SZC13025 GARY LEE MOORE, PE, ENV SP CITY ENGINEER Bidders are required to acknowledge receipt of this addendum in the space provided on page 1-4 of the Bid Proposal. This addendum consists of this five-page transmittal and 1 attachment of 5 pages. Bidders are hereby notified of the following changes: I. MODIFICATIONS TO SPECIFICATIONS: 1. Add the following sub-article 1.1 J to Section , 1.1. J. Storage of Equipment and Materials in Public Streets 1. Construction materials shall not be stored in streets, roads, or highways for more than five (5) calendar days after unloading. All materials or equipment not installed or used in construction within five (5) calendar days after unloading shall be stored elsewhere by the CONTRACTOR at its expense unless authorized additional storage time. See section of the latest edition of the Brown Book. 2. Construction equipment shall not be stored at the Worksite before its actual use on the Work nor for more than five (5) calendar days after it is no longer needed. Time necessary for repair or assembly of equipment may be authorized by the ENGINEER. 3. Excavated material, except that which is to be used as backfill in the adjacent trench, shall not be stored in public streets unless otherwise permitted. After placing backfill, all excess material shall be removed immediately from the site. 2. Replace Section , Paragraph 1.9. B: B. Pre Excavation Grouting: Perform permeation grouting through probe holes in the TBM or from the ground surface using Portland cement grout or chemical grout meeting the following requirements: with Page 1 of 5

Pre-Excavation Grouting: Perform permeation grouting from the ground surface using Portland cement grout or chemical grout meeting the following requirements: 3. Remove the following sub-article 2.2.A.3. from Section Equipped to provide access to the excavated face to allow removal of obstacles and boulders. 4. Replace Section , Sentence 1.5.A Pipe laying drawings. with Pipe Laying Drawings, at minimum the drawings shall include: plans and profiles showing direction, stations, elevations, piece numbers, joint type, outlets, bulkheads, valves, vaults, and appurtenant piping. Stations shall increase from left to right on shop drawings. Pipe Laying Drawing shall also show the lap of bell and spigot and stationing shall account for the socket depth at the joints. 5. Add Section , Paragraph 2.4.B.2., as follows: Machine outside flange faces flat-faced, in accordance with AWWW C207 Subarticle Serrations shall be V-shaped, 1/64 inch deep, 1/32 inch apart and concentric. II. QUESTIONS FROM BIDDERS (Q) AND ANSWERS FROM CITY (A): (Q) Who will be the primary inspector, Bureau of Engineering (BOE), Bureau of Contract Administration (BCA), Department of Water and Power (DWP)? (A) BCA will be the primary inspector. (Q) Can equipment be stored on street? (A) A Street Use Permit must be obtained from the Bureau of Street Services. Contractor must comply with the most stringent of all permit and contract Page 2 of 5

In addition, refer to specification section and Item 1 of the MODIFICATION TO SPECIFICATIONS above. (Q) Is Caltrans involved in this project? (A) Yes, Caltrans encroachment permit was obtained for the pipe crossing Caltrans Right of Way at Anaheim Street, and Caltrans approved the traffic control plan. Contractor shall apply for and obtain a Caltrans Double Permit to perform work, per Spec. Section (Q) For shoring plan approval, who will issue the approval, BOE, DWP? (A) Bureau of Engineering (BOE) (Q) Will they need Soil Stabilization, or Waterproofing for the trenches, and pipelines? (A) Soil Stabilization (i.e. Ground Treatment), is required at Launching Seal and Exit Seal, as specified in Section Ground Treatment for Tunnel, and as referenced on Section Horizontal Boring and Jacking. (Q) Please confirm the Owner wants the entire alignment / tunnel zone to be ground improved by grouting from the surface prior to launching the MTBM. (A) See response to immediately preceding question. (Q) Is the backfill of the horizontal boring, jacking and pits all slurry fill? (A) The backfill for the jacking and receiving pits is specified on drawings D T-110 and D05920-T-206. (Q) What is the size of casing at the boring location? (A) The diameter of the steel casing is specified on drawings D05920-T-110 and D05920-T-206. (Q) Section Horizontal Boring and Jacking seems to specify that only slurry microtunneling will be allowed between Sta to , please confirm. (A) Confirmed. Page 3 of 5

(A) The awarded Contractor may propose modifications at no additional cost to the City. See speciation section (Q) Has the Owner performed any systematic settlement calculations? If so, will the Owner share the results with the potential bidders? (A) No systematic settlement calculation has been performed. (Q) The work area shown in the contract documents for microtunneling is not large enough for all the equipment. Will the Owner allow the microtunneling contractor to use the Anaheim St. westbound lanes from Figueroa Street to Figueroa Place for work area during microtunneling? (A) The use of additional work area will require the contractor to obtain Caltrans and Los Angeles Department of Transportation (LADOT) approval, at no additional cost to the City. (Q) In spec section A. 3. it reads as if the Owner is requiring a face accessible microtunnel boring machine (MTBM). No MTBM manufacture makes a face accessible MTBM in the size the Owner has specified. We ask that the Owner remove this requirement from the specification. (A) See Item 3 of the MODIFICATION TO SPECIFICATIONS above. (Q) Section B. reads as if the Contractor is supposed to grout through the face of the MTBM. No manufacturer makes a MTBM capable of grouting through the face of the MTBM. We ask that Owner remove this requirement from the specification. (A) See Item 2 of the MODIFICATION TO SPECIFICATIONS above. (Q) Please clarify what kinds of utilities are overhead, just north of the microtunnel alignment, since they do not seem to be called out on the drawings? (A) Contractor is directed to Note No. 8 on Drawing No. D05920-T-003 which states: Overhead utility lines are not shown on the project drawings. Follow all the required electrical clearance in CAL/OSHA electrical Safety orders. This Page 4 of 5
