1 ADVERTISEMENT FOR BIDS (October 7, 2015) Sealed proposals will be received by Bethel Township (Lebanon County), located at 3015 S. Pine Grove Rd, Fredericksburg, PA 17026, for the construction of a 4,750 sq. ft. Municipal Office Building to be located on their property, until 2PM prevailing time on November 11, 2015 at which time all proposals will be publicly read at this same location. Contractor s bid must be sealed with the envelope clearly marked Municipal Office Project. Bidding documents will be available from the Architect via electronic transfer of files for a nonrefundable fee of $30.00 or prospective bidders can arrange with the Architect to pick up hard copies of the bid at his office for a non-refundable fee of $100/set beginning October 20, Contact the Architect- Mark J. Trout Run Rd., Ephrata, PA All bidding questions and requests should be addressed to the Architect via or in written form. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to the applicable provisions of the Pennsylvania Human Relations Act and the Pennsylvania Prevailing Wage Act as amended, and the Regulations issued pursuant to. No bid will be accepted after the stated bid due date/ time nor accepted unless accompanied by a certified check or bid bond in an amount no less than 10% of the total bid. Such bid security shall be made payable to Bethel Township. Each bidder is required to meet the requirements of the Public Works Employment Act, Act 127 of With respect to each contract, the Owner shall award the contract to the lowest responsive and responsible bidder or shall reject all bids within sixty (60) days of the date of the bid opening, and no bidder may withdraw his bid prior to the expiration of the sixty (60) day period. The Owner reserves the right, at its option, to waive all informalities, irregularities, defects, errors or omissions in any or all proposals and to reject any or all proposals.

2 October 20, 2015 Bethel Township Municipal Building 3015 Pine Grove St. Fredericksburg, PA INSTRUCTIONS FOR BIDDERS 1. See attached ADVERTISEMENT FOR BIDDERS for pertinent bidding information to be followed and adhered to for bidding of this project. 2. There is no site work for this project in this bid. Site work bidding is being handled by the Township. The scope of work line for this bid is 5 outside of the building perimeter-repair site and entry road to original condition if damaged while construction takes place. 3. There is sufficient lay-down space on the site for materials as needed 4. There is sufficient space on site for a job trailer 5. Utilities: water and electric is available on site and will be provided by the Owner 6. GC is to provide and maintain their own restroom facilities 7. GC must file a Waiver of Rights of Mechanics Lein in the County Courthouse prior to any work commencing 8. Work days to be 7am to 4pm unless otherwise agreed upon with the Owner 9. Project is scheduled to begin in Spring of 2016 with a tentative completion of late Fall Any material or construction alternatives must be submitted in writing to the Architect and be granted his approval before they can be implemented into the project. 11. AIA Document A Edition: General Conditions of the Contract for Construction- this document will become part of the signed contract documents for the successful bidder of this project. Therefore, any GC submitting a bid for this project is to familiarize himself with its contents. 12. Both a Bid Bond and a Payment and Performance Bond are required of each general contractor submitting a bid. 13. The Township will be responsible for all permitting/inspection fees- however, the GC is responsible for scheduling all required inspections. 14. The GC is responsible for producing all required shop drawings for approvals. 15. The GC is to provide a 1 year warranty on all workmanship under their contract scope of services.

Bid Recipient: This bid is submitted to: The undersigned Bidder proposes and agrees, if this Bid is accepted, to enter into an Agreement with Owner to perform all Work as specified and documented on the Project Bidding Documents for the prices and within the times indicated in this Bid in accordance with all other terms and conditions of the Bidding Documents. 2. 4 B. Bidder has visited the Site and become familiar with and is satisfied with the general, local and Site conditions that may affect cost, progress, and performance of the Work C. Bidder is familiar with all applicable federal, state and local Laws and Regulations that may affect cost, progress and performance of the Work. D. Bidder has obtained and carefully studied (or accepts the consequences for not doing so) all additional or supplementary examinations, investigations, explorations, tests, studies and data concerning conditions ( surface, subsurface and Underground Facilities) at or contiguous to the Site which may affect cost, progress of performance of the Work. E. Bidder does not consider that any further examinations, investigations, explorations, tests, studies, or data are necessary for the determination of this Bid for performance of the Work at the price bid and within the times and in accordance with the other terms and conditions of the Bidding Documents. F. Bidder is aware of the general nature of the work to be performed by the Owner and others at the Site that relates to the Work as indicated in the Bidding Documents. G. Bidder has correlated the information known to Bidder, information and observations obtained from visits to the Site, reports and drawings identified in the Bidding Documents, and all additional examinations, investigations, explorations, tests, studies and data with the Bidding Documents. H. Bidder has given Architect written notice of all conflicts, errors, ambiguities, or discrepancies that Bidder has discovered in the Bidding Documents, and the written resolution thereof by Architect to Bidder. I. The Bidding Documents are generally sufficient to indicate and convey understanding of all terms and conditions for the performance of the Work for which this Bid is submitted. J. Bidder will submit written evidence of its authority to do business in the state where the Project is located not later than the date of its execution of the Agreement. 4.
