1 IFB IPTC 2022 Fleet Electric Bus Charging Facility Improvements TO: Recipients of IndyGo IFB IPTC 2022 Fleet Electric Bus Charging Facility Improvements project DATE: July 3, 208 SUBJECT: Addendum #3 All vendors are to accept the information contained herein as the official response of IPTC. TO ALL BIDDERS OF RECORD AND TO HOM IT MAY CONCERN: This Addendum is being issued prior to the due date for receiving bids. This Addendum forms a part of the Contract Documents and modifies the original Invitation For Bid (IFB) as noted below and shall be incorporated into the Contract Documents. All other provisions of the Invitation For Bid (IFB) released June, 208 with the exception of changes below, shall remain unchanged. This Addendum is issued in accordance with the provisions of the Invitation For Bid (IFB) document. All Bids shall be based upon work as modified by this Addendum. Acknowledged receipt of this Addendum on the Acknowledgement of Addendum Form is required. Failure to do so may result in disqualification of the Bidder. This addendum provides answer to questions submitted by June 26, 208 (Noon). ) Please advise who is responsible to back fill of the trenches IPTC Response: The successful IFB IPTC 2022 Fleet Electric Bus Charging Facility Improvements bidder will be responsible for removing the necessary amount of backfill (up to 8 ) and replace, per the details on Sheet C600 of the civil drawings, to achieve the required section and compaction. The IPL utility trench limits and subsequent surface replacement is shown on C200-C202 of the civil drawings. Note that trench location, width, clarification modifications to these plans and details are included with this addendum. Additionally, Section Unit Prices has been added for concrete and / or topsoil and other unit prices. Revisions included with this addendum: a. Drawing C200 has been modified and is included with this addendum. b. Drawing C20 has been modified and is included with this addendum. c. Drawing C202 has been modified and is included with this addendum. d. Drawing C600 has been modified and is included with this addendum. e. Section Unit Prices has been added to the specifications and is attached herein. f. Section 0040 Project Bid Proposal Form is replaced with the attached herein. IPTC Response: There is no Vol drawing package. 3) On page E-00 there is a reference to Buss-duct. here on the drawings is this item used? IPTC Response: Although contemplated on a bus lane in the future, there is no busway in the current project. 4) ho will program/commission the Auto Transfer PLC shown on E-00? IPTC Response: PLC designated to control the automatic throw-over of the main-tiemain of each switchboard shall be integral to the switchboard. All accessories, including the PLC shall be procured from a single source. Throw-over controls and sequence of operation can be found in the Switchboard specification (Article ). Switchboard specification also requires Contractor to test and adjust controls, and to train IndyGo maintenance personnel to adjust, operate, and maintain the automatic throw-over controls. 5) Are there any hazardous zones for this installation? IPTC Response: IndyGo facilities have no classified zones within the area of ork. 6) There are no notes in reference to DATA, will conduits or cabling be required? IPTC Response: No data conduits or cabling is required as part of this work. 7) Owner-Furnished Products: Specs Vol 2 Section.6.B. references owner furnished products to include electrical switchgear system but at the site walk it was mentioned that the contractors is responsible for furnishing the electrical switchgear system, can you please provide clarity on who is responsible for supplying the electrical switchgear? IPTC Response: Owner originally contemplated pre-purchasing switchboards but now asserts that the Contractors shall furnish switchboards as shown on plans and described within the Specifications. Disregard references that may remain that may suggest Owner-furnished switchboards. Vol 2 Section.6.B.2 references owner furnished products to include the battery electric bus charging stations for both 60 articulated and 40 transit buses. At the site walk it was mentioned the cord retractor system will need to be furnished by the contractor. Can you provide clarification that the retractor is not part of the charging system? IPTC Response: Owner-furnished charging stations shall be delivered to the jobsite equipped with a cord-connected charging connector. As delivered, these charging stations will not be equipped with cable retractors. Contractor shall provide and integrated cord retractors on each installed charging station. Cord retractor details may be found on plans. To further clarify the owner provided charging stations, items furnished by owner have been hatched on the detail charging station details included with this addendum: a. Drawing Q40 has been modified and is included with this addendum. 9) Per page 40, Bid Submittal Checklist, is there a payment & performance bond commitment form? Or will a provided checkmark on the checklist indicate Contractor is able to provide a payment and performance bond or letter of credit required at contract award? IPTC Response: A letter from a surety guaranteeing they will provide the bond upon award of the contract. 0) Page 2 of the IPTC-CONTRACTOR GENERAL CONSTRUCTION CONTRACT applies liquidated damages for failure to meet milestone dates as well as final completion. ill the agency remove the language related to LDs for interim milestones? IPTC Response: No, due to the immediate needs of completing the milestones. ) Section 3.6 does not allow Contractor to claim or recover any increase in the Contract Price due to delays caused for the Owner or Designer, regardless of the duration of the delays. ill the Agency please change this section to allow for compensation or change in pricing for delays beyond 90 days? IPTC Response: No, Funding is secured for this project and IPTC intends to issue an NTP quickly, once the contract is executed and required documentation is received, in order to maintain the project schedule. 2) Is the Agency aware of any existing environmental issues with the site? IPTC Response: There are no environmental issues on site. IPTC Response: If environmental issues are found, contractor is responsible to notify IPTC immediately and remediation plan will be decided upon. 4) Please provide estimated quantity of HMA replacement resulting from IPL conduit excavation? IPTC Response: IPTC Response: All impervious surfaces located along the IPL utility trench alignment are concrete pavement. HMA pavement is only applicable for the proposed transformer access drive(s). Therefore, there is no HMA quantity associated with the IPL utility trench. 5) Please provide estimated quantity of concrete pavement replacement resulting from IPL conduit excavation? IPTC Response: IPTC Response: The trench width for the IPL utility is assumed to be 30. The bidder should assume up to 8 of excavation (and replacement) will be necessary at all locations along the trench alignment. For quantifying purposes, cuts along concrete pavement are assumed to have a pavement thickness of 8. This results in an estimated quantity of 4 cyd of concrete pavement replacement for the trench. The trench location, width, clarification modifications to the plans and details are included with this addendum - refer to response to Question. 6) ill this contract be responsible for saw cut edges of IPL trench excavation? IPTC Response: Majority of sawcutting for the IPL utility trench will occur during the installation of the conduit by the IPL contractor. The bidder will be responsible for the removal/replacement of backfill and the final surface material as shown in the details. If pavement along a segment of the trench is damaged because of normal traffic patterns, these areas should be sawcut to provide a clean edge prior to the placement of new concrete pavement - refer to response to Question. IPTC Response: Although the Contractor shall provide integrated electronic metering in the switchboards, the Owner will furnish and install conduit, power and data wire to integrate switchboard metering provided by the Contractor into the IndyGo facility network. For additional clarification to owner supplied items refer to response to Question 7 and 8. 8) ill the contractor be allowed to work expanded work hours, outside M-F day shift? IPTC Response: Yes as described in specifications and in conjunction with owner approval of Bidder provided Project Construction Schedule and coordination with IPTC on-going on-site operations which take precedence over construction activities. 9) Please clarify where aluminum conductors would be permitted. (IE: Feeders only)? IPTC Response: AA-8000 aluminum wire may be used for all current-carrying feeder conductors, including neutrals, subject to specifications. Bonding, equipment and electrode ground wire is restricted to copper only. In addition, this does not include charging cord, which would be furnished with the charging station. 20) Per page 40, Bid Submittal Checklist, is there a payment & performance bond commitment form? Or will a provided checkmark on the checklist indicate Contractor is able to provide a payment and performance bond or letter of credit required at contract award? IPTC Response: Please note only a check mark is not sufficient, a form must be provided from a surety meeting the requirements in the specifications. Noted in Vol Specs. (Section ).4 / (C) Performance Bond, Payment Bond, and Certificates of Insurance. 2) If we have a sub-contractor who is qualified as a DBE in another state(s) but is yet to be fully certified as DBE by INDOT, would IPTC consider that sub-contractor to contribute to the DBE goal for IFB ? If yes, is there specific documentation you d like to have submitted with the proposal? IPTC Response: Any subcontractor would need to be fully certified by the Indiana Department of Transportation as a DBE firm for their utilization to count toward the 3% goal. Unfortunately, we cannot accept any certifications that are within question or still being processed. IPTC Response: You can find all Indiana certified DBE firms using this direct link: Some applicable NAICS codes that you may try to search for DBE firms under include: Electrical ork, Electrical iring, Electrical Equipment/Appliance Installation, and Electrical Contractors Electrical Engineering Services, Construction Engineering Services Architectural Services, and Design Services. 23) I saw an article in the Indianapolis Business Journal about a potential change to IndyGo s EV bus adoption rate. Could the Board s decision have any effect on the procurement that is open? IPTC Response: There is no effect on this procurement.
