INTRODUCTION The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (hereinafter referred to as the Commission ), intends to conclude a standing contract (hereinafter referred to as the Call-off Contract ) with the selected bidder(s) (hereinafter referred to as the Contractor ) for the Supply and Delivery of Pre-Fabricated Wind Noise Reducing Systems with fixed prices for a period of 2 years plus 2 year optional extension. The pre-fabricated Wind Noise Reducing Systems (WNRS) are designed for installation at IMS infrasound arrays in order to reduce the complexity of field installation and to minimize fieldwork as well as to achieve better standardization. Each WNRS set includes a number of the sectional pipe arrays, tools, consumables and spare parts essential for the field installation. The Commission outlines here the Terms of Reference (ToR) that the Contractor shall use as a basis for Supply and Delivery of Pre-Fabricated Wind Noise Reducing Systems (WNRS) (hereinafter referred to as the Work ). These ToRs define the legal and technical framework of all related activities to be performed during the Work which shall be carried out by the Contractor. The Commission anticipates that, based on the Call-off Contract, orders may be placed for quantities as set out in Section 2 of these Terms of Reference. The Commission, however, does not guarantee the number of equipment to be purchased under the contract. As and when the requirement for WNRS and related services arises, the Commission will contact the Supplier to supply the WNRS and/or related services hereinafter referred to as the Work. The Commission will issue Request for Delivery hereinafter referred to as the FRD in writing to order any Work required under the Call-off Contract. Deadlines for delivery shall be 3 months after contract signature for the initial WNRS and inlets and 3 months after release of any subsequent relevant FRD, unless otherwise agreed. 2 2. SCOPE OF WORK The Contractor shall carry out the Work in accordance with these ToR and in the most costeffective manner possible. The Contractor shall supply and deliver 8 (Eight) pre-fabricated 18m circular design pipe array together with 800 plastic inlet ports. The Contractor shall ensure that additional spare components, on-site and testing services will provided upon written request of the Commission at any point of time during the Contract. The Contractor shall: (a) Manufacture the pipe arrays in accordance with the Commission s design as defined in Annex 1 and Section 3 Technical Requirements of these Terms of Reference; (b) Provide packing of the pipe arrays parts in wooden crates; (c) Provide storage of the materials; (d) Provide on-site installation support services and testing of the pipe arrays. The Contractor shall provide standard deliveries from 1 to 8 pipe array elements which shall include one of the following configurations: m diameter WNRS; m diameter WNRS; m diameter WNRS; Each WNRS can be either circular or close-pack design. The Commission reserves the right to order sets with other numbers of the array elements and specific parts of the WNRS. Therefore the Contractor shall provide clear detailed technical description and cost breakdown of the WNRS. 3. TECHNICAL REQUIREMENTS The Contractor shall ensure that the prefabricated pipe arrays is made using a compressionfitting from standard metric pipes and compression-fitting BSP(T/P) adapters. The pipe material shall be stainless steel. The Contractor shall ensure that the material for the adapters is brass. The adapters threads shall be BSP(T/P). The pipe arrays shall optionally include wooden supports for the pipe arrays or bent riser pipes in case of the underground installation. The pipe arrays shall include the summing manifolds with appropriate number of in- and outlets. The Contractor shall provide following types of the pipe arrays: 10-m; 18-m and 36-m diameter WNRS, which shall be designed as circular or close-pack (hexagonal) pipe arrays. Detailed drawings of these arrays are shown in Figures 1 to 7. The Contractor shall ensure the compliance with the pipe arrays list of material as set out in Section 3.1 and 3.2 of these Terms of Reference. However, slight differences to the list of Technical Terms of Reference: Prefabricated WNRS November

3 material can be proposed, but not affecting the pipe array design. The capillary diameter may vary between 1 and 2 mm and will be specified in each order. The Contractor shall ensure that the main characteristic required in the design maintains the interior cavity as small as possible for optimum performance. The upper and lower covers shall be sealed using O-rings or gaskets. Each chamber shall be assigned with a part number for future reference. Detailed drawings of these manifolds are shown in Figures 8 to 18. For Circular pipe arrays the Contractor shall: Provide 36-m diameter with two types of the summing manifolds: a) 18 inlets (1/2 BSP) around the main body of the chamber, and 1 outlet (3/4 BSP) at the bottom of the chamber, 8 per pipe array, Figures 16, 17 and 18; b) 8 inlets (3/4 BSP) around the main body of the chamber, and 1 outlet (1/2 BSP) at the bottom of the chamber, 1 per pipe array, Figures 13, 14 and 15. Provide 18-m diameter, wheresumming manifolds shall have 24 inlets with ½ BSP thread around the main body of the chamber, and 1 outlet with ½ BSP thread for an outgoing pipe at the bottom of the chamber, Figures 9, 10 and 11. 6 For Hexagonal pipe arrays the Contractor shall: Ensure that the summing manifolds have 6 inlets with ½ BSP thread around the main body of the chamber, and 1 outlet with ½ BSP thread for an outgoing pipe at the bottom of the chamber. In total, there shall be 25 summing manifolds per one 36-m diameter pipe array and 17 summing manifolds for one 18- or 10-m diameter pipe array, Figure SPARE PARTS The Commission might choose to order spare components required to maintain operability of the WNRS. The Contractor shall include in the Proposal the list of spare components required to maintain operability of the WNRS along with the related availabilities and lead times. The contractor shall recommend a set of spare parts. Details and quantities will be given for each particular order. 5. TOOLS AND CONSUMABLES KIT The Contractor shall provide, if requested, a tool set for the field installation for each delivery. The Contractor shall include in the Proposal the tool set and include in each order the following consumables of adequate amount: Sealing compound for the thread junctions; A portable air compressor with a petrol engine with a sufficient capacity for a fast and easy on-site leak test; Teflon tape; Leak-seeking spray. 6. PACKING AND STORAGE The Contractor shall pack the pre-fabricated WNRS in wooden crates. The weight of each crate shall not exceed 150 kg. A detailed packing list must be prepared and submitted to the Commission. Each crate must be clearly marked, the description of the content shall be attached to each crate. If requested by the Commission, the Contractor shall provide storage and insurance of the packed equipment. The storage and insurance costs per months shall be included in the Contractor s proposal. 7. ON-SITE SUPPORT SERVICES If requested by the Commission, the Contractor shall provide the on-site support during the field installation of the WNRS. On-site support shall consist of two options as follows: Option A: Assembly of 1 (one) complete pipe array on site; Testing of the pipe array according to the procedures described above in Section 8; Training of local staff to capacitate them in the proper assembly, repair and maintenance of the WNRS. 7 Option B: Assembly of the complete WNRS on site; Testing of all pipe arrays according to the procedures described above in Section 8; Training of the local staff to capacitate them in repair/maintenance of the WNRS. 8. TESTING The Contractor shall provide testing services as described in this section. The Contractor shall check the pipe array after its installation for possible leaks. The pipe array must be completely finished before the test (except for the inlet ports). For the test all pipe ends/adapters must be sealed. A compressor shall then be connected to the pipe that normally connects to the microbarometer / central summing manifold and the pressure in the pipe array increased above ambient by about 150 kpa. The valve to the compressor shall be closed at this point and the pressure inside the pipes observed over a 30- minute interval. A decrease in pressure of up to 50 kpa in 30 minutes is acceptable. A decrease in pressure by more than 50 kpa in 30 minutes indicates the presence of significant leaks in the system. If this happens, then a search for leaks shall be conducted after repressurising the pipe system. Spraying the joints in the system with a detergent and water mixture can easily identify leaks. A further test of the system under pressure shall be carried out after all leaks have been repaired. 9. REPORTING All reports, documentation and communication shall be in English and shall be submitted in electronic version. The Contractor shall provide the Report within 1 week after the completion of services defined in Section 7 and Section 8 of these Terms of Reference. The Commission will review this report in order to consider the services completed. In the event that the Commission is not satisfied with the submitted report, it can instruct the Contractor to carry out remedial action pursuant to the latter s commitment under this Contract.
