1 CITY OF BONNER SPRINGS, KANSAS REQUEST FOR RATES The City of Bonner Springs requests rates from qualified contractors to provide the following services: Annual On-Call CCTV Inspection Services For Sanitary & Storm Sewers Rate Sheets Must Be Received No Later Than: Tuesday February 26, :00 PM Please mark 2019 On-Call CCTV Inspection Services on the outside envelope and submit to: City of Bonner Springs City Clerk s Office 205 East. 2 I. PURPOSE. The City requests hourly rates to perform Closed-Circuit Televised (CCTV) inspections of sanitary and storm sewers within the City of Bonner Springs for the Public Works Department. CCTV Inspection requires the Contractor to provide a detailed written report along with a DVD of the inspection. The inspection and the written report must be descriptions for the condition of the sewer pipe using National Association of Sewer Service Companies (NASSCO) specifications (Appendix A) performed in accordance with Pipeline Assessment & Certification Program (PACP) standards including the specific date and time of inspection. The DVD must have an audio track describing the conditions found and provide footage and grade data. The CCTV inspections, estimated at sixteen-thousand (16,000) feet will be completed at several locations within the City during Rate sheets shall include an hourly rate based on a four-hour (4-hour) minimum, regardless of footage. In-field delays due to pipe obstructions will be paid at an hourly rate if the delay is longer than two (2) hours. The planned work will be scheduled monthly or bi-weekly, depending on the Wastewater Division work load. The Wastewater Division of the Bonner Springs Public Works Department will pre-clean the sewers prior to the inspection and have our Sewer Cleaning Jet/Vac Truck on site during the inspection process to clean any sewer line that may be impassable for the CCTV equipment. Rates should be based on a minimum of ten-thousand (10,000) accumulated feet during 2019 over an eight (8) month period to begin in April. Based on immediate availability and cost, all Contractors will be placed on the City's On-Call contact list and will be used on an emergency bases. II. ESTIMATED TIME TABLE FOR SELECTION / IMPLEMENTATION. SCOPE OF SERVICES a) CCTV: The Contractor will supply all equipment and labor to properly inspect sanitary and storm sewers using self-powered CCTV technology. Inspection shall be captured on a DVD with audio details and provide footage and grade data. DVD will become the property of the City of Bonner Springs. b) Inspection Report: The Contractor will provide the Wastewater Division a detailed report the condition of the sewers using descriptions from the Manual of Sewer Condition Classifications (MSCC), version 4. Written reports shall be bound and digitally submitted on a flash drive or DVD. Preferred inspection software is "WinCan". Contractors using alternative software should contact the Wastewater Division prior to submitting the Rate Sheet. c) Method of Inspection: Contractor shall follow NASCCO methods (Appendix A) The pre-cleaning of the sanitary sewers will be performed by Public Works staff. We will have a jet truck available to re-clean or jet and remove debris if needed. IV. PERMIT/LICENSE AND INSURANCE/BOND REQUIREMENTS a) Permits required. A Standing Right-of-Way (ROW) permit will be issued by the Permits Department to the Wastewater Division for the CCTV inspections. Bonner Springs Public Works Department Page 2

3 b) Occupational License: Contactors must have a City of Bonner Springs Occupational License to perform work within the City. Obtain an Occupational License application from the City Clerk's office or from the City's website. c) Insurance: The Contractor shall provide a certificate of insurance that names the City of Bonner Springs as an additional insured to the City Clerk s Office. General Liability for each occurrence shall be $500,000 per occurrence/$1,000,000 aggregate and Workers Compensation limits shall be $500,000. d) Bonds - Not Required. V. SUBMISSION DEADLINE All Rate Sheets shall be marked on the outside of the envelope 2019 On-Call CCTV Inspection Services. Rate Sheets must be received no later Tuesday February 26, 2019, 3:00PM. Rate Sheets received after Tuesday February 26, 2019, 3:00PM will not be considered. VI. AWARD CRITERIA. All rate sheets received in accordance with this request will be evaluated based on criteria established by the City which may include but not be limited to price, quality, experience of the Contractor, responsiveness of the Contractor, adaptability of the particular materials and equipment for the specific intended use and conformity to specifications. The City reserves the right to reject any and/or all rate sheets for any reason, whether or not the rates is lowest and to waive any irregularities or technicalities in any rate sheet. The contract, if awarded, will be awarded to the Contractor whose rates ad and schedule is determined to be in the best interest of the City. Contractor references may be required. Once delivered, all rate sheets are irrevocable for a period of 30 days from the deadline stated in Section V. VII. WAIVER By the submission of a rate sheet in response to this request, the contractor hereby expressly waives the right to bring, file or enforce any and all claims or causes of action, legal or equitable, against the City, its officers, agents or employees that pertain or relate to the City s process, to include but not limited to the notice, letting, review and award stages, processes and procedures. This waiver shall be effective as of the contractor s submission of its rate sheet and shall be irrevocable by contractor, its successors and assigns. If contractor takes any action in contradiction of this waiver, then the City shall be awarded all costs associated with its defense of such actions including but not limited to reasonable attorney fees, filing fees and other legal costs to the City. 4 APPENDIX A SPECIFICATION FOR TELEVISION INSPECTION MAIN SEWER (As Provided by NASSCO) 1 After cleaning, the manhole sections shall be visually inspected by means of closed-circuit television. The inspection will be done one manhole section at a time and the flow in the section being inspected will be suitably controlled as specified. All CCTV inspections shall be performed in accordance with PACP standards including the specific date and time of inspection. 2 The television camera used for the inspection shall be one specifically designed and constructed for such inspection. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe. The camera shall be operative in 100% humidity conditions. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Owner s Representative; and if unsatisfactory, equipment shall be removed and no payment will be made for an unsatisfactory inspection. 3 The camera shall be moved through the line in either direction at a moderate rate, stopping when necessary to permit proper documentation of the sewer s condition. In no case will the television camera be pulled at a speed greater than 30 feet per minute. Manual winches, power winches, TV cable, and powered rewinds or other devices that do not obstruct the camera view or interfere with proper documentation of the sewer conditions shall be used to move the camera through the sewer line. If, during the inspection operation, the television camera will not pass through the entire manhole section, the Contractor shall set up his equipment so that the inspection can be performed from the opposite manhole. If, again, the camera fails to pass through the entire manhole section, the inspection shall be considered complete noted as Survey Abandoned and no additional inspection will be required. 4 When manually operated winches are used to pull the television camera through the line, telephones or other suitable means of communication shall be set up between the two manholes of the section being inspected to insure good communications between members of the crew. 5 The importance of accurate distance measurements is emphasized. Measurement for location of defects shall be above ground by means of a meter device. Marking on the cable, or the like, which would require interpolation for depth of manhole, will not be allowed. Accuracy of the distance meter shall be checked by use of a walking meter, roll-a-tape, or other suitable device, and the accuracy shall be satisfactory to the Owner s Representative. 5 6 Documentation of the television results shall be as follows: a) Television Inspection Logs: Electronic media location records shall be kept by the Contractor and will clearly show the location, by distance in 1/10 of a foot or nearest mm, from the manhole wall, in relation to an adjacent manhole of each infiltration point observed during inspection. In addition, other points of significance such as locations of building sewers, unusual conditions, roots, storm sewer connections, cracks, fractures, broken pipe, presence of scale and corrosion, and other discernible features, as defined in the PACP defect codes, will be recorded on electronic media and a copy of such records will be supplied to the Owner. b) Digital photographs of the pipe condition and all defects shall be taken by the Contractor. Photographs shall be located by distance in 1/10 of a foot or nearest mm, from the manhole wall, in relation to an adjacent manhole. c) Electronic media recordings: The purpose of electronic media recording shall be to supply a visual and audio record of problem areas of the lines that may be replayed by the Owner. Each original electronic media recording of conditions and defects will be delivered to the Customer upon completion of a specific line section. d) NASSCO recommends that all CCTV Inspection be performed by CCTV personnel who are trained and certified in the use of NASSCO s Pipeline Assessment and Certification Program (PACP).
