall have elastic in the cuff to allow for it to cinch against the boot without interfering with the movement of the firefighter.
