1 ADDENDUM NO. 1 July 16, 2014 at 12:00 pm to the Plans, Specifications and ontract Documents for the Fairfield ounty Airport Perimeter Security Fence Project Fairfax, South arolina FAA AIP No.: WKD Job No.: A Bidders and other interested parties are informed that the above referenced plans, specifications and contract documents are hereby revised, changed and supplemented as set forth below: ADDENDUM NUMBER 1 BID DATE: Thursday, July 24, :00PM (EST) TO ALL BIDDERS: This Addendum forms a part of the ontract Documents and modifies the Bidding Documents dated June Acknowledge receipt of this Addendum in the space provided in the Bid Form. Failure to do so may disqualify the Bidder. Below are changes, additions, and/or clarifications to the bid documents for this project. Item 1: Bidder Questions 1. The plans show 1600 feet of fence removal with only 725 feet being replaced and 870 feet being disposed. an we use the fence that was removed for the replacement? No. 2. How thick is the asphalt that needs to be removed on 6? 4 3. Will the plans be modified to show the limits of new stone base and asphalt? No, please see Typical Runway ross Section on Sheet 14 and the revised attached Sheet Where is the 14 wide access road located? Please see revised Plan Sheet 10, attached. 2 5. Where is the flowable fill to be replaced? This pay item will only be used if necessary during construction.. 6. What permits is the contractor responsible for? See Note 2 of the Project Notes, Sheet Is blasting permitted? See Note 23 of the Grading, Drainage, and Erosion ontrol Notes on Sheet Please verify that during the pre-bid it was states that unsuitable material and rock will be measured by the truck load. (Y per truck to be established later) This is correct. 9. Please advise approximate date for Notice to Proceed and Startt Date on this project. Also, will there be any winter shut down dates? Notice to Proceed is expected in October or November, No winter shut down dates are anticipated. 10. In Spec P-620, it states that we cannot apply paint to new pavement surface for thirty days, or we can apply a temporary coat and then apply a final coat thirty days later. Since only a small portion of the Runway Markings are going too actually be on new asphalt surface, would the engineer consider allowing two full coats of paint on this surface and waive the waiting period? Or do we need to expect to come back thirty days later to apply the final coat of paint? Paint application must comply with specification P Most of the paint markings will be applied to olderr asphalt surface. In the plans and bid form there are no items that indicate that the Runway and Taxiway markings will have a black non reflective border. Is this correct? There are no enhanced markings on this project. 12. The compaction requirement for sub grade is shown on the typical section as 95% modified. What is the requirement for the stone base? Refer to Sheet 14. Item 2: Plans Remove and replace Plan Sheets 2, 3, 7, 8, 10, andd 11 with the attached revised Plan Sheets 2, 3, 7, 8, 10, and 11. RFI instructions All requests for information (RFIs) shall be submitted via to khawk@wkdickson.com, copied to eowen@wkdickson.com. The RFIs must be submitted by noon on Wednesday, July 16, Please state "Fairfield ounty Airport" in the subject line of the General Description of Project The project includes improvements to the runway safety area, including but not limited to grading, obstruction removal and extension of the runway. Plans and specifications are only available for download or mailed hard copies through the website. 6. Airport Safety Prior to starting construction, the contractor shall make themselves familiar with FAA Advisory ircular A/5370-2F, which has been included in the specifications. Also a free electronic copy may be downloaded from The contractor shall not enter the Runway Safety Area (RSA) or Taxiway Safety Area (TSA) without meeting the requirements of the plans, specifications, and safety protocols. 7. ontract Time Overall contract time is 190 consecutive calendar days from the Notice to Proceed. Liquidated Damages will be $1,000 per calendar day based on total contract time and general provisions of the specifications for this project. 1 of 2

4 8. Bid Proposal Submit entire proposal section (B-1 to B-25), provided separately, according to Instructions to Bidder s Specification Section. Ensure that all required forms are properly completed. The DBE goal is 14.5% of the base bid amount. B-11 & 12 ontractor may utilize multiple DBE sub-contractors; submit separate Letter of Intent for each DBE firm proposed. Approved DBE firms based on most recent SDOT Unified DBE Directory ( Good Faith Effort based on 49 FR Part 26 if unable to meet DBE goal. Buy America is requirement. Must be properly licensed as a South arolina General ontractor to submit bid proposal; license number is to be listed on the outside of the proposal envelope. A 5% bid bond is required. 9. Bid Award An award of any contract is subject to the availability of sufficient Federal & State funding assistance. Bid proposals are valid for 120 calendar days. 10. onstruction Owner will have full-time construction observer (RPR) on-site. Sequence of onstruction Phase Plan Material Submittals must be made prior to ordering material for approval by engineer. The construction site must remain secure at all times. 11. Questions/omments Will excavation material be left on site? o Dirt may be stockpiled, but rock shall be hauled off site. Will the Runway remain open during construction? o It will remain open with the displaced threshold, except while it is being restriped. Is there a geotech report available? o It is included in the Specs as an Appendix. How will we quantify rock? o Quantify rock on site with the RPR. Are ADD files available? o ADD files are available after signing an electronic release form. Who will provide the QA? o On Spec will do our internal QA for testing requirements. The PAPI relocation will be a change order once contract is awarded. It does not affect the bids for this project. 12. Optional Site Visit 2 of 2
