5 Surface dressing with glassfiber what it is? It is a surface dressing, where chopped glassfiber is added between two layers of emulsion with one go.

6 What is an idea of glassfiber in emulsion? It gives a crack and fatigue resistant surfacing characterised by its enhanced tensile strenght

8 Technology Glassfiber is chopped to mm lenght fibers. Then spreaded homogenously at full spreading width between two bitumenemulsion layers with one go!

18 History of Contracting of Road Maintenance in Estonia Untill 2000 all road maintenance works in Estonia were mostly performed by state owned units First larger tender to contract maintenance works was carried out in 1999 In 2000 contract was signed to performed maintenance works on 1200 km state roads

19 Step by step contracting of maintenance works continued and by 2008 all maintenance works were done by contractors First contracts were made for three years Today maintenance contracts last eight years

20 Organization 18 maintenance districts Public procurement of maintenance works Contract between Road Administration and successful tenderer eight years Supervision performed by the regional specialists of Road Administration

21 Conditions of procurement Tenderers must confirm: Availability of necessary and qualified personnel for maintenance works Availability of necessary machinery and equipment Solid financial situation of tenderer Existence of necessary licenses

22 Before signing the maintenance contract: Inspection of roads Road area, all road facilities and traffic control devices assigned to the contractor

23 Two different types of summer maintenance works Routine maintenance works performed continuously to ensure required state of roads Periodic maintenance and preservation repair works to perform, quantities and deadlines agreed yearly.

26 Price of maintenance works Routine maintenance price from bid. Unit prices are not determined. Complex prices for every state level for paved roads, gravel roads and bridges and viaducts are used. Periodic maintenance and preservation repair - price from bid. Unit rates and quantities of works are determined.

27 Adjustment of prices Complex prices for routine maintenance and unit prices for periodic maintenance and preservation repair are adjusted yearly with construction price index of Statistics Estonia

30 Requirements to be controlled on paved roads: Pavement surface evenness, defects (cracks, spalling or weathering of pavement, potholes, ruts) Shoulder must ensure drainage off water from pavement Marking axis lines, edge lines, marking of intersections, sign posts Side visibility from outer side of ditches or embankment, on intersections Up keeping works cutting of grass, cleanup of road area Utility networks (wells, covers)

32 Instructions for road maintenance Determines legislative basis for performing supervision works Gives requirements for supervision officials Arrangement of road inspections: Daily inspections selective inspection and evaluation (first to be controlled road sections whereof complaints have been made, or sections where recently some kind works have been performed, etc.) Monthly inspections purpose is to control the state of roads to the requirements and complete evaluation. Performed by commission % of road network to be controlled with every monthly inspection

33 Determining of extent of detected deficiencies Conformity of indicators of state of roads are controlled Detected deficiencies are recorded in the Supervision Diary Calculated extent of deficiencies is determined Deviation from requirements is calculated Deadlines for liquidation of deficiencies

34 Measures to apply to correct deficiencies Oral remark or order Precept (written order) Deduction from cost Proposal to replace authorized representative of contractor Termination of maintenance contract

35 Precept or deduction from cost does not release the contractor from responsibility to fix the deficiencies. If contractor fails to fix deficiencies, the next deduction from cost follows.

36 Finally Long period of maintenance contract gives: Certainty to contractor (for example to make investments into maintenance technique, training personnel, etc) Confidence to Road Authority in communication with longterm partner Stable road condition to the road users Problems: frequent discussions in measuring of extent of maintenance works; subjective assessing of maintenance works, coming from nature of maintenance works (even in presence of variety instructions and manuals) Sanctions applied so far are deduction from cost (no termination of maintenance contracts so far) Existing system of contracting of maintenance works is functioning quite well in Estonia.
