4 Foreword This standard is the certification criteria for Eco-label revised through deliberation of a committee to set up the certification criteria according to the procedure specified in the Environmental Technology and Environmental Industry Support Act. Accordingly, it is certification criteria for Eco-label made in the internationally standardized form without changing any technical matters of EL243.Thermal Insulation Materials EL /9/ It should be noted that parts of this standard may in conflict with patent rights having technical characteristics, patent applications after laying-open of application, utility model rights or application for the utility model registration after laying-open of application. Thermal Insulation Materials [EL /9/2015-5] 1 Scope This standard specifies a method to confirm the certification criteria and conformance of Ecolabel of thermal insulation materials made of inorganic materials, synthetic resins, synthetic rubber or cellulose materials. However, the bricks shall be excluded. 2 Normative references The following documents, in whole or in part, are indispensable for application of this standard. 8 KS M 6962, Standard specification for elastomeric foam thermal insulation material KS M ISO 4898, Rigid cellular plastics Thermal insulation products for buildings Specifications KS Q 5002, Statistical presentation of data Standard for process test of indoor air quality, the announcement by the Ministry of Environment in accordance with the Environmental Examination and Inspection Act 3 Terms and definitions For the purpose of this document, the following terms and definitions apply. 3.1 Waste Post-consumer waste and pre-consumer waste 3.2 Post-consumer waste Materials discharged after serving its intended end use through the normal distribution channel 3.3 Pre-consumer waste Materials not used as a complete product as it was made in the form of scrap during the product-manufacturing process Note Materials generated during the manufacturing process and then put into the same manufacturing process again shall be excluded. 3.4 Waste use rate Weight percentage of waste over total raw materials for products 3.5 Molded product Thermal insulation materials in the shape of a plate, a sheet, a mat or a barrel, etc. 3.6 Slag Gangue separated from the melted metal by specific gravity of objective material in the process of manufacturing metals in the shaft furnace and the converter 3.7 Ozone depletion potential (ODP) Value indicating the relative impact of substances depleting ozone when the ozone depletion impact of CFC-11 is set to be Global warming potential (GWP) Value indicating the relative impact of substances impacting global warming when the CO2 s impact is set to be 1 Note This criterion shall apply 100 years as GWP in accordance with the Climate Change 2007, the Fourth Assessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC). 2

9 3.9 Volatile organic compounds (VOCs) Liquid-type or solid-type organic compounds which continue to volatilize in the air at a certain temperature and pressure 3.10 VOCs emissions The quantity of VOCs (volatile organic compounds) released to the outside when using the product, which is the value per unit hour measured under the specified conditions Note This standard tentatively defines them as VOCs from n-hexane to n-hexadecane on the chromatogram, which is created by the gas chromatograph equipped with the mass spectrometer. 4 Environment-relate Criteria Environment-related items considering the whole processes of thermal insulation materials are given in the Table 1. Note 2 These criteria may be skipped if it can be proved in an objective manner that the application of the waste use rate is not appropriate in order to support special functions like flame retardancy, and the thermal insulation performance comply with the criteria specified in Ban to use asbestos Asbestos shall not be used. 4.4 Flame retardant Flame retardants used in the product shall comply with the following criteria. a) It shall not use polybrominated biphenyls (PBBs), polybromodiphenyl ethers (PBDEs), tetrabromobisphenol A (TBBPA) and hexabromocyclododecane (HBCD) as flame retardants. However, this criterion is considered to be complied with if the sum of all PBBs PBDEs, TBBPA and HBCD is below 100 mg/kg, or if the total bromine content (Br) is below 30 mg/kg. Note HBCD criterion shall be effective from Jan 1, b) Substances belonging to Group 1, Group 2A, Group 2B as a classification symbol of IARC (International Agency for Research on Cancer) shall not be used. 4.5 Foaming agent Foaming product shall use the materials of which ODP is 0 and GWP is less than 3,000 as the foaming agent. However, this criterion shall be effective from Jan 1, 2017 for products in the following categories. a) The rigid polyurethane thermal insulation materials for construction foamed with the forming agent of which ODP is less than 0.11 and GWP is less than 3,000 b) The extruded polystyrene foam thermal insulation materials for construction foamed with the forming agent of which ODP is less than 0.07 and GWP is less than 3,000 4

11 4.6 Thermal insulating effect Thermal insulating effect of the product shall comply with the following criteria. a) Products of which standards on the thermal insulation capacities (thermal conductivity, thermal resistance, and resistance of heat transmission) are prescribed in Korean Industrial Standard shall comply with relevant criteria specified in the corresponding Korean Industrial Standard. Note Products of which standards on the thermal insulation capacities (thermal conductivity, thermal resistance, and resistance of heat transmission) are prescribed in Korean Industrial Standard include product defined in KS F 4714, KS F 6306, KS F 5660, KS L 9101:2009, KS L 9102, KS L 9106, KS M 3808, KS M 3809, KS M 3862, KS M 6962, KS M ISO 4898, etc. b) For the products for which thermal insulation performance (thermal conductivity, thermal resistance and resistance of heat transmission) is not specified in the Korean Industrial Standard, the thermal conductivity shall be 44 mw/m K or less. 4.7 Sound absorption performance Products which are marked with the sound absorption performance shall verify that its sound absorption performance is excellent. 4.8 Indoor air pollutants Products which emit VOCs and formaldehyde having potential influences on indoor air shall not fall in building material category specified in the Law on indoor air quality management at public facilities. 5 Quality-related Criteria 5.1 If Korean Standards are available as a national standard of the product in question, it shall comply with the quality or performance criteria of that standard. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria. 5.2 If no Korean Standards are available, it shall comply with the quality and performance criteria according to the following order of priority. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria. a) National standards other than Korean Standards b) Foreign country s national standards or international standards regarding quality of a product in question c) Collective Standards according to the Article 27 of the Industrial Standardization Act 5.3 If it is not possible to apply criteria described in 5.1 or 5.2, an applicant can suggest criteria for quality and performance such as collective standards which are recognized as equal or higher one as the national standards in relevant industrial field, and request for application of those criteria. The deliberation committee shall deliberate the applicant s request considering the validity to apply suggested standards and performance criteria. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria. 5

12 6 Information for Consumers 6.1 Reasons for certification As for certification background, matters contributing to reduction of environmental effects caused by the product shall be displayed in the product catalogue. 6.2 Waste use rate Information on the waste use rate in the thermal insulation materials shall be provided. Note This information shall apply only to the applicable products. 6.3 Precautions Information on the precautions for construction of the product shall be provided. Note Thermal insulation materials for construction shall include directions for construction which allows to construct the material suitable for the construction standard for prevention of heat loss in a building specified in the Rule of building facilities standards of Article 59 of the building act ) 7 Verification Methods and Test Methods 7.1 General a) One test sample shall be required for each product applied. Only if more than one test sample is needed, additional test sample can be added. b) Test samples shall be collected at random by Eco-label certification body from products in market or those in storage at the production site. However, a method to collect samples for verification specified in 4.8 shall be in accordance with KS I ISO c) The test results shall be numerically set by adding more than 1 cipher to individual standard cipher according to KS Q However, if the test method specifies the number of ciphers, it shall be complied with. Note The test result shall include matters related to the numerical calculation. 7.2 Verification methods Test methods and verification methods by each item of the certification criteria are given in the Table 3. 6

15 Common Criteria, Notice No , the Ministry of Environment 1. Those who have received the certifications for Eco-label shall comply with the environment regulation standard during the certification period. However, even when the person violates the environment regulation standard, if the person submits the detailed violation, an improvement measure and a measure to prevent a repeat of the violation including the following items to the president of the Korea Environmental Industry & Technology Institute (hereinafter referred to as the president of Technology Institute ) and takes the measure within 1 month from the date of violation, the person shall be considered to comply with the criteria. A. List of environment regulation standard in the person s location B. System to implement the environment regulation standard (including an organization chart describing each person s role) C. Regulation for storing records and documents related to the environment regulation standard. 2. With respect to marks of information for consumers specified in the certification criteria by each subject, the following matters shall be complied with. A. Product-related information for consumers shall be marked on the product cover. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it on the product cover, it can be marked on an appropriate part where consumers can perceive relevant information such as product package, a product guide or a user guide. B. Service-related information for consumers shall be marked inside and outside the building in the business site where service is operated. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it inside and outside the building in the business site where service is operated, it can be marked on an appropriate part where consumers can perceive relevant information such as a contract, a delivery statement, a letter of warranty or promotion materials. 3. Those who are to receive certification for Eco-label or have receive the certification shall comply with the Act on Fair Labeling and Advertising for establishing an order for fair trade and for protecting consumers. 9

16 4. The person shall not conduct unfair marks, labeling or advertising related to the environmental aspects of the product in accordance with the Article of the law. 5. With respect to various standards cited in the certification criteria for each product, the latest version of standard when applying for the certification shall be applied unless otherwise specified. In addition, in case that the regulation criteria is strengthened more strictly than that certification criteria for each product due to revision of relevant laws or regulations, the strengthened criteria shall be tentatively applied. Also, in case that the criteria are abolished, the criteria before abolition shall be tentatively applied by when the relevant certification criteria are revised. 6. In case that it is judged that the application of quality-related criteria in accordance with the certification criteria for each product is not suitable, the president of Technology Institute can set and implement the quality criteria for relevant products. [Verification method in accordance with the certification criteria] 1. The test report in accordance with the specified test methods means a test report issued by an agency designated by the president of Technology Institute among the following items. However, if the person who applied for certification of Eco-label seeks to be verified with the test result implemented by a testing or inspecting laboratory not corresponding to one of the following items, the person shall get confirmation and verification in the presence of a professional designated by the president of Technology Institute. A. Korea Environmental Industry & Technology Institute in accordance with the Sub-clause 12, Clause 4, Article 5 of the law B. Testing/ inspecting laboratory recognized in the accrediting system for testing/ inspecting laboratories in accordance with the Article 23 of the Framework Act on National Standards (e.g. testing/ inspecting laboratory accredited by KOLAS) C. Testing/ inspecting laboratory designated and accredited by the president of central administrative agencies in accordance with relevant laws D. Foreign testing/ inspecting laboratory complying with the international standard, ISO/IEC E. Testing/ inspecting laboratory recognized by the president of Technology Institute in case that it is difficult to conduct a test in the laboratories specified from A to D. 10

In case that the president of Technology Institute requests test-related materials, the testing/ inspecting laboratory that issued a test report in accordance with the clause 1 shall follow the request as long as there is no specific reason. If the laboratory rejects the request without any reasonable cause, the laboratory may be restricted to conduct a requested test. 3. With respect to verification of submitted documents, whether it complies with the certification criteria shall be verified with the test reports, statement of raw materials supply/production, certificates related to the product, user guides or manuals or products that are submitted by the person who seeks for certification of Eco-label in order to verify that the product complies with relevant criteria. In case of service, it can include performance materials, documentary evidence and photos of the side. However, if it is difficult to verify it only with the submitted documents, tests corresponding to the clause 1 may be added. 4. In case that the person who has already receive the certification seeks for additional certification on models using the same materials, parts or components as the certified product, the existing verification result may be applied to relevant raw materials, parts or components. However, the test report in accordance with the clause 1 shall be that issued within 12 months from the date of applying certification. 5. In case that the person gets certification in accordance with the Sub-clause 2, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. 6. In case that the person gets certification in accordance with the Sub-clause 3, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. However, with respect to environment-related or qualityrelated criteria which may be influenced by the wholly or partly different environmental aspects and quality information among models, each model shall be verified.
