1 TERMS OF REFERENCE FOR SERVICE CONTRACTING Assignment Location Construction of Steel Portal Frame Shades Zaatari, Azraq Refugee Camps and Ruwayshid 1. JUSTIFICATION/BACKGROUND To safeguard children from exposure to the weather, UNICEF Jordan Country Office is seeking proposals from established companies for the construction of new Steel Shades over playgrounds in various locations in Jordan. 2. OBJECTIVE AND TARGETS Proposals are requested from suitable, established companies for the fabrication and installation of a portal framed steel shade. The new shades shall be located in different locations as per the directions of UNICEF and might be located in refugee camps in Za atari and Azraq. The size of the shade will vary depending on the site requirements and the available land area. Individual Purchase Orders shall be issued per shade required specifying the size in square meters (m 2 ). Please refer to the below specifications for guidance in preparing your proposals:- The main shade skeleton will comprise of portal frames made of structural steel hot rolled sections forming a rectangular shade with replicas of the frame each 5m pitch The ground surface covered by the shade will be variable in finishing; it could be done with concrete, gravel or filled with playground equipment and that is out of the scope of this TOR. The shading material should be corrugated steel sheets bolted properly to the steel frame; it is understood that the sheets are intended for the roof cover only. The shade should be stabilized with designed concrete foundations. All sharp edges must be smoothed off so as to safeguard children from injury. The site should be cleaned from all types of debris, waste, or unused materials before final handover. 3. SCOPE OF THE WORK The following specifications should be followed when completing the Bill of Quantity and proposals, also see Annex 1:- Technical requirements: 1. The shade skeleton should be designed to resist loads as per the Jordanian Code of Structural Loading considering gravity, wind and earthquake loading. It is the Contractor s sole responsibility to assure the safety, serviceability and stability of the structure. Certification stamps from the Jordanian Engineers Association may be required to prove the suitability of the design. 2. The package should include the steel member design and connection detailing, with enough bracing, also concrete foundation design with reinforcement detailing should be submitted. 3. Design Calculations, Technical Drawings and Material Specifications should be included in the package. Concrete Foundations:

2 1. The Excavation Works should be done until a suitable solid layer of soil is reached, it is the contractor s responsibility to measure the bearing capacity of the soil layer as implied by the location and assure its suitability for foundations and load handling also to include it in the design calculations. 2. The top level of the foundation should be at least 50cm below natural ground level and a concrete column neck should be used to raise the level of concrete to 10cm above the ground level. 3. Below the Reinforced Concrete Foundations there should be a layer of 100mm of plain concrete painted with two layers of asphalt water tight membrane, the same type of asphalt isolation should be applied to the sides of the foundation after shutter removal to protect the foundations. 4. Proper structural design of the foundations should be performed as per ACI code and the calculations should be handed for approval. Proper consideration of Concrete Clear Cover will be monitored. 5. All the reinforcing bars used in the foundations should be larger in diameter than 10mm and conforming to ASTM 615 Grade 60. Minimum Concrete Grade allowed is 21MPa for Compressive Strength. 6. Backfilling should be done using selected approved material as per the standard procedures. Structural Steel Elements: 1. The Structural Steel members used for the fabrication should be new and proved clear of defects conforming to ASTM A36, the contactor should submit Mill Test Certificates (MTC) relevant to the heat number of the steel sections intended for use for the project. 2. The dimensions of the sections should be as per the common published tables with minimum deviations. 3. As the Structural Design is the sole responsibility of the Contractor then the section size selection should be performed by him and as he is responsible for the Fabrication Process as well then the connection design should be his responsibility, the contractor should submit design calculations for both subject to the approval of UNICEF. The slope of the frame members is subject to the structural design as long as they keep the minimum slope for rain water drainage. 4. All required welding works should be done in the shop according to the ASME standards and performed by certified welders of proper certifications, the contractor should submit the certificates of the welders as well. Site Welding is prohibited in all cases. 5. For the connections; the bolts to be used should be conforming to ASTM A325 or Grade 8.8 as per the ISO standards. 6. As the shades will most probably be installed in a very windy locations; the use of spring washers is highly recommended. 7. The steel skeleton should be painted after proper cleaning with Three Layers of epoxy paint and its primer designated for steel structures with a total thickness of 200 micron. 8. The painting works should be done in a confined space in the shop and only touch paint is allowed on site. The paint color should be River Blue as per RAL Once the skeleton has been installed and calibrated, then cementitious grout of suitable strength grade and particle size should be casted to fill any residual space below the columns end plates. 10. All the Anchor Bolts endings should be covered with tight Plastic Caps to protect the children from any sharp edges of the bolts threads. 11. The contractor should make sure that the purlins and bracing members used are compatible and suitable in performance. Steel Sheet Cover:

3 1. Once the Contractor erect the main steel skeleton with the purlins and bracing then Metal Steel Sheet should be covering the shade structure. 2. The Contractor should submit the MTC for the steel material and the sheets should be corrugated with thickness of 0.5mm minimum, pre-galvanized and pre-painted from both sides with the same properties and color which should be grey white as per RAL The Steel Sheets should be bolted to the purlins using self-drill screws of minimum diameter of 6mm every 50cm and over lapped for minimum 25cm. 4. The Steel sheets are required to cover the roof of the shades only as they are intended to be used for shading, the sides should be kept without cover. 4. EXPECTED DELIVERABLES Design, Prefabrication and installation of steel shade including all necessary civil works in accordance with Specifications and local/international standards. Contractor to be responsible for all security of his assets, personnel and site during the construction phase. UNICEF shall assist the successful Contractor with entry permits to Refugee Camps. The successful contractor shall be responsible for obtaining all other required Permits and Stamps along with any necessary Certification from the Jordanian Engineers Association for the Design and its Relevant Documents as it is his sole responsibility to be safe, compliant, and operational. The Contractor shall clear the site of any debris before final handover. 5. REALISTIC DELIVERY DATES AND DETAILS ON HOW THE WORK MUST BE DELIVERED All work to be delivered on site. Time frame will depend on actual work required. 6. OFFICIAL TRAVEL INVOLVED 7. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE The successful contractor will hold a Classification Certificate from the Jordan Contractors Association stating that the firm is specialized in Steel Structures, and should submit enough evidences of staff qualifications, proper fabrication facilities and suitable equipment to execute the scope of work. 8. PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS Project delivered on time and conformance to specifications. Weekly progress reports submitted on time. 9. FREQUENCY OF PERFORMANCE REVIEWS Performance reviews to be carried out annually for LTA 10. CALL FOR PROPOSALS

4 The specifications and Bill of Quantity are included herein to detail UNICEF s requirements. Bidders are invited to submit proposals in line with these requirements, detailing the technical advantages of their proposal. Tentative technical drawings only are required in the bidding phase while, upon issuance of the LTA, the successful bidder(s) will be asked submit a full technical package showing the design calculations, technical drawings, and material specifications for the Evaluation and Approval of UNICEF. Bidders are to ensure that the following documents / pieces of information are included in their bids:- 1. Priced Bill of quantity. Stamped and signed. 2. Tentative Technical drawings. 3. Documents signed and stamped stating length of warranty period in calendar days and details of what is covered under the warranty. 4. Official and Valid Company Registration as a Contractor. 5. Classification Certificate from the Jordan Contractors Association / Jordanian Engineers Association. 6. Company Profile showing that the contractor has successfully completed similar projects, including a reference contact list for minimum three recent projects (name of client, contact person, official address and phone number). 7. Company Organogram with the Curriculum Vitae for key personnel showing that the contractor has sufficiently experienced staff. 8. Company List of facilities and owned equipment available to undertake the work. 11. INDICATION OF HEALTH STATEMENT AND CERTIFICATE OF GOOD HEALTH HAS BEEN RECEIVED PRIOR TO SIGNING THE CONTRACT 12. UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE Standard UNICEF contractual penalties shall apply 13. INDICATION THAT THE CONSULTANT/INDIVIDUAL CONTRACTOR HAS RECEIVED A COPY OF THIS DOCUMENT OR. ALTERNATIVELY, AN EXPERT OF RELEVANT PROVISIONS INCLUDING THOSE CONCERNING LEGAL STATUS, OBLIGATIONS AND TITLE RIGHTS. 14. CONDITIONS The contractor will work on its own computer(s) and use its own office resources and materials in the execution of this assignment. The contractor s fee shall be inclusive of all office administrative costs. Contractors will be reposbible to arrange for the transporartion for the site visits. UNICEF will nto be responsible for the expenses incurred in that respect. Please also see UNICEF s Standard Terms and Conditions attached. The Contractor is Not allowed Joint Venture or to Sub-Contract the entire scope of work to some other entity officially or non-officially. In case the contractor needs to sub-contract some certain part of the scope; prior approval from UNICEF should be granted to the scope, amount and the quality of the subcontractor, accordingly, the contractor should submit All required documents to the satisfaction of UNICEF to approve such Sub-contract Agreement. In case the contractor sub-contracted part of the

5 scope to another company without the Approval of UNICEF then it is understood that UNICEF may choose to ban the contractor and the sub-contractor from entering the site, terminate the contract without paying any demerges or compensations to the contractor what so ever, and is allowed to terminate the Purchase Order and / or the Long Term Agreement.
