1 ADDENDUM 3 TO: FROM: RE: Vendors Christie Hutchinson, Purchasing Director INVITATION TO BID NUMBER ITB/PI-12/13-50 CONSTRUCTION OF CITRUS GERMPLASM INTRODUCTION PROGRAM BUILDING AND GREENHOUSE FOUNDATION / SLAB AND SITE WORK This addendum is to provide all potential bidders with answers to questions received in reference to Invitation to Bid Number ITB/PI-12/ Since the greenhouse posts are set in 24" x 36" deep concrete footings, can it be clarified that the successful concrete contractor cannot begin forming greenhouse slab until all greenhouse posts are in place? The greenhouse concrete slab contractor shall have to coordinate the work for the greenhouse footings to ensure that the work is completed with the greenhouse footings first, then the greenhouse slab footing. 2. On page G0001 in the electrical legend, there is a symbol for the electrical service and control panels that indicate they are located in the aisle way of each greenhouse for easy access to the user. On page ES100, the electrical panels are shown in the wet pad walls of the greenhouses. Which location is correct? G0001 is correct. Electrical permit drawings state to verify location of panels with greenhouse installation requirements. 3. Who will be liable for the tie in and roof water runoff between the greenhouse and the main building? The greenhouse contractor shall be responsible for tie in and the water runoff between the structures.

2 Page 2 4. In a previous addendum for this project, the doors for the greenhouse were to be 3'0 x 7'0 x 1 3/4" 24 ga. galvanized with galvanized hollow metal frames. I don't see it mentioned in the specifications now, but I do find a 120 mph wind load requirement for the greenhouse building. The Plyco doors in the greenhouse specifications do not carry a Florida approval rating for the 120 mph wind load. What type doors are to be used? Must they have Florida approval rating? What handle brands and types, lock functions? The building must meet the Florida wind criteria at the buildings location/jurisdiction, as well as its components. This was changed in an earlier addendum. The doors were changed in an earlier addendum and shall be Plyco doors with exterior grade keyed lever sets to match interior lever sets. All of the locks shall be keyed the same and verified that all doors lock. 5. What brand of overhead door and operation? Overhead door is specified. 6. Please confirm that the walls separating the connector building and greenhouse area are to be screened and bug proofed to confine any entry to the greenhouse to be through the entry room. The greenhouse must be completely separated from the exterior to prevent the intrusion of bugs; therefore, all perimeters must be mechanically designed and built to accomplish this. 7. Please confirm that the gas lines will be run to the greenhouse by others and internal greenhouse gas piping will be done by the greenhouse contractor, same with irrigation. The gas lines will be run by the LP supplier/subcontractor to the greenhouse and stubbed-up. The greenhouse contractor will be responsible to run all of the required lines inside the greenhouse with all the proper terminations. 8. Specifications - They appear to be written around a hospital or health care project. Do these items pertain to this project? Example - Hospital grade devices, redundant grounding, etc. Please advise. No, hospital grade devices and redundant grounding is not required. 9. Specifications - Division 17, mentions sections #17779 and # Are these part of this project? If so, please provide. No. Section 17779, A/V, and Section 17786, Broadband, are not part of this project. 10. Specifications - Section 16231, Generator, calls for a diesel unit, but the riser diagram on Sheet E300 is calling for propane. Please advise which is correct. A propane generator is the basis of the design with 20 hours of run time. 11. Specifications - Section 16721, Fire Alarm, I see no devices shown on the drawings or fire alarm riser diagram. Please advise. Provide a line item price for providing and installing fire alarm system per Section requirements.

3 Page Sheet E001, Symbols, The switches are shown as jail rated. Is this correct? No, all symbols are not used in plans. Contractors to provide electrical devices per Section as listed in previously submitted construction documents. 13. Sheet E300, missing panel schedule for Panel LP1. Please advise. Panel schedule LP1 shown on Drawing E301 is shown on previous submitted construction documents. 14. Is it acceptable to use 8mm Gallina panels instead of Thermoclear Plus panels? Both panels have an anti-condensate treatment for the greenhouse industry. Both panels are UV stabilized polycarbonate. The Gallina panel is extruded in the United States. The present specification will stand; however, alternate systems will be considered. 15 Is it acceptable to use a "StrataScreen" retractable curtain system instead of a Wadsworth "push-pull" system? Both systems are slope-flat-slope. Both systems use the same fabrics, different manufacturers. The "StrataScreen" system is used in numerous Florida installations (for example: USDA - Ft. Pierce, University of FL - Gainesville, Disney - Orlando, Florida A & M - Tallahassee). The present specification will stand; however, alternate systems will be considered. 16. According to RFI #16 in addendum #1, there will be concrete pads required for the propane tanks. It states that recommendations for the pads will be provided by the propane supplier. Do you have those recommendations? If not, how are we to approach these pads for bidding purposes? The propone supplier/subcontractor shall be consulted. 17. Question #21, on addendum #1, refers to the greenhouse slab - it asks how we are to approach modifications to the current slab design for bidding purposes. All the answer states is that construction must be coordinated between the two contractors. For bidding purposes, how are we to handle potential modifications to the greenhouse slab per future greenhouse engineering? It is anticipated that the slab is not to be modified, but rather, the work is to be coordinated by the possible two different contractors. The intent is to have the greenhouse contractor to install the footings that are required for the greenhouse columns prior to the pouring of the greenhouse slab. 18. Just to clarify on question #27 on addendum #1, we are only providing R-30, open cell foam insulation on the underside of the roof deck, and we are not providing any R-30, fiberglass batts to go above the ceiling? Open cell insulation is to be provided to the bottom of the entire roof deck (bottom of the plywood/top of the trusses) with a 15-minute thermal protection. 19. Is it the intent of the propane supplier to provide piping up to the greenhouse, and the greenhouse contractor supplying the pipe throughout the greenhouse, or is the propane supplier providing the pipe throughout the greenhouse? The gas lines will be run by the LP supplier/subcontractor to the greenhouse and stubbed up, the greenhouse contractor will be responsible to run all of the required lines inside the greenhouse with all of the proper terminations.

4 Page Per Addendum #1, the fire tank is to be 16,000 and acceptable to Alachua County Fire. Is it going to be a metal tank, fiberglass, PVC, etc? All are acceptable for use. Can it be a re-furbished/used tank, or does it have to be new? Is it going to be above ground or below? What type of anchors/supports are going to be required? Show how the tank is supposed to be filled from the existing well- i.e. what size line do they want going from well into the tank? Sheet 6A, shows a 1-1/2 inch line, but the line to the fire hydrant coming from tank will be 6" or 8", no size provided on drawings. Will the 1-1/2 line be able to maintain filling the tank if the hydrant has to be used? Please provide details showing layout, supports and piping for this work so everybody is bidding the same requirements. The fire storage tank is anticipated to be a new, above ground, horizontally oriented storage tank and shall conform, at a minimum, to the requirements of NFPA 22, NFPA 1 and NFPA 1142, latest editions. The requirements for the tank supports, anchors, etc. vary by tank manufacturer, shall be as recommended by the tank manufacturer and shall be installed on proper bedding slabs, and/or footers as recommended by the tank manufacturer. Re-furbished or used tanks should not be used as a basis for the bid, but can be negotiated with the owner as a value-engineering item after the bid is awarded. Sheet 6A has been revised to show the fire tank being filled from the existing irrigation well with a 4 PVC pipe to the tank, with a check valve and a gate valve. The line from the tank to the dry hydrant should be 8 minimum with an 8 gate valve. 21. Is it possible to have the Landscape Plan reissued delineating Phase 1 from Phase 2? Please see revised Sheet L With the general contractor being responsible for all of the permits and cost, can we be given an allowance for the permits, or exclude the cost and include only the time and cost to apply for and pick up the permits when ready? The only permits that we know of the contractor being responsible for are the building permits (which are generally a contractor s responsibility and a percentage of the construction cost), FDOT Access Permit, Alachua County Site Construction Permit and the owner has put the septic tank permit in the contractor s responsibilities. 23. Due to the fact that some of us still cannot clearly read sheet A601 on the original disk or revised sheet sent from the owner, would you please send the room, door and window schedules on 8.5 x 11 size paper as an attachment? Contractors can contact the owner if they need assistance on reading A601, Richard.Gaskalla@FreshFromFlorida.com 24. Sheet E300, One-Line Diagram, shows all the greenhouse panels, surge protection, manual transfer switch and meter can. Sheet A000 indicates the greenhouse work is under a separate contract. Is there anything that we need to provide for this portion of the project? Is all of the switchgear for the greenhouse to be provided by others? Sheet ES100 shows some feeders from the building to the greenhouse bays. Are these just empty conduits, or are they also part of the separate contract? This, and similar question, were answered in a previous addenda. 31. Stonhard would like to request a substitution for the epoxy coating. We would like to submit Stonkote GS4 sealed, with Stonseal GS6. Generally, at the bid stage, I do not accept alternate products, because it could be 10 alternate products from each different general contractor, but rather evaluate those alternate products with

5 Page 5 the awarded bidder. Therefore, if the supplier does have an equal product than what is specified, it will be accepted with the awarded general contractor for the project. 32. The door schedule on drawing A601 lists door # s 2, 8 and 9 as aluminum storefront doors, but the elevations show these doors as being narrow lite hollow metal. Door number 2, 8 and 9 should be hollow metal doors and frames. 33. Is Vistawall an acceptable manufacturer for the storefront. Yes. 34. The interior window type, W1, cannot be aluminum or vinyl per specs and have a 20-minute fire rating. Can these windows have a hollow metal frame or be non-fire rated? They are all located in a one-hour rated wall. As per plans, the windows shall be fire rated, in hollow metal frame. 35. The window schedule states the windows are to be vinyl, but the details show them as aluminum. The windows shall be as per the window schedule. 36. What type of glass is desired for the windows? They are listed as tinted, thermal insulated glass in the window schedule, but the schedule also states that all glazing to be PPG Solarban 60 Low-E argon filled insulated All glazing to be PPG Solarban 60 Low-E argon filled. 37. Is it required for the windows to have external muntins for the colonial look, or can they be internal. Internal are acceptable. 38. What is the specification for the weed mat? Weed Matt shall be Sunbelt 3.2-oz as manufactured by DeWitt Company. To the extent this addendum gives rise to a protest, failure to file a protest within the time prescribed in Section (3), Florida Statutes, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
