1 TECHNICAL SCOPE OF WORK Tenderer may inspect the Plant, Machinery & Pumps, sumps and locations of work under Item A to E jobs and acquaint themselves with the work before quoting the rates. Item A (i) ETP: - It is the responsibility of Contractor to upkeep the area of Effluent Treatment Plant, Daily Oil/lubrication of all the Pumps, gear box & blowers to be checked & wherever required it is to be replaced/make up & cleaned. Under ground pumps, sumps to be kept clean. Pump strainer & suction filters whenever required to be cleaned. () CT s/compressor House :- Cooling Tower nozzles located on the top of cooling tower is to be checked and cleaned daily & area around cooling tower & Compressor House to be kept clean. Lubrication of Compressor house is to be checked daily & wherever it is required Oil is to be make up or replace. Compressor House cooling water strainers, lube Oil Strainers & Suction filters are to be cleaned. (3) DMP :- Upkeep of the DM Plant & its machinery is the responsibility of Contractor. Fire water Pump house area, polish water & DM tank area to be kept clean. All Pump blowers are to be lubricated & cleaned. (4) RWP :- Raw water Plant located near Administrative Block of NFL is also under O&U group of Plants. House keeping of the area & Canal inlet channel is to be cleaned daily. Pumps & gear box in these areas is to be kept clean & lubricated. Item B () Tanker Unloading of Sulphuric Acid, Caustic, PAC & Molasses :- Above said chemicals are being received in the Plant for use. It is the responsibility of the Contractor to assist our Plant operators to unload the above said tankers safely. Safety of labourers is the responsibility of Contractor. All labourers working under Contractor to be provided with all safety equipments by contractor. () Handling of Alum: - Alum is being used on RWP, Contractor is required to deploy labourers for handling of Alum. Item C Jobs () Removal, recharging & disposal of Cation/Anion resin in DM Plant:- Whenever required contractor has to remove resin from different vessel in D.M. Plant & after that it is to be refilled in the vessel. () Clarifier & basin & channel cleaning: - As per the Plant requirement clarifier & in RWP is to be cleaned thoroughly by removing mud & sludge from clarifier. It will be handed over one by one for carrying out the job.

2 (3) Removal, screening & recharging of Aluminum balls filling: - Job in Inst. Air Compressor House aluminum balls are to be removed from the vessel & after screening it is to be refilled. (4) Filter Bed, Side Stream Filters (CT-I &CT-II) sand removal & recharging/disposal: - Sand/gravels are being used as filter media in cooling Tower side streams filters and main stream filter beds in RWP. As per Plant requirement it is to be removed / screened and whenever required sand level is to be made up with fresh sand after screening. Item D Jobs:-. Cleaning of Chemical Sump/Acid sump/alkali Sump of ETP :- These sumps are containing acidic/ammonical and Urea sludge. These sumps are about 0 Meter deep. Sludge from these Sumps are to be removed completely with labourers & tractor & to be disposed off within one K.M. radius in the Plant. Labourers engaged in this work will be provided with all safety equipments like Helmet, Gloves, gumboot & safety belts etc.. Cleaning of Ammonia Stripper & Ammonia Fixing tank in ETP:- This is located in ETP & as per Plant requirement it is to be cleaned thoroughly. Chemical sludge is to be removed from the basin/sump & to be disposed off within KM radius in the Plant. 3. Cleaning of Surface drain Sump:- It is located in Raw water Reservoir area near effluent ponds & about 4-5 Meter deep. Lot of sludge/ silt is lying in the sump. This sludge may be having various Chemicals. Contractor has to deploy labourers with all safety equipments and Sludge is to be removed & disposed off within half K.M. in the Plant. 4. Cleaning of Sumps of CT-, & 3:- Sludge and small wooden pieces to be removed and disposed off within half K.M. in the Plant. NOTE: Contractor has to estimate the sludge quantity by his own since it is lying under water & he has to quote lump sum rate for removal of sludge etc. from these ponds/sumps.

3 SPECIAL TERMS AND CONDITIONS. EMD : Tenderers shall make a deposit of G.T.C as EMD strictly as per caluse No..8. of. Tender Fees : as Tender Fees in the manner as specified in clause No..8. of GTC. 3. Validity of Contract : a) The Contract shall remain valid for a period of months from the date of issue of LOI/Work order and clause No..3.0 of GTC shall be applicable. b) Extension of Contract: Normally, the extension of contract shall be granted only in exigency of work due to unavoidable circumstances.the contract can be extended on the same rates, terms & conditions for a period of three months at the discretion of NFL. 4. Defect Liability Period : The contractor shall give the guarantee for the work done for a period of three months and clause No..9.0 of GTC shall be applicable. 5. Firmness of Rates & Reimbursement of Escalation for increase in minimum wages : The rates quoted/agreed by the tenderer will be firm during the currency of the contract and will not be subjected to escalation irrespective of any increase what so ever except any increase in minimum wages as directed by the Govt. of Haryana or Central Govt. (After notification by the Govt.). The escalation in wages, if any, will be reimbursed as per the following formula: Billed amount x 0.70 x (Increased minimum monthly wages - minimum wages at the time of Opening of Technical Bid) - Minimum wages at the time of opening of Technical Bid. The enhanced payment shall be released only after receipt of proof of payment of enhanced wages/arrears to the workers. The contractor shall deposit PF/ESI from the enhanced wages. 6. MSME clause: The job/contract is Non - split able/dividable. MSE quoting nearest price within price band of L+5% may be allowed full/complete job/contract of total tendered value subject to bringing down their price to L in a situation where L price is from someone other than MSE, considering spirit of Public Procurement Policy for MSEs,Order-0 for enhancing the Govt. procurement from MSE. Being the spirit of the said Govt. Policy, the L Non-MSE party shall accept the same and no representations on their part whatsoever should be entertained by NFL. 7. Applicability of VAT : This is labour oriented job; the VAT will not be applicable. 8. Penalty: Since the job is not of continuous nature, the contractor shall be informed as per plant requirements and job orders shall be issued for upkeep/oil reclamation operation. Hence, the contractor shall have to arrange sufficient manpower so as to take up the jobs mentioned in the 3

4 scope of work at short notice. In case of unsatisfactory job, no payment shall be made for the particular operation; rather a penalty shall be levied & charged as per Table below. The contractor shall execute the operations as per the advice of Engineer In charge. In case the contractor fails to execute the job at a given time, as instructed by Engineer In-charge as per requirement of the plant, NFL shall get the job done from an alternate source at the risk and cost of the contractor as per GTC Clause It will be the responsibility of the contractor to dump all the waste/defused materials/rubbish collected in the area/place specified by the Shift In charge/engineer of the concerned plant.. It is the responsibility of the contractor to keep the labour in specified area only.. The contractor s responsibility also includes assistance for lubrication, molasses handling, brine washing, shifting of de-watering pumps, hose pipes etc. and also for de-watering at various locations and other miscellaneous jobs arising out of plant exigencies. 3. The estimated quantities mentioned in the Tender Specifications are likely to vary as per the plant requirement and the resources shall be utilized for such jobs, which may arise during the exigencies. 4. The number of operations per year can also vary up or down as per the requirements of the plant and the contractor cannot claim any right for the number of operations. 5. Normally the working time will be General Shift hours. However, the contractor may have to work in st, nd and 3 rd Shift as per requirement of NFL. 6. The contractor himself through CISF will arrange the Gate Passes of the labour. Chief Manager (P)O&U 4
