1 Prime DESIGN PHASE SERVICES FOR RENEWAL/MODERNIZATION FACILITIES REYNOLDS BUILDING #1 COLLEGE OF DESIGN Project Scope: $34,000,000 INTRODUCTION The is requesting the services of an ARCHITECTURAL FIRM to provide design services for the Renewal/Modernization Facilities Project of the Reynolds Building #1 for the relocation and consolidation of the College of Design, located in Lexington, Kentucky. This solicitation includes architectural, interior, M/E/P, landscape, civil, structural, interior graphics, and wayfinding design services. The consultant design team will be responsible for furniture layout and for generating furniture lists and specification sheets as necessary. UK-CPMD Interiors will be available for limited assistance with furniture reviews, selection and ordering. A separate RFP will be issued within a two week period of this RFP for solicitation and selection of a Signature Design Architect. The Signature firm will be assigned to the Prime Consultant Design Team as a subconsultant primarily in the Programming, Schematic, and Design Development Phases. Specific responsibilities will be established during the fee negotiation stage. It is the University s desire that the Reynolds #1 Building follow The Secretary of the Interior s Standards for Rehabilitation & Illustrated Guidelines for Rehabilitating Historic Buildings. A contract will be negotiated for the full design services, however, an initial award will only be made for design services through the completion of final construction documents. An amendment will be issued to add bidding and construction administration services at a later date. In addition, a reimbursable line item will be negotiated in the contract to provide Independent Testing Services (to include special inspections). The consultant shall be responsible for review of all reports and for writing any final acceptance letters as may be required by authorities having jurisdiction. A reimbursable will also be included in the consultant contract for a specialty security consultant who will provide design and coordination oversight of the security and hardware systems. The design team's SF330 submittal should include ONLY the names of individuals that will comprise the project team, clearly indicating the specific role each will play in the overall project from schematic design (phase 1) through construction administration (phase 5). This is necessary for the primary design firm as well as for each sub-consultant proposed for the project team. Hereinafter are listed the criteria, including the scoring weights, by which each firm s submittal will be evaluated. Bearing this in mind, each firm's submittal should clearly and thoroughly address all criteria to allow objective evaluation of the firm's previous experience and capability to successfully complete this project. All submittals should be in an 8 1/2" x 11" bound format and GIVE SPECIFIC PROJECT EXAMPLES, including photographs, drawings, resumes, programs, etc. to properly substantiate the firm as well as individual experience in all categories. The submittal should include a BRIEF EXECUTIVE SUMMARY (maximum of 3 pages) as a cover to the submittal, as well as a response to each of the evaluation criterion (maximum of one page per criterion). The SF 330 should be provided in support of the Executive summary and criteria response. BE SURE TO SPECIFY WHO THE PROJECT MANAGER WILL BE IN THE EXECUTIVE SUMMARY. The Project Manager is defined as the consulting team member who will act as the Design Team s primary point of contact for the duration of the project with the University s designated Project Manager so as to coordinate and manage design and construction administration services and/or activities. The consultant should focus their submittal toward the issues and needs that are unique to this project. Design Teams expressing interest in this project should demonstrate what special experience and/or attributes their team has that makes them the most qualified for this project.

2 Page 2 Include ONLY relevant projects that have been completed within the last ten (10) years for the overall team, individual firms and the Project Manager. Use specific project examples that will illustrate the team and individual team members abilities to complete this project in a satisfactory manner. The is dedicated to promoting DBE participation in University work. (Scoring for each category will be as indicated herein.) EVALUATION CRITERIA The following criteria will be used in the evaluation of the submittals: A. PRIME FIRM (1-20 PTS) Primary firm's recent experience involving additions to and renovations of existing historic structures of the magnitude of this project, and/or other significant structures of similar scale and complexity. Describe the firm s strategy to assure compliance with the defined programmatic needs for a facility of this scale and complexity. The submittal should indicate projects recently completed by the Prime Firm with regards to design excellence which suggests a capability of providing an acceptable design solution in context with the facility. B. DESIGN TEAM (1-15 PTS) Emphasis should be placed on indicating who the design team will be on this project. Attention should be given toward indicating who the sub-consultants will be, their respective rolls, and who the specific team members will be. Skills necessary to meet the project schedule, budget and design criteria should be demonstrated by all team members. Identify key personnel within the firm and their corresponding roles on this project. Explain their qualifications resulting in their being proposed for this project. Include a matrix indicating who the full design team members will be and what their respective roles were with the examples listed. C. PROJECT MANAGEMENT (1-30 PTS) Identify who the Project Manager will be and indicate his/her experience with planning, managing and coordinating all aspects of a project of this scale and complexity in a professionally competent manner. Experience should include management and coordination of a full design team on projects of similar scope and complexity. Project Manager should have recent experience with additions to and renovations of existing historic structures, and/or other projects of similar scale and complexity; submittal should explain the significance of each project listed. (Please include a maximum of 5 project examples.) Design Team should be experienced in working with current technological tools, to include design using building information modeling (BIM) and web-based project management systems. Design Team should show commitment necessary to adequately manage and coordinate the project through all phases of programming, design, contract documents, bidding and construction administration maximizing project funds, while minimizing change orders and maintaining an aggressive project schedule.

3 Page 3 D. SCHEDULE AND BUDGET MANAGEMENT (1-15 PTS) Demonstrate the Team s abilities to successfully manage budgets and schedules. Include past performances as well as processes to be used on this project. Include the number of change orders issued for each example listed and include the percentages of change order costs when compared to the awarded construction amounts. CONSTRUCTION ADMINISTRATION (1-20 PTS) Award Amt # of CCOs & % Bid Explain Team s approach to construction administration, and how the Team will respond to issues that may arise during construction. Design Team should be familiar with the CM delivery method, and should have experience working with Construction Management firms for coordination and completion of projects using this delivery method. The consultant should be careful to address each criterion, as neglect of any section will result in a lower total score for the team. DO NOT ASSUME THOSE REVIEWING THE SUBMITTALS ARE ALREADY FAMILIAR WITH YOUR TEAM. Your presentation should be concise and to the point. Emphasis should be given to a few examples which clearly show the team's qualifications, rather than numerous examples which are unrelated to this project. 4 Page 4 EXECUTIVE SUMMARY A. PROJECT DESCRIPTION This project will renovate the existing Reynolds Building #1 for the College of Design thus allowing the College to consolidate from four buildings into one facility. The building is under-utilized and formerly housed Auxiliary Services Stores as well as Facilities storage. This renewal of the Reynolds Building will provide an adaptive re-use of a historic structure continuing the concept of an arts and design district on the northwest area of the campus. The renovation will include a small addition for vertical access and student commons space. The design will create large, open spaces for studios, classrooms, offices, and other support spaces for current future programs. B. BUDGET SUMMARY The total scope of this project will be up to $34 million, with a total maximum construction budget of approximately $26,560,000, to include costs for Construction Management Services as well as for trade contracts, to include demolition, utility infrastructure, site development, and abatement of hazardous materials. The project may include the renovation of the existing facility as well as the design and construction of a new addition. The construction budget is to include all utility infrastructure work as may be required to support the expanded facility. Remaining funds are for furnishings/equipment, UK administrative costs, contingencies and design fees.

COLLEGE OF DESIGN VISION AND BACKGROUND The following exert is provided by the Leadership of Design Advisory Committee for the College of Design: VISION: What is the future of design education? The College of Design has embarked on an ambitious plan to launch new initiatives, expand existing programs, establish new lines of design research, and foster creative scholarship. For the first time since the College of Design was created, we will unite all of our disciplines under one roof in the historic Reynolds Tobacco Warehouse at the perimeter of the campus. These endeavors are projected to double the enrollment of the College. The Reynolds Warehouse will provide a platform for interdisciplinary collaboration across design and scholarly disciplines. Serving as a gateway to campus, the building is located at the western boundary of a developing district that includes the College of Education, SAVS (Visual Arts), and multiple future campus development sites. BACKGROUND: The College of Design was formed in 2002, combining established programs in Architecture, Interiors, and Historic Preservation. The College has plans to add Urban & Environmental Design (2019) and Product Design (2020). The College currently occupies 75,000 square feet in four separate buildings on the central campus. The new facility will combine all functions of the College under one roof as well as accommodate aggressive growth in enrollment within the first five years after occupation. Reynolds Building No. 1 is a former tobacco warehouse built in 1917 and acquired by the University in Historically, it was part of a larger district utilized by the tobacco industry. The building has never been renovated and was utilized for art studios by the University until 2015, at which time, the School of Art & Visual Studies (SAVS) renovated and moved into another warehouse building nearby. The Reynolds Building has approximately 140,000 share feed of floor plate. The building is a steel and wood structure with three floors, located on a challenging site adjacent to an arterial highway underpass and surface parking lots. A companion warehouse, which is not part of the current rehabilitation project, sits adjacent to the northwest side. DESIGN/PROJECT GOALS: Creatively and sensitively rehabilitate a historic building; Embody the College s commitment to excellence in design practice, history, research, and scholarship through sustainability and preservation; Deliver a facility that enhances the undertaking of contemporary studio and classroom education, scholarly and applied research, experimental fabrication, and collegial interaction; Provide studios, classrooms, and social spaces that stimulate innovation, interaction, and pedagogical and research needs; Integrate technology, analog-to-digital, and fabrication as a core pedagogical component for teaching designthinking and inspiring cross-disciplinary innovation; Reimagine the role of a design library; Utilize the building itself as a teaching tool for design, fabrication, historic preservation, and building science; Integrate site into district and larger campus.
