Staff feels that the wall could collapse and is unsafe for tenants. We also feel that a railing should be added to the top of the retaining wall to protect tenants and neighborhood children from falling over the edge onto the alley below. At this time, the steps which are part of the wall are not up to HQS standards. PROPOSAL The estimate to replace the retaining wall and add safety railing on top, replace front steps and add railing at the property at 422 Hill Street is $34, (See copy of bid attached as Exhibit "A") Three companies were contacted to secure quotes. The name of the company who provided a bid and their respective bid information is listed below: IMPACT ON BUDGET SOURCES Description Budget Construction Cost Estimate $ 34, Rockworks Landscaping TOTAL: $ 34, Description Total Transitional Housing Reserves $ 70, As of August, 2015 TOTAL: $ 70, FUNDING Funding for the project will come out of Transitional Housing Reserves. As shown above, as of August, 2015, $70, is being held in the reserve account. RECOMMENDATION Staff requests and the Finance Committee recommend to the HRA Board of Commissioners to adopt Resolution # approving: 1) Plans to add retaining wall with fence on top and add new stairs to front of house with railing that is in compliance with HQS standards, as per Rockworks Landscaping bid (Exhibit "A") 2) Authorize the Executive Director to execute all necessary documents. This write-up identifies repair work to be performed at the above subject property. The contractor will be required to complete all work with professional workmanship. 2. ATTENTION: Sizes, quantities, and measurements indicated are close approximates. It is the responsibility of the Contractor to determine all needs to complete the repair work identified in this work write-up. 3. Tradesmen are to remove from the interior of the building daily all construction debris resulting from their work and sweep. 4. All materials and labor to be furnished by Contractor unless othen/vise specified. 5. All materials shall be code approved. All work shall comply with existing codes. 6. Contractor shall secure all necessary permits at his expense. 7. Contractor is responsible for all necessary inspections required prior to payment. 8. All improvements must meet BOCA and/or International Residential Code standards. 9. Contractor must have current license and Contractor Liability insurance. 10. Selected Contractor will enter into an HRA Contract and Notice to Proceed. 11. HRA reserves the right to reject all bids. 12. All work on this project to be completed by December 15, 2015.

3 Insurance Requirements The agreement will insurance; require that the firm provide the following Coverage Worker's Compensation Amount Statutory Comprehensive General Liability Bl$1,000,000per occurrence PD $100,000 per occurrence Automobile Liability BI/PD $1,000,000 combined single limit Professional Liability $1,000,000 (Errors and Omissions) The HRA shall be named as an additional insured, except on Professional (Errors and Omissions) and Worker's Compensation coverage, and will be given thirty (30) days notice in advance of cancellation, non-renewal, or material change in any coverage. A certificate of insurance evidencing such coverage shall be approved by the HRA and placed on file with the HRA prior to commencement of work under this contract. The firm shall indemnify and hold harmless the HRA, of any losses, damages, costs, expenses, judgments, or decrees arising out of, or resulting from the negligent acts of the firm. In the event any action in court is brought against a party so indemnified, the HRA shall tender the defense of any such claim or action at law or in equity to the firm or firm's insurer, and upon such tender it shall be the duty of the firm or firm's insurer to defend such claim or action with cost or expense to the HRA. Evidence that your firm or the participating professionals for this work are not debarred, suspended or prohibited from professional practice by any governmental agency. 4 Retaining Wall London Boulder Block retaining walls constructed to replace the existing block walls, or its equivalent. Wall to be constructed as a single wall (not tiered). Wall to be constructed based on recommendations set forth in the installation and engineering guide by London Boulder, or an equivalent block supplier and city code. This will include the following: a five foot wide base compacted for the length of the wall, the wall will be installed vertical with no set back, wall will be finished into hillside at each end, and the wall will be capped with cap boulders so the railing posts can be mounted to the top of the wall before the final grade is set. Includes: base materials, block, drainage materials, engineering materials, labor and trucking. Attached as Exhibit A is a drawing of retaining wall, steps, and fence. COST OF: MATERIAL & LABOR ^ Steps Pre-cast step units to be installed between walls and leading up to existing sidewalk that leads to the house. Nine steps to be installed to cover the 4.5' of rise in elevation. Step units are 18" by 48" with a tread height of 6". Borgert Step units, or its equivalent, to be used in the standard gray color. Includes: 9 step units, base materials, adhesives, labor and deliveries. Furnish and install a grippable metal handrail. securely fastened to steps according to code. Handrail to be i 3 ISO. 5 Install fence on top of retaining wall Install metal railing along the top of the retaining wall from points marked out by staff, for approximately 140 feet. Fencing to be a height of 4'6" or higher with a design that Is hard to climb upon or under. Design must be approved by Staff before installing. This fencing should attempt to match the looks of the existing exterior fencing on site. This includes: fencing sections, post, fasteners, labor, and deliveries. Contractor to complete installation of fence in a safe and secure manner. Whereas, Brian Piepers of Rockworks Landscaping, provided a bid for replacement of the Retaining Wall and new front steps and railing in the amount of $34, Therefore, be it resolved Staff and the Finance Committee recommend to the HRA Board of Commissioners to adopt Resolution # approving: 1) Approving the bid of Brian Piepers of Rockworks Landscaping, in the amount of $34, for Replacement of Retaining Wall and new front steps and railing at Transitional Housing 422 Hill Street Red Wing, MN; and 2) authorize the Executive Director to execute all necessary documents.
