5 CHAPTER 1: SUMMARY OF PROJECT AND IMPLEMENTATION PROGRESS 1.1 Introduction of project Strengthening Water Management and Irrigation Systems Rehabilitation project, invested by ADB and AFD, includes three components: (i) Components 1: Construction of New Educational Facilities for Water Resources University. (ii) Components 2: Construction and rehabilitation of Bac Hung Hai irrigation and drainage system infrastructure. (iii) Components 3: Strengthening capacity of BHH Service Providers Objectives of components 2 Long term objectives: To improve water supply and drainage for: transforming cropping-pattern by irrigation and drainages solutions, that can continuously supply to stable production and water use for 100% residents in the Bac Hung Hai until 2020; Reduce the drought frequency in the agricultural cultivation areas upto 85% by year 2020; Decrease the damages caused by flood in the region, specially in the low land of Hung Yen and Hai Duong provinces. Hence, it can create a stabilize condition to human life and production activities in considering an sustainable socio - economic development, ecological environmental protection, prevent surface water pollution and deterioration of water resources. Short term objectives: - Providing sufficient water for agricultural, aquaculture activities, meet the water supply demand for the industrial zones, residential areas and remedy environmental pollution situation by development and enhance the capacity of the rrigation system in the project areas. - Modernizing and improving irrigation-system performance - Innovating, improving management practices and service quality - Strengthening institution for sustainable exploitation of the system to achieve proposed targets - Establishing, strengthening and developing institution for the regional management and exploitation agencies in appropriate, effective and sustainable way; - Strengthening management and operation practices with community s participation through education, communication and public consultation Main works items of project The works items relate to environmental assessment including (Table 1.1): - Constructing 8 new pumping stations, of which 1 irrigation and 7 drain pumping stations; - Rehabilitating and upgrading 2 drain pumping stations. 1 Package 14 Monitoring the implementation of environmental management plan for the

BHH system is enclosed with four main rivers in the areas: Duong river is in the North, Luoc river is in the South, Red river is in the West and Thai Binh river is in the East. The total irrigation area of the system is 192,045 ha, of which, 142,479 ha is agricultural land can be served by these rivers system. The total inhabitant in the region is 2.8 million, but more than 2.2 million people are working in agricultural field. BHH system is also divided into 10 sub-regions: Gia Lam, Gia Thuan, Chau Giang, Bac Kim Son, Cam Giang - Hai Duong city, An Thi. Binh Giang - Bac Thanh Mien, Tu Loc (Gia Loc-Tu Ky), Southwest of Cuu An, Southeast of Cuu An.. Ten sub- project locations can be seen in the Figure 1.1 to Appendix 1. 8 1.2 Project progress implementation Updating to August 04,, The sumarises of the project progress implementation are (also in the table 2.1). Of which : - The sub projects: Phu My, Kenh Vang, Cau Dua, Doan Thuong, My Dong, Lien Nghia and Nghi Xuyen achieved construction progress on time that s indicated in approved schedule. - The Sub projects of Chua Tong, Nhat Trai are delayed construction progress by some reasons:. - Chua Tong sub project: + Because of the narrow road for material vehicles transportation, the vehicle is difficulty to transoport sheeting piles and concretes. + Due to additional design for strengthening sheeting piles at household s side to households - Nhat Trai sub - project: due to high groundwater level, it is in process of waiting designing units to change construction execution. The summaries of main actitivities of pumping station sub projects as follows: - Phu Mysub project: the construction of management house, surrounding area of management house; discharge canal (section from discharge tank to culvert under dyke), pumping house and discharge tank have been done. volume approximately achieved 35% - Kenh Vang sub project : the construction of management house, pumping house, centre controlling house, head - works construction (sewer grates systems, intake tank, retaining dam) have been done. Construction volume achieved 90% - Nhat Trai sub project: the constructions of diversion canal, work stations on canal and culverts under dyke has been done. - Chua Tong sub project: the construction has been stopped by addtional design of reinforcing sheeting pile at household s side - Lien Nghia sub project : filled up water-saturated sand, installed scaffolding for floor pump, concrete floor, reinforced the wall of pumping house, intake tank and digged the diversion channel at the inlet. - Cau Dua sub project: the construction of intake canal s slope, concrete engine s floor; transportation of soil from river for levelling ground have been done - Doan Thuong sub project: lot A has been completing the management house and pumping house; Lot B, the canal has been dredging and completing Giang bridge s surface (Toan Thang commune) - Co Ngua sub project: preparation site plan, gathering construction material have been done. - My Dong: construction of pumping house, discharge tank, discharge tube of intake tank, roller bridge of intake tank and culvert under dyke have been done. Discharge canal and entry road of management house have been reinforced.. - Nghi Xuyen sub project: Processing, installing of formworks, reinforcement of pumping house, pump floor; construction of diversion canal and erecting electric pole of high voltage line have been done. 4 Package 14 Monitoring the implementation of environmental management plan for the

21 CHAPTER 2: MONITORING RESULTS 2.1 The monitoring time (i) The fifth monitoring time: - On 29th April : Worked with CPO regarding on the contents in the fifth monitoring and collecting the relevant documents of components 2 - From May 05 to May 15, : visit the construction site of sub projects of components 2 ( in Bac Ninh, Hai Duong and Hung Yen province) (ii) The sixth monitoring time: - On August 01, : worked with CPO regarding on the contents in the sixth monitoring and collecting the relevant documents of components 2. - From August 04 to August 14, : visit the construction site of sub projects of components 2 ( in Bac Ninh, Hai Duong and Hung Yen province) 2.1 The results of community based monitoring Implemented contents Interviewing local authorities and local people in the project area about construction s impacts on environment, society and resolving conflicts which have been arised during construction. Numbers of interviewee include 360 people, in which: - Gender based classification: 296 males and 64 females - Position classification : 8 Chairmans of commune, 10 Vice chairmans of commune, 6 land administration staffs, 2 village s leader and 234 local people in affected area. The Contractors need to speed up construction work to get it back in starting stage. - PMU needs to make some solutions (build a temporary pumping station) for irrigation water supply to whole cultivable land areas that have been affected by landslide canal leading to no water irrigation Response The sixth monitoring - During the construction time, contractors activities did not impact on surrounding environment - Safety for vehicles going through construction site has been ensured - Security has been implemented well in region. - The Sub project got on well with locality - Surounding environment has not been affected - Security has been ensured - The civil contractors have been requested to follow the constructing schedule in order to the local people get more benefits from the project - The civil contractors of Lot B and Lot A kept a good collaborated with local authority and people living around - The pending issues in the previsous monitoring of Lot B have been overcome: road surface for which section is in front of People s Committee s office and school of Doan Thuong commune are reinstated. Construction activities also are not impacted much to the environment, society. Some details are as following: - The sub projects of Phu My, Kenh Vang II, Lien Nghia, Cau Dua and Nghi Xuyen have been highly appreciated to implement well the EMP by the local community: - At the fifth monitoring: Civil contractor of Lot B (Doan Thuong sub - project) has not fully treated the issues of reinstating the road surface, such as the section front of school and People s Committee office, hence people living in the areas did not agree with it. Nhat Trai sub project has not paid more attention on watering road surface that lead the dust at road section going through to the construction site. - At the sixth monitoring: Nhat Trai sub project has not used watering road surface that that leading to dust from business road went through to the construction site. In additional, the civil contractors have not sent the necessary information of construction progress, construction plan of packages to People s Committee of Minh Tan commune. The reinstating road surface for the section of front of People s Committee office and school of Doan Thuong commune has been done. 2.2 Environmental monitoring results of construction supervision consultant Implementation contents In the fifth and sixth monitoring, consultant collected the environmental monitoring results from construction supervision consultants, are as follows: - The environmental monitoring form of construction supervision consultant as provided by PMUs of sub projects. The number of collected form is described below and also listed in table 2.2): + Form no. 1: 58 collecting environmental monitoring information forms have been taken. The pending issues are following : + Car washing station at the entrance points of the construction sites of the Phu My, Chua Tong and Doan Thuon sub projects have not been set + The recycle bin and mobile toilets have not been available at construction site for workers in the sub projects of Chua Tong and Phu My + Location of material storage is nearby the local people s house and traffic road without being covered Rock and soil are frequency felt down on the road during transportation, they have not been cleaned (My Dong sub - project) + The temporary fences to separate construction area from people s house and manufacture areas have not been set up in the sub-projects of Phu My, Chua Tong and Nhat Trai. The sign board light and signal system at night have not been installed as well (Nhat Trai sub - project) (ii) The assessment results from the sixth monitoring time of construction supervision consultant: - There are 8/10 Sub projects obtained the average score of 3 (11 12/12 contents). In which, the sub projects of Kenh Vang 2, Nhat Trai, Cau Dua, Co Ngua and Nghi Xuyen achieved 100% of contents with the score Package 14 Monitoring the implementation of environmental management plan for the

28 - Doan Thuong sub - project (Lot B), about 8 contents achieved the score 3, but 4/12 contents achieved the score lower than 3. In comparision between 2 monitoring times, the results show that a number of contents with the score 3 increased from 123 to 124 contents; the number of content with the score lower than 3 decreased from 9 to 8 contents. The sub projects of Phu My, Kenh Vang 2, Lien Nghia, Cau Dua and Nghi Xuyen in the sixth monitoring time, several issues (mitigation measures) from the fifth minitoring are remain. In the sub projects of Doan Thuong (Lot B) and My Dong, some current issues can be listed: + Doan Thuong sub project (Lot B): There is no recycle bin, mobile toilet at construction site for workers; the implementation of spraying lime for dredged canal s surface disinfection has not been done; red light at night in the construction site should be considered. + My Dong sub - project: the construction site has not been clean regularly; waste has not been collected and transported to dumping site properly; falling rock, soil during transportation haves not been cleaned promptly. However, the samples took at Nhat Trai pumping station sub project show the dust concentration was 0.28 mg/m3 approximate approach allowable standards in comparison with QCVN 05:2009) because contractor did not use water to watering road surface regularly. Hence, Civil contractors should pay attention to reduce dust in order to not impact on environment. b) Theresults of surface water samples analysis in the fifth monitoring time Describle the location of surface water sampling: The samples were taken from May 05, to May 07,, the weather conditions at that time are slight sunny and no wind. The analysis results of surface water sample The analysis results of surface water quality of the fifth monitoring are listed in table 2 -appendix 3 and comparison charts from figure 2.1 to 2.6 show that: - At the Lien Nghia pumping station sub project (HP2-NM3): COD, NH + - 4, NO 2 are the main pollutants exceeding the permitted standards. COD concentration was 32.6 mg/l, exceeded the irrigation water standard about 1.09 times; NH + 4 (0.96 mg/l) concentration, - exceeds 1.92 times in comparison with irrgation water standard; NO 2 (0,05 mg/l) concentration exceeds 1.25 times standard level. According to the obsevation of consultant and locality s feedback, water quality at sampling location has been mainly polluted due to effect of waste from residential area,the construction activities did not impact on river water quality ( - At the sampling location of Co Ngua pumping station sub project (HP2-NM6): there are 3 pollution indicators exceeding allowable standards including: SS (59.32 mg/l) concentration exceeded standards about 1.19 times; NH 4 + (0.78 mg/l) concentration exceeded standard about 1.56 times; NO 2 - (0.06 mg/l) concentration exceeds allowable standards 1.5 times. River water has been polluted by domestic wastewater from the residential area living along river because in sampling time there was no construction activities at the construction site. - At the sampling location of Nghi Xuyen pumping station sub project (HP2-NM7): there are 4 indicators exceeding the limited value at column B1 QCVN 08:2008 including: SS (52.16 mg/l); COD (42.18 mg/l), NH 4 + (1.46 mg/l), NO 2 - (0.08 mg/l) exceed allowable standards representively 1.04 times; 1.21 times; 1.01 times and 1.28 times. Construction activities have not impacted on surface water quality because it s far from water resources. 44 3.1 Conclusion CHAPTER 3: CONCLUSION AND RECOMMENDATION The achieved results (i) For PMU of sub project - PMUs have implemented well the issues of periodical inspection regarding on contractors compliance. PMU of Chua Tong sub project and Bac Hung Hai s PMU kept in touched and made a good collaboration with local authority and people, resolved well uprising problems during construction process. - Monthly, PMUs of Nghi Xuyen, Lien Nghia sub projects organised the training for workers regarding on environmental protection, occupational safety, traffic safety during construction,. (ii) For civil contractors Civil contractors of My Dong and Chua Tong sub - project have a good collaboration with local authorities and PMU in resolving arsing problems, The construction activities were not impacte to environment, society in the place. The sub projects have been appreciated well the issue of the implementation of EMP including: Phu My, Kenh Vang II, Lien Nghia, Cau Dua and Nghi Xuyen (iii) For construction supervision consultant - Construction supervision consultant fully recorded and submitted periodical environmental forms to PMUs of sub projects. The information of environmental safety, traffic safety, occupational safety and other arising problems at construction site have been reflected fully and exactly - In the fifth and the sixth monitoring: Construction supervision consultants of sub projects of Phu My, Kenh Vang, Nhat Trai (lot A) have reflected to PMUs and civil contractors in detail regarding on the concerned environmental issues during construction process; therefore, Civil contractors have overcome promptly the pending issues and implemented well the environmental impact mitigation measures. (iv) For local authorities/ communities The results of interviewing the local government, local people in projet area showed that People s Committee of communes in project area have fully taken their responsibility to monitor community, regularly inspect, reflect to PMU of sub projects regarding on the construction s impacts on environment and society. At the same time, the locality and local residents created favourable condition in land clearance, registering temporary accommodation for workers and in construction activities. (v) Regarding on construction s impact on environmental quality The analysis results of air and surface water in the fifth monitoring are following ( in the sixth monitoring, environmental samples were not taken because of rainy season): - Regarding on air environment: the construction activities of sub project have not impacted on air quality in region because most of contractors complied with noise, dust mitigation measures: Using the construction machines met the standard of exhaust gas, noise and vibration as regualtion; Regularly watering road surface to reduce dust, covering material storage yard... not much construction volume, and civil contractors implemented well the 40 Package 14 Monitoring the implementation of environmental management plan for the

45 mitigation measures for arising dust. At the sampling location of Nhat Trai pumping station, dust concentration is 0.28 mg/m 3 (approximately approaching allowable value in QCVN 05:2009) because the civil contractors did not regularly water on road surface. Thus, the civil contractor of Nhat Trai sub project need to pay attention on dust mitigation measure in order not to impact on environment. - Regarding on surface water quality: the construction activities of sub project basically have not impacted on surface water quality. The construction site, campsite, material storage and activities of loading material have to ensure the distance of 200m than surrounding water area. Cleaning construction machine are not allowed near water sources to avoid waste grease discharge to the water environment The pending issues The pending issues of sub project mostly relate to environmental sanitation, safety and health of workers, safety for community and traffic safety, the details are following: (i) Regarding on project information: The PMU of Bac Ninh has not sent the necessary information of construction progress and construction plant of Nhat Trai s packages to Minh Tan commune, Luong Tai district (ii) Regarding on environmental sanitation: - Recycle bins and mobile toilets have not been fully provided at the construction site: Cau Dua, Doan Thuong (Lot B) sub - project - Wheel washing station at entrance points of the construction site has not been set up: sub project of Phu My, Doan Thuong (Lot A), Co Ngua - Watering on road surface has not been regularly implemented: Nhat Trai sub - project - Material has not been gathered tidily to avoid dust: Co Ngua sub - project. (iii) Occupational safety: - Fence for separating construction works from the residential area and production area is not available (Phu My, Nhat Trai sub - project); - Warning sign board sfor deep holes at the construction site has not been available at the construction site (sub project of Nhat Trai, Phu My); - Protective clothes have not been fully equipped for workers during construction time (Sub project of My Dong, Lien Nghia, Kenh Vang II). - All contractors have not implemented periodical medical examination (6 months/time) for workers at the construction site. (iv) Community safety: - Nghi Xuyen sub project has not returned dyke to origional altitute; - Kenh Vang II sub project still allowed local people to go in the construction site for fishing during construction time (v) Traffic safety: - Nhat Trai sub project has not installed construction sign board as well as sign light at night; 41 Package 14 Monitoring the implementation of environmental management plan for the

46 - My Dong sub project did not clean promptly falling rock during transportation process Recommendations - For PMUs of sub projects need measures to force civil contractors into implementing recommendations and implementation time for regulations in the table 2.10 and minutes have been made while on site inspection (appendix 4). - For civil contractors need to overcome the pending issues of the previous monitoring, in the fifth and the sixth monitoring (see in the table 2.10). - For construction supervision consultants, beside filling in form no. 1, they have to monitor the implementation of recommendations in the previous monitoring; arising problems need to be filled in the form no.2 and timely reflect to PMU. 3.3 Plan for next 3 months monitoring The next monitoring plan of Environmental monitoring consultant will be implemented in November with the following contents: - Implement on site inspection - Synthesize monitoring forms of construction supervision consultant - Implement community based monitoring - Implement sampling to evaluate environmental quality 42 Package 14 Monitoring the implementation of environmental management plan for the
