2 City of Blue Springs 903 Main Blue Springs, Missouri Downtown Review Board MINUTES Thursday, May 25, 2017 A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall East Conference Room located at 903 W. Main Street on Thursday, May 25, 2017 with the following members, guests and staff in attendance: ATTENDANCE STAFF ABSENT Jennifer Hauschild James Wallace, PC Rep. DRB / 803 W. Main Street / Solar Panels Installation Chairman Cindy Miller called the meeting to order at 4:00 p.m. Chairman Miller requested action on the Consent Agenda with a motion by Board Member James Wallace, to approve the minutes for April 26, 2017, a second from Board Member Jennifer Hauschild, and a unanimous vote, the Minutes of April 26, 2017, were approved as submitted. Matt Wright, Senior Planner, stated that before the DRB is a recommendation to approve the installation of solar panels located at 803 W. Main Street. This is the application that was before the board back on March 2 nd, and the board voted to table that item until the Downtown Review Standards where adopted. They have since been adopted. 3 Based on the feedback that the applicant received from the board, they have decided to locate the solar panels in the rear yard. The total size would be a little over 500 sq. ft. That s a little under 37 ft. wide and 13 ft. deep. This is under the maximum 10% coverage for accessory structures. The location of the panels is at least 5 ft. from the side and rear property lines. The applicant has proposed a garden-style picket fence to go around the facility. A fence like that will not work to screen the sides and back of the panels. Staff is recommending some other type of screening to use in conjunction with the picket fence. There are no privacy fences located along the sides and back of the property. The board was concerned with the screening of the solar panels. APPLICANT James Dawson, KC Electrical Contractors Mr. Dawson, subcontractor, stated that the world is looking to harvest the power of the sun to fuel the planet and more and more people are turning to solar energy to do just that. Chairman Miller stated that she is all for solar energy, but she is also concerned with the looks of the panels and how it will affect the surrounding neighbors near the property. As a board, they are to look at all sides of the request. There was discussion as to the location and the site view of the panels. The board decided on the following four recommendations: 6 height limit at the maximum height Shift forward 10 and as far west as possible Evergreens screening and landscape plan (north, south and east) Picket fencing on the side of the home with shrubs along the SE and West corner of the home MOTION AGENDA ITEM 2A. DRB / 310 SW 19 th St., Terr. / Front Porch Addition Matt Wright, Senior Planner, stated that before the DRB is a recommendation to approve the addition of a front porch located at 310 SW 19 th Street Terrace. This property is in the German Evangelical Pastors Home Historic District. The applicant is requesting to construct a 7 ft. by 16 ft. covered porch to the front of the house. The porch base and floor will be wood and the applicant s proposing black aluminum balusters. Staff does recommend approval with the following two recommendations. A. Wood columns and railings be painted white. B. Aluminum balusters be changed to wood and painted white. APPLICANT MOTION AGENDA ITEM 2B. 7 Project: DRB 1002 W. Main Street Figure 1. Site Location Map BACKGROUND INFORMATION/SUMMARY: The applicant is requesting the following improvements to the building at 1002 W. Main Street: Add cedar planks over the brick veneer on the front façade. Cedar planks will be stained and finished. Add metal frame awning over front entrance and window with standing seam metal roofing. Remove approx. 2-ft. by 5-ft. concrete section in front of window and add landscaping. Paint window and front and side door frames black. Add cedar planks over the front approx. 2-ft. of the sides to match the front façade. Repaint sides and rear of the building (concrete block). PREVIOUS ACTIONS/APPROVALS: On March 26, 2007, the Planning Commission recommended approval of a rezoning from CB (Central Business) to T5 (Urban Center) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the application has been reviewed and approved by the Historic Preservation Commission and the Downtown Review Board, the applicant must submit a building permit for any improvements that require a building permit. Staff will approve the building permit administratively. Page 2 of 3

Main Street (Local Street) South: T5 (Urban Center) Parking Lot East: T5 (Urban Center) Retail Service/Office West: T5 (Urban Center) Retail Service/Office DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS: The only applicable section in the Downtown Development Code is related to building materials (Section L). The building is currently 100% masonry with brick veneer on the front and concrete block on the sides and rear. The applicant is requesting to add cedar planks over the brick veneer on the front. The building will still be over 50% masonry with this material change. The Downtown Design Standards make the following applicable recommendations for the façade improvements: Awnings are appropriate above display windows, building entrances, and upper story windows. Awnings over blank walls are discouraged. Awnings must have a minimum clearance of 8-feet above grade. The addition of the awning and landscaping to the front of the building will create a more pedestrian-friendly experience along the sidewalk, as well as provide more visual interest to the current building. RECOMMENDATION: Staff recommends approval of this application. The proposed facade improvements support a reuse of the existing building. Page 3 of 3
