1 Aug Major Challenges with Constructing the Hung Hom Section The construction of the SCL s Hung Hom section includes the transformation of Hung Hom Station into a major interchange station. Two new platforms are to be built beneath the existing station podium. In addition, two railway tunnels will be built; one from Princess Margaret Road South to Hung Hom Station will connect with the new cross-harbour rail tunnel towards Admiralty on Hong Kong Island, while the other tunnel will connect Ho Man Tin Station and Hung Hom Station linking up with the West Rail Line towards Tuen Mun. After three years of endeavour, notable progress has been achieved for most of the construction works in the Hung Hom section. The tunnel excavation is nearly completed while the southern part of Hung Hom Station concourse has already been re-opened for public use with a brand new image. Gratitude has to be extended to the District Councils and relevant government departments for their support; and also to the local community for their understanding which has helped in the smooth implementation of temporary traffic arrangements, night time lifting works and station modification works. I would also like to thank our construction team for all the progress made from day to night despite challenges along the way. We will continue to work with focus and commitment to complete the remaining construction works in the Hung Hom section. 2 Cover Story 4 1Construction adjacent to operating railways The biggest challenge in the SCL Hung Hom section is to carry out construction works next to existing railway lines and build new platforms beside existing platforms, whilst not affecting the current East Rail Line, West Rail Line and Intercity services. Construction works have to be carried out in a prudent manner. Considerable coordination and communication works with internal and external parties has to be done with a view to protecting the current railway facilities and ensuring the works would not have any adverse impacts on the operating railway. Limited works areas 2Space available for construction works near the existing railways is limited. The construction team needs to utilise any possible space for machinery placement, works procedures also need to be planned in detail. 3 Limited working hours The lifting works at night next to Oi Sen Path The East Rail Line operates daily from about 5am to 1am. To avoid affecting its operation, the construction team can only work after the last train service. Taking into account the routine checks and maintenance time needed, only 3 to 4 hours a day are left for construction of the new railway. With this limited timeframe, detailed planning and coordination are needed to ensure timely completion of scheduled works. While night works are being carried out, a series of measures are implemented to minimise any noise that may affect the public. Tunnel excavation under main trunk roads 4The construction works also include excavation of tunnels under main trunk roads with heavy traffic, which requires complicated temporary traffic arrangements and management schemes. With the hard work from the projects team, the tunnel excavation underneath Chatham Road North was completed by the end of last year. The traffic lanes along Chatham Road North and its slip roads are targeted to be reinstated in phases from late SCL (to connect with West Rail Line) SCL (to extend East Rail Line to Hong Kong Island)

3 Project Progress Hung Hom Station Concourse The southern part of Hung Hom Station was re-opened for passengers use after modification works were carried out in just over a year. It now has a brightly coloured ceiling and columns. The restaurant floor has also been renovated, providing more catering choices for customers. Another stage of modification works has commenced in the northern part of the concourse and it is expected to be completed by the middle of next year. New platforms The construction team is also building two levels of new platforms under the Hung Hom Station podium. The excavation works have been completed and structural works are now underway. Installation of noise The construction team is e the East Rail Line to conne towards Hong Kong Islan with noise enclosures. Lif enclosures commenced completed by the end of t New entrance / exit There will be a new entrance / exit at the mid-level walkway which connects to the concourse with elevator and escalators. These new facilities have to cross over the tracks and overhead lines of the existing East Rail Line, therefore, steel frames, steel panels and concrete have to be installed above the current East Rail Line track and overhead lines for the construction of the new entrance / exit. To avoid disturbing East Rail Line service, the lifting works of the above materials have to be carried out after train service hours.

5 Want to know more? At the Hung Hom waterfront, the construction team is building Hong Kong s sixth cross-harbour tunnel. Upon its completion, the East Rail Line will directly extend from Hung Hom to Hong Kong Island. This will help to ease the current congestion on the cross-harbour section of the Tsuen Wan Line and at the Cross-Harbour Tunnel. This new tunnel will be mainly built by the immersed tube tunnel (IMT) method. The offshore section will be constructed by open excavation. Do you know how to excavate under water? How can the Victoria Harbour be protected as we do so? Q: How is excavation carried out at the waterfront section of the SCL cross-harbour tunnel? A: At the offshore area, pipe piling works will be carried out at the seabed to form an enclosed and waterproof rectangular space before excavation. Then, the construction team will place steel boards on top of the pipe piles to form a marine platform for machinery. After that, sea water within the enclosed area will be pumped out and the seabed will be exposed. Excavation can then be carried out in a similar way to what is done on land. The pipe piling works at the Hung Hom waterfront have been completed. Sea water has already been pumped out to enable commencement of excavation works. As for the other areas in the sea, the IMT construction method will be used. 1) Firstly, a trench is dredged on the seabed of Victoria Harbour. 2) Pre-cast tunnel elements are then lowered into the trench and connected with other elements. 3) Lastly, the trench is backfilled to cover the tunnel. Seabed Seabed Seabed Pre-cast IMT elements are now being fabricated in the former Shek O Quarry. The working platform is being built at Hung Hom offshore to facilitate the excavation works. At the same time, the contractor is also excavating the trench at the seabed of Victoria Harbour. Q: During construction, will the water quality nearby be affected? A: Before commencement of the works, the Corporation and its contractor appointed an independent environment consultant to assess the construction impacts on the environment. An Environmental Permit has been issued. During construction, we will closely monitor the environmental conditions and arrange site reviews regularly. Appropriate precautions and mitigating measures are incorporated when needed. These include: enclosing underwater areas with silt curtains to protect nearby waters, and the monitoring of water quality through routine checking of seawater samples.

6 Community Liaison Show your care and share with the community The Corporation organises different events to connect with the local community. Recently, the construction team along with contractor representatives visited shops and residents in the neighbourhood and listened to their concerns over the SCL project. Engineering dream in the making Recently, a group of secondary school students who participated in the Future Star Programme hosted by the Commission on Poverty visited our SCL site office. Through interactive workshops, teenagers looked at the planning and building of SCL from different angles and gained knowledge about infrastructure projects. Project updates to the community SCL Community Liaison Group meetings are hosted regularly. Stakeholders are updated of the construction progress and their enquiries are answered.
