2 EMPLOYMENT RECORD: EIDOS CONSULTING PTY LTD 2007 to date Director, Eidos Consulting Integration & Performance Manager, Gateway WA Alliance March 2012 to present Gateway WA Project This is Western Australia s and Perth s premier road project, providing grade separated accesses to the new consolidated passenger terminal and freight precincts, and reducing congestion on some of Perth s busiest urban highways and intersections. It requires creative design, innovative technology, proactive engagement with diverse stakeholders and close attention to project management fundamentals, in order to deliver a $1B program of works within a four year period. With a large team working simultaneously on numerous work packages, Ian s role is to integrate the various disciplines in a cohesive team which will deliver outstanding performance across a broad range of project objectives. Ian also champions the sustainability area, working with constructors, designers and specialists to pursue improved practical outcomes such as increased use of recycled products in construction. Stakeholder Relationships Manager, City East Alliance July 2010 to March 2012 Great Eastern Highway Upgrade, WA The project consisted of upgrading approximately 4.1 km of Great Eastern Highway between Kooyong Road and Tonkin Highway in the City of Belmont, to a six lane dual carriageway. The dual carriageway includes a central median, on road cycle facilities, continuous pedestrian paths, improved pedestrian access across the Highway, bus priority facilities at signalised intersections and Intelligent Transport Systems, including CCTV cameras and variable message signing at key decision points. Initially led the team responsible for accommodation works (adjustments to the 150 or so commercial and residential fronting properties). Role expanded to also lead the community relations team, thereby responsible for relationships within and outside the alliance team. Significant involvement with key stakeholders including local government, community groups and major businesses. Championed practical sustainability outcomes, multi-objective performance framework and innovative team development techniques. (2 years). Bid Team Member, City Link Consortium May to July 2010 Perth City Link Rail Alliance, WA Public Transport Authority WA The project lowered the Perth to Fremantle railway line into tunnel and approach ramps between the Horseshoe Bridge and Milligan Street in Perth s CBD. It also created new facilities in Perth Station and connected the above ground and underground platforms of the station via a pedestrian tunnel. Detailed scope included relocating the Fremantle railway lines into a 325m long cut and cover tunnel; associated railway infrastructure including track work, signalling, communications, overhead traction, traction power and SCADA systems over a distance of nearly 2km; a 65 metre long roof slab over the existing Joondalup Line tunnel decline; a 160m long pedestrian cut and cover tunnel to connect Perth Station platforms with Perth Underground (PUG) concourse and platforms; extensive services relocation and protection of heritage Ian Deck July 2014 Page 2 of 11

Tender Team Member, Baulderstone Georgiou JV March to June 2010 Roe Highway / Great Eastern Highway Interchange D&C, WA The project replaced the existing signalized intersection of the two major highways with a grade separated interchange. Bridgeworks include new bridges for the major crossing of Roe over Great Eastern and loop ramp over Great Eastern, and duplication of existing bridges Roe over Clayton St and Roe over the freight rail line. Extensive services relocation, earthworks, drainage and deep lift asphalt pavement construction. Major traffic staging and management issues.as nominated Design Manager, helped form team and develop written submission to support the tender. (5 months 2010). Design Manager, Georgiou Group September 2009 to August 2010 Harvey and Denmark Water Tanks, WA Water Corporation WA Managed design consultant and interfaces with client and constructor for 30ML and 15ML water tanks in regional WA. Both tanks feature post-tensioned cast in-situ concrete floors, pre-cast post-tensioned concrete walls and steel roof structures. The larger tank at Harvey involves complex geotechnical / structural interactions. (1 year ). Alliancing, Innovation & Sustainability Manager, Southern Gateway Alliance May 2009 to October 2010 Mandurah Entrance Road, WA Similar to NPBH role (refer below), with additional focus on embedding the alliance culture across the whole team, developing a challenging but relevant performance framework, and promoting integrated decisionmaking across the project. Collaboration remains a key alliance value, and Ian continued to stretch the team by encouraging interaction with external stakeholders and special interest groups. As part of the collaboration process, Ian also facilitated group meetings. (1 year ). Alliancing & Innovation Manager, Southern Gateway Alliance September 2007 to September 2009 New Perth Bunbury Highway, WA Ian was a member of the Alliance Management Team on this award-winning project, the largest road infrastructure project ever undertaken in WA. The project exceeded expectations across a broad range of objectives, was finished under budget and three months early, and had no serious injuries in working nearly 3.8 million man-hours. As Alliancing & Innovation Manager Ian challenged, encouraged and facilitated the project team to achieve its potential in all project objectives. Ian nurtured a culture of collaboration and innovation across the team, from AMT strategic discussions, to hands-on involvement in construction team problem solving. As part of SGA s mission to perform in all project objectives, Ian was closely involved with the Sustainability & Partnerships Team, helping to translate strategic aspirations into project possibilities. New Perth Bunbury Highway Alliance, WA Member of Alliance Management Team in Southern Gateway Consortium s bid for selection to deliver this 70 km highway project. The consortium was selected as preferred proponent from the original pure alliance selection process. As Value Assurance & Innovation Manager, made a significant contribution to development of the team, processes, submission and presentation workshops leading to the consortium s selection. The selection process was extended to include a competitive tender stage, during which the role shifted to managing risk and opportunity in developing the DCT. (9 months, ). Quinns Main Sewer Preliminary Design, Perth Water Corporation Project Director for geotechnical investigation, stakeholder consultation and preliminary design for $120M alliance project. The project involves 5 km of bored and cut-and-cover tunnel for a DN 1950 sewer in Perth s northern outskirts. Also involved extensive consultation with industry regarding available technology, risks and production rates in producing a delivery schedule and budget cost estimate. (8 months, ). Burrup Seawater System Investigation, Karratha WA Water Corporation Project Director for investigation of commissioning problems with seawater system supplying feed to desalination plant at Burrup Fertilisers. The system includes screens with airburst cleaning, three submersible pumps, an electrochlorinator, a filter bank, two 2ML steel tanks, 6 km of delivery and return pipelines and a 1.5 km ocean outfall. SMEC provided specialists in pump vibration damage, electrochlorination and outfall aeration, and undertook off- and on-site detailed vibration testing and analysis. Various reports were prepared on problem components, including recommendations for correction and longer-term monitoring. (12 months, ). 5 Independent Design Verification, New MetroRail Tunnel, Perth Leighton / Kumagai Joint Venture Verification Coordinator and Project Director for Joint Venture with SKM, undertaking design verification for $320M D&C project. The project involved a 0.7 km bored twin tunnel under Perth CBD, with cut and cover approaches and two underground stations. Protection of sensitive buildings and dealing with complex geotechnical conditions were major challenges for designer and verifier, with the added pressure of politically driven very tight timescale. (27 months, ). Geraldton Southern Transport Corridor Design Thiess / Project Director responsible for the D&C design of the road component of this major road / rail link from east of Geraldton into the export port. SMEC work included several at-grade intersections, a major grade-separated interchange, and the need to optimise earthworks within very tight geometric constraints. (12 months over ). Kalgoorlie Loopline Railway Realignment Kalgoorlie Consolidated Gold Mines Project Manager responsible for the preparation of design, tender documentation, tendering and evaluation of tenders for realignment of the Loopline tourist railway to accommodate expansion of the existing Super Pit in Kalgoorlie. (3 months, 2004) Road Safety Audit on Design of Western Sydney Orbital Abigroup / Leighton Construction Joint Venture In conjunction with Peter Woods of Maunsell and Bob Allen of Cardno MBK, conducted Stage 3 Road Safety Audits on design of Western Sydney Orbital (M7 Motorway), a 40 km tollway in the western Sydney area. The $1.5B project provides a high speed dual carriageway motorway and involved two complex freeway / freeway interchanges, numerous freeway / major road interchanges, over 140 bridges, and extensive adjustments to the local road system. (1 month, 2003). Albany Reservoir Outlet Main Pipe Jack Design Water Corporation of Western Australia Project Manager responsible for the detailed design and specification for pipe jacking a DN 1000 MSCL outlet main under a reservoir embankment at Albany Water Treatment Plant. The project involved 80 m of main, 40 m of which had to be jacked under the reservoir embankment, inlet and outlet facilities, reinstatement of concrete reservoir lining, and design of special fittings. Close liaison was required with geotechnical and tunnel engineering experts located in the Sydney office. (3 months, 2003). Great Eastern Highway Duplication Design Project Director responsible for the detailed design and tender documentation for duplication of a 13 km section Great Eastern Highway between Sawyers Valley and Lakes Turnoff. The project involved the construction of a 4 lane dual carriageway at National Highway Standards, with several at-grade intersections and numerous traffic staging requirements. (45 months, ). Geraldton Southern Transport Corridor Tender Design Thiess Project Manager responsible for the D&C tender design of the road component of this major road / rail link from east of Geraldton into the export port. The project included the construction of a dual carriageway with several at-grade intersections, a major grade-separated interchange, and various local road bridges. 6 Victoria Quay Access Design Project Director responsible for the detailed design and tender documentation for construction of a direct road link to the heavy freight area of Victoria Quay. The site is subject to numerous constraints, both geometric and environmental / heritage, requiring extensive consultation with stakeholders. (8 months, ). Tonkin Highway Extension Tender Design Thiess Project Manager responsible for the D&C tender design of the extension of the Tonkin Highway, a major outer ring road around Perth, from Mills Road Martin to Thomas Road Byford, a distance of approximately 18 km. The project included the construction of a 4 lane dual carriageway at freeway standards, with several at grade intersections, three grade-separated interchanges, and bridges over Canning River, Armadale Railway and Southern River (3 months, 2002). Roe Highway Stage 6 Tender Design Thiess Project Manager responsible for the D&C tender design of a 4 km extension of Roe Highway extending from Nicholson Road to South Street, a distance of approximately 4 km and includes the construction of a 4 lane dual carriageway, a road bridge at Willeri Dve, and Principal Shared Path (2 months, 2002). Tonkin Highway Experimental Noise Wall Project Director responsible for investigation into the feasibility of using rammed earth for a noise wall along Tonkin Highway, the project included the design of an extension to an existing noise fence within the study area. The feasibility study proved that the use of rammed earth for noise wall construction is viable. As a result SMEC was commissioned to carry out a detailed design for the project including contract documentation. (1 month, 2001) Kalgoorlie Eastern Bypass and Mt Monger Access Road Ian Deck July 2014 Page 6 of 11 Kalgoorlie Consolidated Gold Mines Project Manager responsible for the preparation of tender documentation, tendering and evaluation of tenders for road relocations to accommodate expansion of the existing Super Pit in Kalgoorlie. Superintendent for contract construction of the two roads. Other aspects included service relocations and Land Requirement drawings as required by. (18 months, ) Mingenew East-Wongoondy Farmlands Water Supply Scheme Water Corporation of Western Australia Project Director for a rural water supply scheme designed to improve the security of water supplies in farmland areas. It relied heavily on community support and involvement with significant in kind contributions from local communities. Responsible for overall project delivery process, preparation of tender documentation, assessment of tenders, contract management of the two trenching contracts, the contract for the supply of pipes and fittings, the checking and certifying of all applications for payments, evaluation, assessment and resolution of claims of commissioning; and preparation of close-out reports. The project also involved considerable liaison with the client s designer once construction had started due to changes in pipe and fittings classes. (6 months, ) Highlands Highway Rehabilitation Project, Papua New Guinea Government of Papua New Guinea Design Engineer responsible for assessment of structural failures along 600 km of the Highlands Highway between Lae and Mendi. Investigation of causes, close consulting with geotechnical experts, development of options for rehabilitation, supervision of survey and design drawing, cost estimates for contract construction.

7 Preparation of prequalification and tender documents to World Bank requirements for 16 individual construction contracts. (3 months, ) Fremantle Eastern Bypass Masterplan Study Project Manager for completion of Masterplan. Preliminary design, stakeholder consultation and environmental assessment. (3 months, ). Pacific Highway Duplication, Raymond Terrace Karuah, NSW, Australia RTA NSW Resident Engineer managing site supervision of $70M highway construction contract. The project upgraded the existing 2 lane highway to provide 4 lanes divided over a distance of 18 km. It included major earthworks, bridgeworks and extensive concrete pavement construction. Leading a team of 10 professionals providing surveillance of contractor s quality system, and working with Principal and Contractor to optimise design details during construction. (2 ½ years, ) F6 Freeway Enhancement, Wollongong, NSW, Australia RTA NSW Review and completion of construction cost estimate for $20M freeway enhancement project being carried out by RTA. This complex urban project involved creek realignment, major culvert works, widening from 4 to 6 lanes, a grade-separated interchange, pile retaining walls and noise walls, all constructed in stages and under traffic. Estimating work included checking quantities off plans, revising production rates, and splitting costs into standard RTA components. (1 month, 1997) Belford Deviation, New England Highway, NSW Australia RTA NSW Design review and contract documentation for pavement phase of this project. Project comprised 5.5 km of 4 lane divided highway, and required preparation of alternative pavement configurations in the documents. (2 months, 1997) NH1, Karnall to Ambala, Haryana, India MOST India Resolution of contractor s claims backlog relating to two contracts for this major (US $80 M) four laning project. Assembly of documentation, review of contractual and technical bases, preparation of Engineer s responses for over 40 significant claims. (1 month, 1997) Bulahdelah Deviation, Pacific Highway, NSW Australia RTA NSW Design review (earthworks and drainage) and preparation of Specifications for this $110M major deviation of the Pacific Highway. SMEC was the designer for the prime contractor in a Design, Construct and Maintain form of contract. This form required development of specifications which acknowledged the contractor s maintenance responsibility but also assured the effectiveness of design innovations. (1 month 1997) Pacific Motorway, Queensland Australia Queensland Main Roads Review of design and specification prepared by the client for a 20 km section of the upgrading of Pacific Motorway from four to eight lanes. 8 ROADS AND TRAFFIC AUTHORITY NSW, AUSTRALIA (RTA) Construction Manager / Resident Engineer Sydney Newcastle Freeway Extension The 5 km extension of this major 4 lane divided freeway to link with adjoining highways was constructed by a combination of direct control and external contract packages at a total estimated cost of some $60M. Package A comprised earthworks and drainage on a geotechnically complex, environmentally sensitive section 3 km long. As construction manager for this section, responsible for direct supervision of RTA construction gang plus management of subcontract resources. Planning, estimating, programming, procurement, financial reporting, management of EEO and OHS & R issues. Development and implementation (including staff training) of site-specific Quality System. Leading and coordination of multi-disciplinary team in proving innovative solutions to practical problems associated with settlement, structural stability and environmental constraints. Developing initiatives to maximise use of recycled materials, refining procedures for sediment and turbidity management, and pioneering best practice principles approach to EPA pollution control licence. Direct Control section won its category in Newcastle City Council s Clean and Green environmental awards, Revision of technical specification and preparation of documentation for adjacent contract section; also acting as Resident Engineer for this contract periodically. Detailed involvement with consultant archaeologists and aboriginal land council staff during extensive heritage site operations and development of mitigation measures. Peripheral work included assisting with selection panels for several Site Management consultants (road construction contracts) and a Consultant for highway upgrading route selection and Environmental Impact Statement (EIS). (1 ½ years ) Project Manager Coolongolook Possum Brush Toll Road Managing EIS for proposed 30 km high standard 4 lane divided Toll Road on NSW lower North Coast. As Project Manager responsible from concept brief stage to preparation of draft environmental impact assessment report. Directing the Consultant regarding community involvement, liaison with stakeholders, survey and geotechnical investigation, design standards and concept development, traffic and economic analysis, environmental impacts and mitigation. Managing intensive negotiations with key stakeholder groups and approval authorities in dealing with environmental, property acquisition, planning and transportation issues. The proposal involved three major bridges and two interchanges, and was subsequently abandoned following a change of government. (1 year 1995) Assistant Resident Engineer Newcastle Link Road This 4 km long 4 lane divided road connected the F3 Freeway to the industrial city of Newcastle. It comprised 1M m 3 earthworks, with complex geotechnical (materials quality) management, extensive drainage structures, and both continuously reinforced and steel fibre reinforced concrete pavements. Responsible for leading a multi-disciplinary team in managing the $25M Quality Assurance contract. Personal duties included Superintendent s Representative (surveillance, release of Hold Points, measurement and payment, contract correspondence, extensions of time, variations, claims and disputes) and Principal s delegated Quality Assurance Representative (disposition of non-conformances and corrective actions, audit, specification matters). (2 years ) Sydney Newcastle Freeway Completion The final 22 km of this major 4 lane divided freeway was divided into 3 contract packages. The northern 5 km section comprised 2M m 3 earthworks, complex geotechnical adjustments including grouting of shallow abandoned mine voids, and major transverse drainage structures, with a contract value of $22M. 9 responsibilities to Newcastle Link Road (above). Developed improved data collection system for Daily Diaries, using hand-held computers interfacing with PC-based Oracle database. (2 years ) WILLING & PARTNERS Senior Engineer, Road Improvement Project IBRD Road Improvement Project, Papua New Guinea Seconded to Department of Works PNG to coordinate road, bridge and transport infrastructure projects funded by two long-running World Bank Loans. The two Projects comprised numerous individual sub-projects delivered by force account and contract, and included several road and bridge contracts under construction such as bridges on the Lae-Madang highway, Bundi access road and the Mai Tadji Road. Responsibilities included planning and review of project options; refining engineering solutions; estimating and budgeting; developing strategies for timely implementation; coordinating design. Survey, land acquisition and stores procurement staff; liaising with various implementing agencies including Regional Works managers; progress inspections and reports. For sub projects by contract: preparing contract documentation (to FIDIC); managing tendering processes; contract administration and progress payments; managing field supervision team for contracts; developing improved field reporting systems. Checking of expenditure statements from agencies; updating and submission of loan drawdown applications; program reviews; regular detailed reporting of progress to World Bank. The two loans had been operating for several years without effective administrative control; this was corrected by progressively introducing computer-based data management to the areas of reporting, loan drawdowns, reviews and estimating. The system relied heavily on linked spreadsheets which once set up, facilitated control of the numerous projects comprising the loans. (9 months 1990) Resident Engineer / Manager Wakunai-Inus Road, Santoro Pass, Buin Town Roads; Papua New Guinea The north Solomons Provincial Government had an extensive program of developing the road and bridge network on Bougainville relying heavily on support from the Consultant. Major projects included a contract for the reconstruction of several kilometres of the 2 lane bitumen-sealed Wakunai-Inus Road; design and contract development for upgrading of the main road at Santoro Pass, and cement stabilisation of sand pavements in Buin township. As Manager, responsible for delivery of project services including investigation and design of road improvement projects; field input for bridge investigation and design; construction contract documentation (FIDIC), management and supervision; geotechnical investigation; feasibility studies. Also managing the team of national technical staff operating the government s (NATA assessed) materials testing laboratory. (1 ½ years ) PUBLIC WORKS DEPARTMENT, GOVERNMENT OF FIJI Senior Road Engineer Kings Road Highway, Nausori-Korovou Section, Fiji This was part of an ongoing project funded by IBRD under the Fiji Road Upgrading Project (FRUP). It comprised realignment, drainage improvements, pavement strengthening and extending the bitumen seal for 10 km of this major 2 lane highway. Responsible for supervising construction by force account, needs assessment, contract documentation and tender assessment for a major road plant purchasing program. In addition the position involved leading a team of national Road Engineers, Road Supervisors and Technical Assistants in managing all road construction and maintenance operations in south-east of the main island and many off-shore islands. Planning, programming, budgeting resource levelling, estimating, budgeting, monitoring and review. Supervising force account construction of Walu Bay Bridge/Intersection, involving a Ian Deck July 2014 Page 9 of 11

10 pre-stressed concrete bridge, a roundabout with plain concrete pavement, and associated roadworks in a congested location in Suva city. Developing improved materials and plant utilisation, quality control measures, and particularly, systematised road maintenance management. Strong emphasis on consulting and working with local staff to identify problems and develop appropriate long-term management solutions. (2 ½ years ) DEPARTMENT OF MAIN ROADS, NSW Project Manager / Resident Engineer Pacific Highway Deviations, NSW Responsible for developing and delivering highway deviation projects under the ABRD Program, at Wedding Bells Forest, Dirty Creek Range and Mororo Island near Grafton. The deviations provided 2 to 3 lanes and involved significant earthworks and drainage in terrain ranging from swampy cane farms to drill & blast rock. Leading a team responsible for managing site and geotechnical investigations, developing and refining design solutions, preparing and revising contract documents, registering, inviting and assessing of tenders. Supervising site management team for the $2M construction contract at Wedding Bells Forest. Also responsible for administering road grants to local councils including programming, budgeting and supervision of design and construction standards; traffics engineering liaisons and advice. (2 years ) Works Engineer Lapstone Duplication, Great Western Highway, Blue Mountains, NSW Responsible for leading a team of engineers, foremen, technicians and administrative staff on road construction and maintenance within Blue Mountains City Council area. Extensive forward planning, programming and budgeting. Liaison with Council, utility authorities, government departments and the public to coordinate projects. Construction included duplication (to 4 lane undivided) of the Lapstone Glenbrook section requiring batter pre-split blasting close to houses, and careful staging to manage high volume traffic. (2 ½ years ) Mitchell Highway, Bourke, NSW Responsible for planning, programming, budgeting, supervision and control of construction, rehabilitation and maintenance works over 240 km of the Mitchell Highway in remote north-west NSW. Construction included a field trail of lime-stabilised blacksoil pavement where new techniques had to be developed. Supervision of plant repair workshop, linemarking and bridge maintenance organisations. Bridge maintenance covered some 25 timber bridges in remote locations requiring careful logistics planning. (2 years ) Assistant Works Engineer Kingswood Deviation, Princes Highway, Bega, NSW Responsible for planning, programming, budgeting, surveying, supervision and control of construction, rehabilitation and maintenance works on a 100 km section of the Princes Highway. Construction work included the 6 km Kingswood Deviation on difficult terrain involving extensive drill and blast earthworks and major drainage relocations.
