1 3.02 SPECIFICATION FOR NON HAZARDOUS WASTE COLLECTION AND DISPOSAL - SKIPS The detailed requirements for non-hazardous waste collection and disposal are given below. In addition the Contractor shall work in accordance with Part A of the Service Information. A. Purpose To provide a waste collection and recycling / recovery / disposal service for non-hazardous wastes. The Contractor must provide skips for non-hazardous waste storage at designated sites identified by the Employer. These facilities are to be emptied on an as required basis and maintained to the appropriate performance standards, with the requirement to react to emergency empties as required. All works are to comply with current regulatory requirements and standards of best practice that relate to the works during the contract term. B. Scope For the purposes of this document the following key terms are defined as follows: Dredged Waste material that has been removed / dredged from a river, canal, watercourse, dock or harbour. This includes silt, vegetation and litter. Waste for Recycling Recyclable materials such as paper, cardboard, timber, tyres, metal, vegetation, glass, plastic and demolition waste. Grab Loader Wagon haulage vehicles equipped with a machine for loading waste material utilising a grab bucket and then onto a vehicle for removal. Grab bucket loaders can be powered by pneumatic or electric means. A range of vehicles will be required up to a maximum of 17 tonne and have a maximum 20 meter boom length. All the below items will be generally referred to as skips throughout this specification but will be specified exactly on the price list or task order: Multibucket (Skip) comprising of: 2 Cubic Yard Skip (with & without lockable lid) 4 Cubic Yard Skip (with & without lockable lid) 6 Cubic Yard Skip (with & without lockable lid) 8 Cubic Yard Skip (with & without lockable lid) 10 Cubic Yard Skip 12 Cubic Yard Skip 25 Cubic Yard Roll on/roll off Skip 40 Cubic Yard Roll on/roll off Skip Page 1 of 10

2 The scope of works requires the Contractor to supply skips and collect, transport and recycle / recover / dispose of the waste. The Employer may increase or decrease the scope of works specified when required, accommodating the installation or removal of skips. The waste can include the following which the Contractor shall have the capacity to accept: Operational waste (inert/non-hazardous): Empty non-hazardous drums and containers. Non-hazardous dredging s of silt and vegetation (Land Fill Tax Exempt). Non-hazardous dredged litter (Land Fill Tax Exempt). Non-hazardous liquid wastes e.g. non-flammable paint, edible oil. Non-hazardous electrical and electronic equipment (WEEE). Non-hazardous unidentified gas cylinders that cannot be returned to the owner. Non-hazardous Timber / wood This will include redundant lock gates, balance beams and associated items. These materials are generally hardwood and whilst not suitable for use as originally intended, have the potential for re-use/re-cycling. Tyres (with and without rims) Scrap metal Vegetation This will include arising from the Trusts tree management programme and will include cordwood cut to varying lengths and diameters. Non-hazardous mixed construction, demolition and excavation waste can be made up of a variety of materials, many of which can be recycled, such as concrete, bricks, tiles and ceramics, mixed metals, wood (including canal lock gates), soil and stones, gypsum based construction materials such as plaster and plasterboard Soil contaminated with invasive species e.g. Japanese knotweed The Scope of works does not include the following: Skips must not be accepted if they contain Hazardous waste. In the event of this happening, please notify the Delegated Service Manager as this waste shall be managed as outlined in Specification 3.03 Hazardous Waste Collection and Disposal. C. Health, Safety, Environmental and Heritage Management The Contractor shall complete a specific health and safety risk assessment for each site and section of the work, paying particular attention to water safety, the interface with members of the public, the interface with the Employers staff and the highlighted specific Health and Safety hazards outlined below. A safe system of work in the form of a method statement is Page 2 of 10

3 to be developed from the risk assessment and briefed to all staff involved in the work, prior to commencement. Specific Health and Safety Hazards In addition to the requirements above and those in Part A of the Service Information, the Contractor is informed of the following potential hazards: Exposure to Waste Waste collection and disposal will expose the Contractor to various waste sources. The Contractor shall have procedures to ensure that their staff uses appropriate PPE, equipment and hygiene techniques to ensure their health and safety. Lone Working Waste collection and disposal may involve lone working. The Contractor shall have procedures at least equal to those contained within the Canal and River Trust Approved Standard: Lone Working and Personal Safety. Slips, Trips and Falls Waste collection and disposal will often be in areas where slips, trips and falls are more likely to occur. The Contractor shall ensure that all work areas are continually monitored for trip hazards. Sharps Hazard The Contractor may encounter Sharps during this work activity and is to ensure all sharps, including syringe needles or razor blades, are removed immediately and deposited into an approved 'sharps' container and then disposed of in accordance with current legislation and best practice. Where there is a frequent and regular occurrence of syringes and drug related hazards the Contractor will notify the Delegated Service Manager in order that the police can be informed. Working Close to a Public Highway and on the Trusts Land Some of the skip sites will be located close to public highways, and may require the driver or his assistant to work close to the highway. High visibility clothing bearing dual logos is to be worn at all times. Reversing of vehicles is to be minimised wherever possible. All Contractors vehicles which need to reverse should be fitted with an audible reversing alarm and a reversing camera. Where no reversing cameras are fitted to the vehicle, in the interest of health and safety, all lifts and collections at all sites are to be undertaken by a two-man team, with the non-driver acting as a banksman when the vehicle is reversing. All vehicle mirrors must be in order and correctly adjusted. The contractor is advised to study the Health and Safety Executive Booklet Reversing Vehicles and contact the Delegated Service Manager should any clarification be required. The Contractor shall reference and follow the specific environmental and heritage guidance and requirements produced in Part A of the Service Information and the highlighted specific aspects below. 4 Specific Environmental and Heritage Aspects In addition to the requirements above, the Contractor is informed of the following specific environmental and heritage aspects: Waste Disposal The Contractor must be a registered waste carrier and broker with the Environment Agency the Contractor will present The Delegated Service Manager with copies of their Registration of Carriers and Brokers Certificate and provide any copies of any new Certificate(s) that they receive A waste transfer note must be in place to cover all waste transfers. This must give a description of the waste, SIC code and European Waste Catalogue (EWC) reference for each waste type. A declaration must be signed on the transfer note to indicate that the waste management hierarchy of options has been applied. The Contractor must ensure that all waste is transferred to a suitably permitted or exempt facility. The Contractor must provide the Delegated Service Manager with the details of all the waste receiving sites and must be able to provide copies of environmental permits / registered exemptions upon request. Pollution The Contractor shall ensure that before, during and after the works they do not pollute drains, the canal, any other water courses, sources of water supply and surfaces with any waste or pollution from their work activities or vehicles. Spill kits must be provided on vehicles at all times and operatives must be trained in spill response. No refuelling of plant or equipment is to take place adjacent to the waterway; all refuelling will be carried out on impermeable surfaces away from the waterway and any drains. Fly Tipped Material Fly tipped material encountered by the Contractor may contain hazardous materials such as asbestos. Where the Contractor finds hazardous materials e.g. asbestos and hazardous chemicals, have been deposited within a site; the Contractor shall immediately make the location safe and inform the Delegated Service Manager. The waste shall be managed as outlined in 3.03 Specification for Hazardous Waste Collection and Disposal. Invasive Species The Contractor must ensure that they do not disturb or cause the spread of invasive species in the course of the works. If the waste collection / transport will disturb or spread invasive species the Contractor should not undertake the collection and must inform the Delegated Service Manager. Where the Employer has requested a waste collection containing invasive species (e.g. soil contaminated with Japanese knotweed) the Contractor must ensure that the collection, transport and disposal comply with all regulatory requirements. Historic buildings, surfaces and structures Page 4 of 10

5 The Contractor is to follow all instructions provided on site access plans for accessing sites to protect historic buildings, surfaces and structures. D. Training and Competency The Contractor shall comply with the minimum training and competency requirements for the contract works as listed in Part A of the Service Information and ensure all their staff comply with any legal and statutory requirements regarding training and competency. Additionally the following requirements are essential: The Contractor must ensure that all staff are trained in the transfer and movement of wastes. All staff must understand the emergency procedures to be followed in the event of a health, safety or environmental incident. All staff must be trained in asbestos awareness and be able to recognise different forms of hazardous materials. All staff must be trained in safe handling of sharps. All staff must have manual handling training. E. Plant, Work Equipment and PPE The Contractor shall use equipment which is appropriate in all respects for the task to be performed to ensure the activity is undertaken safely and efficiently. The Contractor shall comply with all legal requirements relating to the operation of vehicles and work equipment. If vehicles or work equipment is required for a particular site the Contractor shall only use vehicles and work equipment which is appropriate in size and shape to conform to the Employer towpath assessments and other site specific restrictions identified. Specific requirements are: All vehicles used to deliver the service should carry sharps containers and spill kits. Suitable cones, barriers, tape and fencing will be required to protect and de-mark the vehicle and working area. All the Contractors staff should as a minimum wear the PPE as required in Part A of the Service Information and conform to the Canal and River Trust lifejacket policy. All additional PPE requirements should be addressed through the Contractors risk assessment and all staff must wear any additional PPE identified. Specific requirements are: The Contractor shall have procedures to ensure that their staff use appropriate PPE, equipment and hygiene techniques to ensure their protection from exposure to waste. 6 F. Methodology Information provided by the Employer The Delegated Service Manager will provide the Contractor with details of all locations of skips that require waste removal and the schedule of required emptying frequency. The Delegated Service Manager will also supply a bespoke site access plan for each site that will detail the location, type of container, waste type and any known site constraints. Preparatory Works The Contractor will undertake an inspection of each work site prior to commencing any works. The following preparatory work shall be undertaken as necessary in order to enable the works to be completed: Ensure all the requirements of section C Health, Safety, Environmental and Heritage Management have been completed and the necessary management systems are in place. Ensure that all staff are sourced to comply with all the requirements of section D Training and Competency and that site specific inductions are organised. Ensure that the plant, work equipment and PPE selected are appropriate as per section E Plant, Work Equipment and PPE. Complete an assessment of the actual requirements for the site. The Contractor will have to programme the collection of the waste and emptying of the waste in accordance with the provided schedule and liaise with the Delegated Service Manager regarding any particular access requirements. Task Description Service Levels The Contractor is required to manage the whole process of waste collection and disposal, from providing the containers, collection and transport of the waste, recycling / disposal and compliance reporting. Skips may be delivered, serviced or collected from sites between the hours of 8am to 5 pm Monday to Friday, unless agreed otherwise with the Delegated Service Manager. Where skips are collected or delivered close to residential properties, the Contractor shall ensure that the operation is performed as quietly as possible. The Contractor shall inform the Delegated Service Manager immediately when a collection cannot be made and to provide an alternative date for collection at the same time. The required level of customer service will be: One phone number and address for all queries and information. Dedicated manager and support personnel to The Employer to be provided. Page 6 of 10

7 Response times to calls / s from The Employer, within 4 working hours with either resolution or action being taken to resolve the issue. Delivery of temporary containers within 2 working days upon receipt of instruction Delivery of permanent skips to new locations within 15 working days upon receipt of instruction and the information required regarding emptying frequencies and the site specific access plan. Requests for exchanges to be completed the next working day, if the request is received before midday, or on the second working day if received after midday Turnaround time to resolve any service failures, e.g. missed lifts etc., by the end of the next working day The provision of bar code readers that electronically record the date and time of collection made may be required at certain sites, the Contractor is to provide a separate cost for this service and the ability for it to be instructed on a site by site basis by the Delegated Service Manager Before and after photographs of serviced sites to be made available on request by the Delegated Service Manager. Requirement for Skips There will be a requirement for skips at both fixed locations and temporary work sites. The Delegated Service Manager will provide the Contractor with Site Access Plans providing the locations of skips to be emptied, the container type and waste type will be defined in accordance with Section C Scope. The contractor is to deliver and collect the skip to the required location on the date and times as detailed on the corresponding Task Order issued by the Delegated Service Manager. There may be considerable variation in the length of time between the delivery of the skip and the request to empty the skip dependant on the site and waste type being collected; and skips may not require empting for several weeks and will remain on site until the contractor is instructed to empty them by the Delegated Service Manager. Skips should be exchanged/ removed from site when full or no longer required the next working day, if the request is received before midday, or on the second working day if received after midday Skips should be positioned within screening (where available) and lined up straight within any fencing or skip storage area. Skips and collection vehicles should not be positioned where they would obstruct access points, roads, driveways, towpaths or public footpaths for any length of time and any replacement skip should be positioned in the same location as the previous skip, unless otherwise instructed by the Delegated Service Manager. If the skip location has waste left on the ground rather than in the skip then the contractor will be required to pick up and remove the waste from the area. If this is due to the contractor not performing the service then this will not be chargeable to The Employer; if the clean-up is Page 7 of 10

8 not due to the contractor s performance, then a Task Order will be issued by the Delegated Service Manager retrospectively upon production of dated photographic evidence. The Contractor shall be responsible for the sheeting of all loads and for the provision of suitable sheets. If any dirt or debris falls from a skip whilst it is being loaded onto the collection vehicle, the contractor is to clean the area and remove the fallen waste. The Contractor shall ensure that any waste does not enter the canal during the collection operation. Where applicable, the keys for the skip sites are available via the Delegated Service Manager; the contractor is required to ensure that all sites are left secure once they have exited the site. Where sealed and lockable skips are provided, the Contractor is to provide the Delegated Service Manager with the relevant keys to the locking devices. All skips are to be of sound construction and be regularly painted. The Contractor shall provide a cleaning service for interior or exterior of the skip where the Delegated Service Manager deems the condition of the skip unsuitable. If no cleaning service can be provided, the Contractor shall provide a replacement skip at no extra cost. Requirement for Grab Loader Wagons The Delegated Service Manager will provide the Contractor with Site Access Plans detailing the locations of sites requiring the attendance of a Grab Loader Wagon and instruct works via a Task Order. There will be a requirement for Grab Loader Wagons at both fixed locations and temporary work sites; the wagon and waste type will be defined in accordance with Section B Scope. The contractor is to attend the required location on the date and time agreed with the Delegated Service Manager and use the wagon to collect the waste from a hopper, container or off the land. The waste is to be taken off site once the wagon is full or all the waste has been collected and the Contractor is responsible for reusing, recycling or disposing of the waste. The Contractor shall be responsible for the sheeting of all loads and for the provision of suitable sheets. If any dirt or debris falls from the grab bucket, hopper or the wagon whilst it is being loaded, the contractor is to clean the area and remove the fallen waste. The Contractor shall ensure that any waste does not enter the canal during the collection operation. Re-use and Recycling The Employer is committed to effective reuse, recycling and recovery of all the waste it produces. The Contractor must take all reasonable steps to apply the waste hierarchy when transferring waste to ensure that as much of the waste as possible is reused, recycled or recovered. Specific requirements are: The Contractor to provide a monthly and annual record in a format agreed with the Service Manager, of the percentages of waste sent to landfill and percentage of waste diverted from landfill (reused / recycled / recovered) Page 8 of 10

9 The Contractor must be able to provide for sorting of all non-hazardous construction, demolition and excavation waste, contained within operational skips and grab loader wagons, to ensure that the majority of recyclable materials are diverted from landfill. As a minimum 50% of the waste managed on behalf of the Employer by the Contractor must be diverted from landfill. Where waste is sent for disposal the Contractor should consider and advise the Employer of alternative waste management options to achieve increased reuse / recycling / recovery of waste. Provide information to the Employer, within the first 12 months of the contract, of the options available to ensure a minimum of 90% of the wastes transferred are reused / recycled / recovered. The Employer is aware that material provided to recyclers has a resale value and as such the Contractor will be required to provide a cost for the handling of the recyclable material and a proposal for a percentage share to be paid to The Employer of any profit from the resale. Landfill Tax The contractor is to ensure that landfill tax is only paid (at the correct rate) on applicable waste and should use recycling as a tool to reduce The Employers landfill tax obligation. Particular waste types are landfill tax exempt as stated in Service Information Part A. The Delegated Service Manager is to inform the contractor of any waste that is exempt from landfill tax. Landfill tax should not be charged on the percentage of waste segregated for recycling / reuse or waste that is exempt. Housekeeping and Damage The Contractor shall be responsible for leaving the site in a clean and tidy state, and for removing from site any waste materials resulting from the service. If waste materials resulting from the service are left on site, the Contractor shall make an additional visit, at no charge to the Employer, to remove such materials. Any damage to the Employers property as a result of providing the service is to be rectified and made safe at the Contractors expense. Any such damage should be reported to the Delegated Service Manager within 24 hours of the damage occurring, the report should detail the proposed methodology for rectifying the damage for acceptance by the Delegated Service Manager. G. Outputs and Records The Contractor is to provide the Delegated Service Manager with the following: For regular waste collections of the same waste, such as from our fixed operational skip locations, the Contractor should provide waste transfer notes covering 12 months (season tickets) to cover all collections from the site. 10 must be uploaded onto the Framework Contract SharePoint Site on an annual basis for completion / signature. For one-off collections / different waste types, that are not covered by the season tickets, the Contractor must provide waste transfer notes for completion / signature by the waste producer and copies of all such transfer notes must be uploaded onto the Framework Contract SharePoint Site. Any waste transfer notes must be saved as a.pdf file with the file name containing the site location, Waste Transfer Note, month and year. An example would be Greenberfield Waste Transfer Note December 2013.pdf. Copies of any training and competency records of staff when requested. Provide a monthly service report in a format agreed with the Service Manager that records the total number of requested services, including routine empties, skip exchanges / removals, temporary and new container requests. The monthly service report must provide a record of the percentage service success and the reason for any failures i.e. any failure of the customer service levels provided above. Provide a monthly and annual record in a format agreed with the Service Manager of the volume, tonnage and types of waste collected Provide a monthly record in a format agreed with the Service Manager of the locations of all waste collections Provide a monthly and annual record in a format agreed with the Service Manager of the percentages of waste sent to landfill and percentage of waste reused / recycled / recovered.
