1 FROM THE PRESIDENT S DESK. CEAINEWSLETTER FEBRUARY 2015 Dear Members, As some of you are aware CEAI has been fighting a few court cases filed by Council of Architecture (CoA). There was an attempt by some of our senior members to amicably sort out and settle the issues with CoA but unfortunately this did not work-out. In turn, CoA has issued a public notification implying that engineering profession cannot and should not play any direct role in planning and design of various buildings, townships etc. A copy of the advertisement released by CoA is attached. With the importance of structural stability and growing importance of services, engineers play an equally important role in the realization of the project. CEAI in association with IAStructE and ACCE(I) is organizing an Open House Meet on 17 th March, 2015 at PHD Chamber whereby various issues confronting the engineering profession will be discussed amongst members and an action plan will be made to counter the multi prone attack by CoA. In the Open House Meet the following topics will be discussed: Unified building bye-laws Revision of National Building Code Council of Architecture Engineers Bill We strongly urge our members to attend the Open House Meet and give valuable views for the sake of engineering profession. As the session is open to all, please invite fellow engineers to join. We have also announced our initiative on celebrating Women Engineers Year to coincide with International Women s Day. 2 TRAINING PROGRAMMES ON FIDIC CONDITIONS OF CONTRACTS In continuation of our activities, CEAI is planning to organise in-house FIDIC Training Programmes for some of the organisations in the middle of April Mr Bogdan Oprea, the FIDIC accredited trainer, has consented his availability in April The two days training programme aims at providing a broad insight into project Contracting Strategy. The FIDIC Conditions of Contract for EPC / Turnkey Projects Training seminar reviews the background to the FIDIC EPC/ Turnkey and its relation to FIDIC s other major works / contracts before providing a detailed discussion of the contracts clauses. The Training Programme also cover presentation of practical issues in using the contract and include discussions of where the contract might be improved in the light of user experience. We would appreciate new requests for organising FIDIC training programme. MODEL BUILDING BYE-LAWS OPEN HOUSE MEET The Ministry of Urban Development has uploaded a document on Model Building Bye- laws which is likely to be adopted for the entire Country. You may access the same at A brief reading of the document indicates that it defines parameters for Planning, Design & Construction of Buildings and Complexes all falling in the domain of Civil Engineering. However, a reading of APPENDIX-E defines the competence of Civil Engineers in a very limited way and also does not match with that given in National Building Code of India 2005, Part 2: Administration. IN SHORT CIVIL CANNOT SUBMIT PLANS FOR BUILDING PERMIT nor indulge in planning which they have been doing for the last 100 years. In this scenario the construction Industry will become monopolistic and even unaffordable to prospective clients. Moreover the Council of Architecture taking the shield of the Architects Act has created an adverse situation for Engineering Companies providing Architectural Services. This move will deal a major blow to the Civil Engineering profession and their future will be at stake. In this context, an Open House Meet is being organized by the Consulting Engineers Association of India (CEAI), Association of Consulting Civil Engineers (ACCE(I), and Indian Association of Structural Engineers (IAStructE) on 17th March 2015 at Lakshmipati Singhania Hall, PHD Chamber of Commerce & Industry, PHD House, 4/2 Siri Institutional Area, August Kranti Marg, New Delhi Objectives: Engineering profession particularly, Civil & Structural engineering, is grappling with several professional issues related to qualification & competence. Individual consultants & multi-disciplinary firms offering architectural services are receiving legal notices of malpractice. We have seen several public notices by COA in media. Some such firms have also been dragged into various court cases in the recent past. Engineering profession seems to have no legal backing. Building bye-laws & policies affecting civil engineers are being framed without consulting practicing engineers.in brief, the entire eco system of civil engineering professional practice is not at all conducive for the growth development of our country. 3 Architect s Act is being misused to make our profession subservient to architects. We need to act urgently, unitedly & cohesively. We aim to discuss all such professional issues. We also aim to draw action plan & ways to implement it as an outcome of this open house meet. It may be considered as a first bold step to launch a nationwide mass movement. 4 PANEL OF EXPERTS FOR TRAINING The CEAI Governing Council has decided to continue to provide the platform for training of professionals. For this purpose we are developing a panel of experts who can deliver training. Members are requested to send their willingness to provide training for any of the following topics. The trainers will be given honorarium for conducting the training programme. 5 WORKSHOP CUM EXHIBITION ON ADOPTION OF INNOVATIVE TECHNOLOGIES AND MATERIALS FOR ROAD CONSTRUCTION IN INDIA On behalf of Ministry of Road Transport and Highways, Indian Academy of Highway Engineers (IAHE) in association with the World Bank, organized a Workshop cum Exhibition on Adoption of Innovative technologies and materials for Road Construction in India on February 20-21, 2015 at IAHE, A-5, Sector 62, NOIDA. The Workshop and Exhibition was inaugurated by Mr. Nitin Gadkhari, Hon ble Minister, Ministry of Road Transport & Highways. IAHE allotted an exhibition stall to CEAI wherein displays of CEAI, profiles of CEAI members and the photographs of members projects were shown. A Panel discussion was held at the end of the Workshop on 21 st February 2015 wherein Mr. Vijay Chhibber, Secretary, Ministry of Road Transport & Highways was the Chief Guest.Mr. K. K. 6 GLOBAL EXHIBITION ON SERVICES The Ministry of Commerce and Industry, Government of India, Services Export Promotion Council (SEPC) and the Confederation of Indian Industry (CII) have joined hands to organize the first Global Exhibition on Services (GES) from April 2015 at Pragati Maidan, New Delhi. The main objective of the Global Exhibition is to promote greater exchange of trade in services between India and the rest of the World. More than 40 countries are expected to participate in the fair which shall see over 5000 structured buyerseller meetings. Hon ble Prime Minister of India, Shri Narendra Modi, will inaugurate the Global Exhibition on Services on 23rd April, The organisers have invited participation from CEAI members for the Global Exhibition on Services and offered exhibition space at the GES for CEAI members on chargable basis. For further information on the GES please visit write to IBC AWARDS Indian Buildings Congress invites entries for the following Awards for : a) IBC Awards for Excellence in Built Environment in five categories viz, (i) Buildings including individual residential units, housing complexes, commercial and office buildings; (ii) Institutional Campuses; (iii) Industrial Structures; (iv) Rehabilitation/ Retrofitting of Buildings; (v) Infrastructure Projects. Awards consists of a Trophy & Citation. b) Smt.
