The requirements herein are the most common and are not representative of all the conditions you may encounter when designing and constructing a new home. PERMITS REQUIRED You must obtain permits for the construction of a new home. Listed below are the types of permits required by the Warren County Department of Building Inspections. Permits for VDOT, Health Dept. and Town water and sewer tap fees must be applied for and paid at their appropriate locations. Building Permit architectural and structural elements. Electrical Permit for all electrical installations. Mechanical Permit for installations of heating and air conditioning systems. Plumbing Permit for installations of plumbing and gas piping systems. Land Disturbance Permit requires a Virginia Certified Responsible Land Disturber (RLD). Zoning for County must have application and fees at time of submittal, Town approved application required. Virginia Department of Transportation (VDOT) permit (and bond) when your property is located on a state road. Well/septic Permit for new, altering, or relocating private water or sewage systems. Applications to be made at health department. Town water and sewer tap fees must be paid at the Town of Front Royal. BEFORE OBTAINING A PERMIT COVENANTS AND DEED RESTRICTIONS Covenants and Deed Restrictions are regulations set forth by many homeowners or civic associations. 2 BUILDING CODES The Code of Virginia requires that your new home comply with the 2012 Virginia Uniform Statewide Building Code (USBC) which incorporates the following model codes for residential construction: 2012 International Residential Code 2012 International Energy Conservation Code. BUILDING PLANS Minimum Submission Requirements All submissions for a single family dwelling must include the following: 2 sets of building plans Must submit copies of any ICC/ES evaluation reports for adjustable columns, EIFS, etc. Building Plans must meet the following criteria. Minimum scale of 1/8 inch = 1 foot; all dimensions must be shown. Minimum sheet size: 11 x 17, no pencil. Code year used for the design (see above). Name, address, and occupation of the building designer. If plans are prepared by a Virginia registered design professional, plans must bear the original seal, signature, and date. List of material specifications including, but not limited to: grade and species of lumber, concrete strength, and steel strength. List of design load criteria: live load, dead load, snow load, wind load, bearing capacity, and lateral earth pressure. (For Warren County ground snow load = 35 psf, wind speed = 90 mph, and default lateral soil pressure of 60 pcf) Foundation plan. Footing details (minimum footing depth is 24 ). Floor plans of all levels with all rooms labeled. Location of smoke detectors. Structural framing plans for each level accurately detailing all members, sizes, span lengths, and spacing. Structural details of connections. Evaluation report from the International Code Council Evaluation Service and load calculations for all adjustable columns. Typical wall section with sheathing thickness and type (special products or devices require and ICC Evaluation Report). Building Cross Sections with all posts, joists, and beams labeled. Insulation R-values. Structural framing plan for roof. If manufactured trusses, sealed & signed plans must be onsite at time of framing inspection. Elevations (front, sides, and rear) indicating window and door dimensions. Whirlpool/Jacuzzi oversized tub manufacturer s information showing structural loading requirements. Location of safety glazing. Manufacturer s design specifications for prefabricated fireplaces must be onsite for framing or appliance rough-in inspection. 3 PROCEDURE FOR COMPLETING A BUILDING PERMIT APPLICATION The building permit application must contain the following information: Name, complete mailing address and telephone number of the current owner of the property. The Mechanic s Lien Agent shall be listed on the application when indicated, if applicable. A $25.00 fee will be assessed to add a Mechanic s Lien Agent at a later date. The Contractor s name, State Contractor s License Number, complete mailing address and telephone number of the contractor performing the work. A copy of the contractor s state contractor s card also needs to be submitted with the permit application. Tax Map Number, Section, Block, and Lot or Parcel number of the property with the Street name or state road route number where the property is located. (This information is provided on your county tax bill or by contacting the Warren County Tax Assessor s Office at ) If the property is located in a subdivision, please list the subdivision name. Please complete the remainder of the zoning and location section as indicated. If further zoning assistance is needed, you may contact Warren County Planning & Zoning at In the Building information section, please complete all sections as applicable to the structure being erected. In the Structural Features section, please give the total square footage of all finished living areas, square footage of the unfinished basement (if applicable), square footage of any garage, carport, decks, or porches. The total number of bedrooms and bathrooms must also be listed, as well as total number of chimneys, flues, and fireplaces. If it is not on the application, it will not be reviewed. For United States Census purposes only, the estimated total value of construction, including the value of materials and labor must be indicated on the application. The application must be signed by the owner, contractor, or authorized agent. When the signature is other than the owner or contractor, verification must be submitted along with the application that the person signing the application has the authorization of the owner to act as agent on behalf of the owner. Payment of the building permit fee is due when the application is submitted and shall be made by personal check, cash or credit card with associated card fee. 4 THE FOLLOWING INFORMATION MUST BE SUBMITTED ALONG WITH THE COMPLETED BUILDING PERMIT APPLICATION FORM Two sets of building plans. A zoning application including a site plan drawing or a recorded plat showing the distance (in feet) from the proposed dwelling to the center of all adjacent road(s) or right-of-way and property lines (sides and rear). For further assistance, please contact Warren County Planning & Zoning at A land disturbing application, complete with the signature of the Certified Responsible Land Disturber. A copy of the certification card for the Land Disturber is also required. An up-to-date Health Permit for the septic and/or well system issued by the Warren County Health Department. A building permit will not be issued if the proposed number of bedrooms exceeds the number of approved on the Health Permit. When required, request forms to approve the existing septic systems are available at this office. If the property is in town, please submit a copy of the receipt where water & sewer tap fees were paid with the Town of Front Royal. If the property is in High Knob, Shenandoah Shores, Jackson s Chase, or Freezeland Manor, please submit a copy of the receipt from where the water tap fees were paid. An up-to-date VDOT entrance permit for any driveway entrance off of a state maintained road. This can be obtained by calling VDOT at The following subdivisions have enacted a Road User s Fee, which must be paid to the Warren County Treasure s Office prior to submitting the building permit application for a new single family dwelling. After paying the Road User s Fee, submit a copy of your receipt along with the permit application and related information. The following subdivisions have enacted a Proffer Agreement, which must be paid to the Warren County Treasure s Office prior to issuance of a Certificate of Occupancy for a new single family dwelling. After paying the fee, submit a copy of your receipt in addition to any other required documentation to the Warren County Building Department to obtain your Certificate of Occupancy. If there are questions during review, you will be contacted. You will receive a call when your permit is ready to be issued, but you must have passed your Erosion & Sediment Control pre-construction inspection prior to its release. Inspections shall not be scheduled until the application has been approved and the permit has been posted on the property. A Foundation Location Survey is required for single family dwellings built on lots in the Town of Front Royal and on lots 2 acres or less in Warren County. Prior to the issuance of a Certificate of Occupancy, upon completion of the final inspections, the applicant must supply our office with a copy of the Operational Permit issued by the Warren County Health Department or the Final Compliance issued by the Town of Front Royal Zoning Office. 6 Addresses must be posted before the final inspection for a Certificate of Occupancy. Number must be 3 high and posted near the main entrance, except where the entrance to a residence is more than 60 from the street or not clearly visible from the street, the number must be posted convenient to the street so it is discernible from the street by day or night. All permits issued from the Warren County Building Inspections Department are subject to renewal six months from the date of issue. The first renewal fee is included in the original permit fee. Any project not completed with a final inspection within the first twelve months will require renewal of the permit. Each renewal shall be subject to a renewal fee as established by the Warren County Board of Supervisors. Failure to obtain final approval for permitted construction projects, in addition to being a violation of the Virginia Uniform Statewide Building Code, may also create complications for a seller at closing under the real estate laws for disclosure by a seller.
