Failure by any proposer to acknowledge receipt of this addendum in its proposal shall be grounds for disqualification of its proposal. RESPONSES TO BIDDER S QUESTIONS Question #1: Considering the volume of work, quantity take-offs and estimate as well as return information for request for quote and pricing from suppliers, vendors and subcontractors, we respectfully would like to request for Bid Submission Extension of three (3) weeks from October 26, Response: The Bid Submission Date is extended to 2:00 pm on November 9, 2018 local Guam time. Question #2: Please confirm Bid Item 4.1 Excavation quantity is One (1) Cubic Yard? Response: Refer to attached updated BSOV (AD-01) Question #3: Please confirm Bid Item 4.2 Stockpiling quantity is One (1) Cubic Yard? Response: Refer to attached updated BSOV (AD-01) Question #4: Otherwise for bid uniformity please provide quantities for Bid Item 4.1 and 4.2 Response: Refer to attached updated BSOV (AD-01) Question #5: Please confirm Bid Item 4.0 does not include Bid Item 4.1 and 4.2? Response: Correct. Refer to attached updated BSOV (AD-01) Question #6: Who is the Funding Agency? Response: The Receiver on behalf of the Guam Solid Waste Authority (GSWA) Question #7: Please provide us a copy of the pre-bid minutes and attendance sheet. Response: See attached Pre-Bid Minutes and Attendance Sheet. Question #8: Division 25 Integrated Automation Specification was not included in the documents, please provide. Response: Division 25 Specifications will be provided with an Addendum #2. Question #9: Please confirm all cleared, grubbed and demolition debris will be dispose in the Layon Landfill at no charge. Response: All construction debris shall be disposed of in a proper hardfill facility. It is encouraged to use green waste onsite for compost to create a viable topsoil source that meets contract specification.

6 Question #10: Refer to Instruction To Bidders Item 9.0 Competency of Bidders, a. Experience on similar work. Does this mean the bidder should have constructed a landfill? Otherwise please explain further what is similar works mean. Response: Contractor shall demonstrate experience on similar work, however, not limited to the following: experience in handling, installing, and testing geosynthetic materials, experience in handling large earthwork projects in wet environments of clayey soils, experience in construction and installation of utility structures (power, water, storm drain, gas lines), experience in construction of an asphalt road. Question #11: Refer to Qualifications form, item B for Previous Project Experience, 1. Typical Contracts Completed During Last Five Years. Does Typical Contracts mean a Landfill Project? Otherwise please explain further what is Typical Contracts mean. Response: Refer to response to Question #9.
