1 1. Drawing A105 shows bold black circles at the north side of the east pier gazebo, and Drawing A107 shows the same bold black circles at the south side of the west pier gazebo. The bold black circles seem to be indicating new work, but are not annotated on the legend and do not have any apparent key note assigned to them. Are these bold black circles new work, and if so, what does the work entail? Answer: These are existing piles. There is not any new work to the pile themselves. See electrical for new lighting in that area. 2. Drawing A103 shows floating docks #3 & #4. Each of these docks are surrounded by bold, hollow, black circles. Many of these circles have associated key notes next to them, but there are some that do not. It is assumed that the bold markings mean that these require new work, but without an associated key note or a place in the legend, the scope of that work is unknown. Can the gov confirm that these bold markings imply new work, and if so, can the gov attach a key note to the bold hollow black circles that have none? Answer: Only the piles (black hollow circles) with keynotes have work associated with them. 3. Drawing QF 100 shows the work required for the fueling system, showing demolition of the existing system and installation of the new. Will the contactor need to collect and dispose of any fuel in the existing system, and if so, how much should be anticipated? Answer: The existing system has an above ground temporary tank that is to be returned to the Gov t. The only fuel that will need to collected and disposed of will be in the lines to be removed. Assume 100 gallons to be collected and disposed of. 4. E010 Note: 2 leads you to believe the conduits are in tack and can be reused: At least half of the conduit is submerged with the destroyed pier: Are we to figure re-piping the electrical as shown? Answer: Remove existing conduit along West pier. Provide new conduit per notes 2 and 6 on sheet E The existing dock power units on the west pier are currently 2-50amp 240v dock receptacles feed from a 80amp 2pole circuit: Is it your intent to go back with 2-30amp 240v outlets feed from a 30 amp circuit? Answer: Per detail 3, sheet E200, the outlets are 120V (NEMA 5-30R). One outlet is placed on each side of the pedestal. Connect per sheet note 2, sheet E On the east pier are we to demo the existing 100amp dock power cords and replace them with 3-20amp power cords for the floating piers?

2 Answer: Yes, existing power stations and conduit shall be reused. Floating Dock #6 shall have 2-20A branch circuits. 7. Is it the designer s intent on the east pier to feed 4 existing dock power units with 1-120v/20amp power source? Answer: Yes 8. Will you please show a detail drawing on the connection points from the J-box to the panel on the east piers? Answer: See Detail 1, Sheet E200 for east pier pedestal connection. 9. Is it the intent to have redundant GFCI protection devices in line? (General Note: 1 states all breakers to be GFCI) Answer: Yes. All overcurrent protection devices shall have ground fault protection per NEC Most of the visible conduits on the floating piers are severely damaged and broken from the piers and possibly separated: Are we to re-strap, reconnect and secure all conduits? Answer: No. Provide new conduit. 11. Is the Buy American Act applicable on the fans and fixtures? Answer: The buy American Act is applicable. Please reference FAR Subpart 25.1 for further guidance. 12. Please provide a wire size on the East pier pedestals? Answer: Refer to the homerun description on sheet E Please verify the number of pull stations needed drawing show 8? Answer: See Sheet E020 and details 2-6, Sheet E151. Provide pull stations as indicated on the contract documents. 14. May a job trailer located on KAFB be utilized for this project by the contractor or must there be a dedicated job trailer located at the Marina for this project alone? Answer: A job trailer can be utilized on KAFB. There will just need to be some coordination depending of the location of the trailer. 15. Will safety divers be required while work is ongoing on the piers over the water?

3 Answer: Contractor will follow all OSHA regulations that are required to work in a marine environment. 16. Will a wetlands permit be provided by the government to the contractor or will the contractor be required to gain the permit directly form the Corp of Engineers? Answer: No wetlands permit is necessary. 17. Are there any testing requirements for the existing tank since no work will be performed directly on the fuel tank itself? Answer: Yes. The dispenser sheer valves will be tested, the lines would have to be tested for tightness and the Mississippi Dept. of Agriculture and Commerce will have to be notified so they can certify that all work completed correctly before any sell of fuel to the public. The line testing needs to be performed by the MDEQ personnel. 18. In order to safely work in certain areas, some of the mooring pilings in between the finger piers will need to removed and reset by the contractor. Will this be acceptable? Answer: Removing and resetting the pilings should be fine. Possibly a plan of action will need to be presented as to how to remove and reset the pilings before the work would begin. 19. On drawing D105, there are pilings that are in black bold. It is unclear if there is any work to be performed on any pilings other than caps. Please clarify any scope of work for the pilings. Answer: These are existing piles. There is not any new work to the pile themselves. See electrical for new lighting in that area. 20. Are there any known asbestos materials in the restrooms or areas to be renovated? Answer: There should be no asbestos in any area of the marina piers. 21. Please confirm the extent that the steel on the gazebos is to be cleaned and prepped due to the rusting of the steel and corrosion. Answer: Public Shelters (as noted on D/A-106) are to have columns and roof structure cleaned, prepped and painted. Fuel Dock Gazebo/Office are to have columns, structure and base plates cleaned, prepped and painted (as noted on D/A-101). 22. Division , section mentions Government Furnished Equipment. Please provide specifications for the GFE that it is requesting contractor supplied rough ins for. Answer: There is no new GFE equipment supplied for this project. 23. Is a safety diver or safety skiff going to be required to be on the jobsite?

4 24. Are safety skiffs going to be required? Answer: Contractor will follow all OSHA safety codes for this type of work. 25. Do life vest have to be worn by workers at all times while on the jobsite? 26. Are hardhats required to be worn at all times even when there is no overhead work? 27. Demo Plans (Key Note 5 - Prep Base Plate & Bolts To Receive New Paint) - On the job walk it was noticed that most of the base plates were so severely corroded that they could not be prepped/painted simply because there is not enough steel left to prep and paint. What will be done to address this issue? Answer: This is only valid for the Fuel Dock Gazebo/Office. The Government is aware of the extent of corrosion and will be addressing tat under a separate contract. 28. D101, (Key Note 5 Prep Base Pate & Bolts to Receive New Paint) - (7) base plates are Identified for this work item on D101. (Key Note 6 - Prep Structural Members to Receive New Paint) (7) vertical legs and (4) horizontal steel members are Identified for this work item on D101. Is this work intended ONLY for the specific steel members pointed out in the DWG or can it be assumed that all associated steel members that make up the framing of the Fuel Dock will be included in this work? Answer: Refer to sections on same sheet. Exterior beams and hip beams to be included in the work. 29. D106 Details 1, 2 and 3 calls for (6) vertical legs to be prepped IWO paint on Public Shelter per Key Note 6. Please clarify which Public Shelters this work is intended for as there are (3) shelters located in the Key Plan area of this DWG and several other shelters throughout? Is this work intended ONLY for the specific steel members pointed out in the DWG (6 vertical legs) or can we assume all associated steel members that make up the framing of the Public Shelter will be included in this work? Answer: There are only three public shelters included in this project. These do not refer to the other four larger gazebos (2 on west pier, 1 on east pier and I fuel dock gazebo) see other sheets for work in those areas. All exposed steel members shall be cleaned, prepped and painted, except base plates.

5 30. What means of aerial access (Scissor Lifts, Scaffolding, etc.) can be used on the dock to access the overhead areas of the shelters and gazebos? Are there weight limitations that will potentially affect the type of access that can be used? Answer: No scissor lifts should be used. Ladders and scaffolding should be acceptable to complete work at high reach levels. 31. The attached plans calling for the install of a new pump station, but cannot find specs or detailed plans on that particular equipment. Is there a basis of design here? Answer: Basis of design is indicated in the Lift Station Pump Schedule on Sheet P001.
