1 All Mandatory Meeting Attendees: Re: Addendum #2 February 12, 2019 (Updated February 14, 2019) To PROJECT MANUAL AND DRAWINGS For PROJECT NUMBER SPINE ROAD The following shall become as fully a part of the above named Project Manual and Drawings as is therein written and shall take full and complete precedence over anything therein contained to the contrary. Acknowledgment: Each bidder shall indicate in the place provided for the same on the Proposal Form his acknowledgment of receipt of this Addendum. Each and every bidder, subcontractor and material supplier shall be responsible for reading each item in this addendum to ascertain to what extent and in what manner it affects the work in which he is interested. Changes in Schedule All written questions due to sreed@uccs.edu by February 14, 2019 by 2:00 pm Answers to Questions will be delivered by February 19, 2019 Public Bid Opening on February 25, 9:00 am Campus Services Building, Room 204 Question 1: What material is to be used for the pond maintenance access road? Is the quantity for this material shown in the bid tab? As shown in sheet 63, Site Details-01, the Pond Maintenance Road is to be an 8 thick layer of ABC (Class 6). This quantity was inadvertently excluded from the bid tab. An additional 39-CY will be required for the access road. Question 2: What are the dimensions for the light pole bases? Colorado Springs Utilities provides several options for street light bases. CSU Standard Plan 17-1 is attached. This project will use 30 light standards. 1

2 Question 3: Can a pre-cast box option be used? Yes, precast box culvert can be used as an alternative to cast in place box culvert. Precast box culvert shall follow CDOT standard drawing M The contractor will be required to provide certification that it meets the requirements. A table has been added to revised Sheet 55, providing for information only quantities for items covered in Pay Item Structural Concrete Class D (CBC,Misc)(CIP). Revised Bid Tab dated 2/14/19. Question 4: Item number CDOT Pond Outlet Structure Misc Items (CIP)-1- LS Can the quantities be broken out for each item? These items will not be broken out separately. Please refer to the structural design for quantities. Question 5: Are there any utilities that will require relocation? Refer to the Design Project Manual, Part 3 General Project Information, Sub-Section 3.3 Utilities for information regarding utility relocations. Some electric near Stanton will be relocated by CSU. Question 6: Is the site clear of environmental issues? We do not anticipate any environmental issues with the project. The USACE has been coordinated with and the project will be covered under a Nationwide Permit 14. See from Josh Carpenter US Army Corp of Engineers Question 7: What permits will be required by the City? Are fees associated? Will inspections be required? The Contractor shall be required to obtain right-of-way permits from the City of Colorado Springs and is referred to the City s website for information regarding the required permits: The City is a project participant and will waive the permit fees. The City will perform inspections as will UCCS. Question 8: What is the concrete pavement section? Is this shown on the plans? The concrete pavement section is shown on Sheet 10 (Roadway Typical Sections) of the plans. Question 9: Will the bid date be extended? Bid due date is extended to February 25, 9:00 am Question 10:Verify approval for use of RAP mix. RAP is permitted for use in the HMA as set forth in the Pikes Peak Regional Asphalt Specification. RAP will NOT be permitted as a substitute for ABC (Class 6). Recycled Concrete may be used for ABC (Class 6) provided it meets R-value and gradation requirements as specified in CDOT Standard Specifications Section 703. Question 11:What mounting system will be required for the sign poles and sign pole mounting? Can we install the signs consistent with the signs and poles that are throughout the UCCS Campus? 2

3 The Spine Road will be a City of Colorado Springs street and the signing shall meet the requirements of the City of Colorado Springs standards and CDOT Standard Specifications Section 614. Refer to the Measurement and Payment portion of the project Design Manual for specifically referenced standards. Question 12:Will ALL (white edge lines and yellow center lines) of the striping on Stanton Road within the drawing limits need to be removed by method of grinding? Removal of Pavement Marking shall be performed in accordance with City of Colorado Springs standards and CDOT Standard Specification Section 202 which states in part, by methods that do not materially alter or damage the surface or texture of the pavement. Removal is limited to those areas that are NOT being reconstructed, or if selected, overlaid. Refer to the Measurement and Payment portion of the project Design Manual for specifically referenced standards. Question 13: Are the sharrow symbols thermoplastic? Or is paint acceptable? Some of these on campus are paint. There are no sharrow markings being used on this project. There are bike symbols and arrows within the bikes lanes. These shall be Thermoplastic Pavement Marking per City of Colorado Springs standards and CDOT Standard Specifications Section 627. Refer to the Measurement and Payment portion of the project Design Manual for specifically referenced standards. Question 14:Is epoxy required for the pavement striping? The campus is striped using paint, is that acceptable? The Spine Road will be a City of Colorado Springs street and shall be striped with Epoxy Pavement Marking per the City of Colorado Springs standards and CDOT Standard Specifications Section 627. Refer to the Measurement and Payment portion of the project Design Manual for specifically referenced standards. Question 15:Within the Information for bidders documents, it asks for our time period from NTP to Substantial Completion. However, the bid documents have a fixed completion date. Please clarify what is required for this item. The project has a fixed completion date. Please provide your schedule to assure that you will complete within the time frame provided. Question 16:Article 14A requests an onsite lab trailer. Is there a bid item for this or is this incidental to the work? No onsite lab trailer will be required, therefore; there is not an item in the bid tab for such. Question 17:Article 9 states that the principle representative will provide survey, however; in the bid tabulations there is a bid item for contractor survey. Please clarify who is responsible for survey. The contractor will be responsible for providing survey information. 3

4 Question 18:Item #5 on page 2 of 2 states that contractor shall exclude all applicable taxes. However, page 9 of 49 states that contractor will pay all taxes. Please clarify what taxes shall be included in the bid. I can provide a Tax Exempt Certificate or you can pay taxes and we can recover any City SalesTax and/or Use Tax at the end of the project. Question 19:Can cross sections & electronic cad files be provided for the earthwork takeoff? Additionally can earthwork tabulation summary be provided? Cross sections and electronic CADD files cannot be provided. It is estimated that 11,100-CY of embankment will be required with the bid quantity of 13,360-CY for unclassified excavation. Question 20:Do we need to bid all alternates? For example bid alternate concrete paving in lieu of asphalt paving. Can we leave this blank? You will be required to bid all Alternates in order for your bid to be accepted. Question 21:Is there any petromat in the existing asphalt that needs to be removed? There is not any petromat in the existing asphalt. Question 22: Is there any rebar in any of the concrete that needs to be removed? There will be rebar encountered in some of the concrete to be removed. Question 23:Can we use recycled class 6 road base for the base going under the road, pond maintenance road, driveway, low flow channel and the trail? Recycled Class 6 Road Base can be used under the roadway, however; ABC (Class 6) shall be used for all other base applications. Question 24:For clarification, we do not have to install the fiber optic cable, just the conduit for the cable and the pull boxes, is that correct? The fiber optic cable will be bid out separately. Question 25:Do we have a detail for the railing on the wing walls? Refer to the UCCS Campus Std Guardrail detail at Question 26:Do we have a detail for the tubular trash rack and grate for the outlet structure? Per structural design. Question 27:Do we have a detail for the landscape wall? Landscape wall can be constructed out of siloam stone or concrete. Contractor to provide sample or drawings prior to start of wall construction. Question 28:Is the Pipe Railing 223 LF the same rail fence that is on detail sheet A79 and A74 and where is this located. The pipe railing is referring to the fence that is shown in the detail on A73 and A74. This is proposed along the headwall and wing walls as well as the pond structures. 4

5 Question 29:Where is the detail or info on the Embankment Protector (Special)? Detail for the Embankment Protector (Special) item is shown on Sheet 42- Roadway Details Sheet-Rundown. Question 30:Sheet 18 and 20 of 33 Bid Alternate A Are we supposed to id only the transition at each end of what is shaded for the Mill and Overlay option? The note Reads (2) Bid Alternate A is a 2 HMA Overlay on Stanton Rd. A 50 Long variable depth mill shall provide for a smooth transition at each end. Based on my calculation 100 lf (50 foot transition on each end) x 28 LF wide = 2800 SF or 311SY. I m assuming that only the transitions will be milled but the entire roadway will be overlaid with 2 of HMA. (13777 sf or 1531 sy) at 2 overlay for 167 tons. No other repairs to the existing section will be required prior to the overlay. The intent is tht the portion of the existing Stanton Road shaded on sheets 27 and 29 will receive a 2 HMA overlay. Milling is limited to the last 50- feet (measured along the control line) at each end of the shaded area to allow a smooth transition to the new pavement at the north end and the existing pavement at the south end. The milling depth should vary from 0- inches to 2-inches at the connection point. The existing with is slightly greater than 28-feet, so the milling area increased to 333-sy and is reflected in the revised sheet. Bid Alternate A quantities are shown on sheet 5 (Summary of Approximate Quantities) and include the milling at both ends and the 2 HMA overlay over the entire area. No other repairs are anticipated to the existing pavement.
