STAFF PRESENT: Jason Van Essen, Senior City Planner. PUBLIC COMMENT None. CERTIFICATES OF APPROPRIATENESS CONSENT HEARING ITEMS 1. Request from Noah Niermann and Katie Swanson (owners) to construct a driveway and retaining wall in the rear yard at th Street in the Sherman Hill Local Historic District. ( ) SUPPORT: None. Granting the application as presented subject to the condition below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District CONDITION: 1. The retaining wall shall be constructed with a design and boulders that substantially match the existing retain wall.

Request from Drew Carter (owner) to construct a 4-foot tall open picket style fence around the rear yard and a portion of the south side yard at th Street in the Sherman Hill Local Historic District. ( ) SUPPORT: None. character of the neighborhood and would meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic 1. The fence shall be constructed in accordance with a fence permit as issued by the City s Permit and Development Center. 2. The rail side of the fence shall face the applicant s yard. 3. The pickets shall be 3/4 to 1 inch thick and 1 to 6 inches wide and shall be placed between the posts (not run continuously in front of the posts) with spacing equal to the width of the picket. 4. The space between posts shall be uniform, and no less than 4 feet and no greater than 14 feet in distance. 5. The fence shall step along grade changes at intervals set by the length between posts and not at variable lengths or with a continuously straight top edge. 2

3 3. Request from Debra Peek (owner) for the following work at 1808 Woodland Avenue in the Sherman Hill Local Historic District. ( ) A. Replacement of the plexi-glass roof with a metal roof of similar design on the conservatory structure in the rear yard. B. Installation of half-round gutters on the conservatory structure. SUPPORT: None. Granting the application as presented subject to the condition below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District CONDITION: 1. 4 4. Request from Rob McCammon (owner) for the demolition and reconstruction of the rear wing of the house at th Street in the Sherman Hill Local Historic District. The rear door shall be constructed of wood and have a square or rectangle shaped window. Use of a salvaged door is encouraged but not required. 2. Review and approval of the selected door by staff. 3. All construction shall be in compliance with all applicable building codes with issuance of all necessary permits by the City s Permit and Development Center. 5. Request from Terry Baumann (owner) to construct a privacy fence addition along the south property line in the side yard that connect to the southeast corner of the building at th Street in the River Bend Local Historic District. No portion of the privacy fence shall extend further east than the western edge of the easternmost window on the south façade. 2. The applicant may construct a 4-foot tall, open picket style, wood fence along the remaining balance of the south property line subject to compliance with the following design standards as reviewed and approved by staff: a) The fence shall step along grade changes at intervals set by the length between posts (rather than at variable lengths or with a continuously straight top edge). b) The space between pickets should be approximately equal to the width of the pickets. c) The pickets shall run between the posts so the posts are visible. d) The pickets shall be cut to a point or other design. Dog-eared pickets are prohibited. e) Pickets should be 3/4 to one inch thick and one to six inches wide (if wider pickets are used, a pattern should be cut into the center of the boards to minimize the wide appearance). f) The posts shall measure no less than 4 inches by 4 inches and shall have a cap. g) The spacing between posts should be approximately 4 to 14 feet, depending on the design. 6. Request from KLM International (owner) represented by Kenney Linhart to renew COA to allow the reconstruction of gables, roof elements and steeples at th Street in the River Bend Local Historic District. 6 DECISION 1 Part A & C Granting the application as presented subject to the conditions below would be in harmony with the historic character of the neighborhood and would meet the requirements set out in the Historic District 1. The applicant may construct a gable at the north end of the original portion of the building if determined to be structurally possible and determined to be a historically appropriate treatment by staff after review of drawings. 2. All masonry work shall be done with brick and mortar that matches the color, texture, composition, size and joint profile of the existing brick walls. 3. Review of the finalized design and building materials by staff following consultation with the State Historic Preservation Office. DECISION 2 Part B Denial of the application as presented as it would not be in harmony with the historic character of the neighborhood and would not meet the requirements set out in the Historic District Ordinance, the Secretary of Interior s Standards for Rehabilitation and Guidelines for Rehabilitating Historic 6

7 7. Request from Anthony Lemmo (owner) to replace retaining walls along the Woodland Avenue and 18th Street sidewalks at th Street in the Sherman Hill Local Historic District. ( ) SUPPORT: Anthony Lemmo. character of the neighborhood and would meet the requirements set out in the Historic District 1. The applicant may use the split-face block proposed or block that matches the front porch foundation. 2. All construction shall be in compliance with all applicable building codes with issuance of all necessary permits by the City s Permit and Development Center. 7
