2 ATTACHMENT #1 MARLEY ROAD SEWER EXTENSION Cecil County Government Purchasing Department 200 Chesapeake Blvd., Suite 1400 Elkton, MD ADDENDUM No. 2 June 12, 2018 REMINDER: Bids are due to the Cecil County Purchasing Office by 1:30 p.m. on June 21, A. Addendum No. 2 is issued as part of the Contract Document, to inform and/or specify changes, which take precedence over information contained in the original Contract Documents. Unless otherwise specifically noted or specified hereinafter, or shown on drawings or schedules accompanying this Addendum, all work required by this Addendum shall conform to the applicable provisions of the Contract Documents. It shall be the responsibility of the Respondent to include in their proposal any cost implications of this Addendum. All Respondents are to indicate on the form of proposal submitted by them, acknowledgement of receipt and compliance with the contents of this Addendum No. 2. B. Any provision in any of the Contract Documents, which may be in conflict or be inconsistent with the contents of this Addendum, shall be void to the extent of such conflict or inconsistency. C. The following clarifications/corrections are provided to the bid package: 1. Page C410-4 of the Bid Form has been revised to correct the quantity for Bid Item A-9 Pavement Restoration (surface course only, US Route 40 in SHA right-of-way) to 3,950 SY. Please replace the original page C410-4 with the attached revised page. 2. The removal and re-installation of guardrail, if required to install sewer along Route 40, shall be incidental to Bid Item A-5 Open Cut 12 PVC Gravity Sewer along Route 40. Guardrail shall be re-installed to existing or better than existing conditions in accordance with SHA requirements. 3. The maximum pay width for Bid Item A-12 Gravity Sewer Manholes (MH#11 through MH#13 along Marley Road) shall be the same as defined in Bid Item A-7 Gravity Sewer Manholes (MH#1 through MH#10) 9-6 x 9-6. D. The following clarifications are provided based on questions received from bidders after the pre-bid information conference: Page 1 of 3

3 ADDENDUM NO Could you please clarify the paving pay widths(s)? Bid Item A-5 says measurement is in lineal feet, and then goes on to talk about a max pay width of 5 (in bold). In Bid Item A-9 it says measurement by square yards. The square yardage is listed as 3,100 SY. The sanitary trench is 2,480 LF x 5 (max. pay width) would be 1,378 SY. a. Bid item A-5 is for the installation of 12 PVC sewer along Route 40 and includes everything up to and including asphalt base course and temporary paving in accordance with SHA requirements until final mill and surface course is completed. As you noted, the maximum pay width for trench excavation is limited to 5 feet for sewer that is between 5 and 15 feet deep regardless of the actual width of the trench excavation in the field. Bid item A-5 does not include final surface course pavement. b. Bid Item A-9 addresses final surface course pavement restoration along US Route 40 within the SHA right-of-way. As indicated in the pavement notes on Drawing T-1, Note 5 states, Where the proposed pipe is located in the shoulder of US Route 40, the full width of the shoulder shall be milled and overlaid with 2 hot mix asphalt Superpave 12.5MM, PG 64-22, Level 2. This includes driveway entrances up to the ROW line. Therefore, Bid Item A-9 is measured in square yards. The maximum pay width for trench excavation of 5 feet does not apply to Bid Item A-9. c. The County reviewed the quantity for Bid Item A-9 and has determined the quantity should be 3,950 SY. Accordingly, the bid form has been corrected and the revised page included with this addendum. d. Note: Bid Items A-11, A-12, and A-13 apply to Marley Road and these bid items include final surface course pavement. For Bid Items A-11, A- 12, and A-13 please refer to Detail R-31 on Drawing No. T-1 (Sheet 8 of 10) for the required paving widths. 2. Are the bidders to assume that when we install the new gravity sewer line in the Rt. 40 shoulder, we are disposing off all fill in trench and replacing with DGA (Crusher Run CR- 6) in its place? As stated in the Technical Specifications, Section Earthwork, Part 3, Paragraph B.1, on page , all material excavated, regardless of its nature or composition, shall be classified as UNCLASSIFIED EXCAVATION and shall not be reused as backfill. Bidders shall assume that all material excavated from the trench, on both Route 40 and Marley Road, will be removed and disposed and the trench will be backfilled with Select Fill after placing pipe bedding and sewer pipe. 4 ADDENDUM NO. 2 Please refer to Detail 4R on Drawing No. D-1 (Sheet 9 of 10) for trench backfill requirements. As shown, the trench shall be backfilled with AASHTO #57 to 6 inches above the sewer pipe and then with CR-6 Crusher Run until the paving section is reached. 3. Are the bidders to assume for final restoration on Marley Road paving from centerline of roadway to edge of roadway? As indicated above, please refer to Detail R-31 on Drawing No. T-1 (Sheet 8 of 10) for paving restoration on Marley Road. The required pavement section for Marley Road is provided on the same drawing to the right of Detail R Which detail for the sewer laterals being installed off the sewer main is being used? Drawing D-2 Sheet 10 of 10 (S -3R) shows the 6 sewer lateral coming off at a 45 degree angle? This installation will be problematic if the sewer main is deeper than 5 deep and in a trench box to safely install tee and stub to row line. Can the contractors install the 12 x 6 Tee vertical or possibly use a deep drop system to a safer elevation? Bidders shall base their bid on installing the sewer laterals in accordance with Standard Detail S-20 on Drawing No. D-2 (Sheet 10 of 10). 5. Is the Contractor responsible for paying the application fee and inspection fee associated with the Cecil County grading permit? Attachment: The application fee and inspection fees associated with the Cecil County grading permit will be waived. The Contractor is only responsible for obtaining the permit. Please be aware, grading permit applications may take up to two weeks to process. Contractor should plan accordingly so that work is not delayed.
