2 INTRODUCTIONS A bit about me and what I do!

3 WORKING IN CONJUNCTION Fire fighting! WITH Auditing Assisting current safety officers HS & E management systems 90001, 18001(45001), 14001, Advice and consultancy CDM etc.

4 WHAT IS CDM? It is the Construction Design and Management Regulations It applies to all construction projects?

5 SO THAT DOESN'T APPLY TO US THEN? Sadly Yes it does! Let me explain! It applies to all construction work & this by definition includes You!

6 WHAT IS CONSTRUCTION WORK? a) the construction, alteration, conversion, fitting out, commissioning, renovation, repair, upkeep, redecoration or other maintenance (including cleaning which involves the use of water or an abrasive at high pressure, or the use of corrosive or toxic substances), de-commissioning, demolition or dismantling of a structure;

7 b) the preparation for an intended structure, including site clearance, exploration, investigation (but not site survey) and excavation (but not pre-construction archaeological investigations), and the clearance or preparation of the site or structure for use or occupation at its conclusion;

8 c) the assembly on site of prefabricated elements to form a structure or the disassembly on site of the prefabricated elements which, immediately before such disassembly, formed a structure;

9 d) the removal of a structure, or of any product or waste resulting from demolition or dismantling of a structure, or from disassembly of prefabricated elements which immediately before such disassembly formed such a structure;

10 e) the installation, commissioning, maintenance, repair or removal of mechanical, electrical, gas, compressed air, hydraulic, telecommunications, computer or similar services which are normally fixed within or to a structure,

11 WHAT IS A STRUCTURE? a) any building, timber, masonry, metal or reinforced concrete structure, railway line or siding, tramway line, dock, harbour, inland navigation, tunnel, shaft, bridge, viaduct, waterworks, reservoir, pipe or pipeline, cable, aqueduct, sewer, sewage works, gas-holder, road, airfield, sea defence works, river works, drainage works, earthworks, lagoon, dam, wall, caisson, mast, tower, pylon, underground tank, earth retaining structure or structure designed to preserve or alter any natural feature, and fixed plant; b) any structure similar to anything specified in paragraph (a); c) any formwork, falsework, scaffold or other structure designed or used to provide support or means of access during construction work,

12 HOW LONG DOES CDM LAST? construction phase - means the period of time beginning when construction work in a project starts and ending when construction work in that project is completed;

13 WHAT IS A PROJECT? project means - a project which includes or is intended to include construction work and includes all planning, design, management or other work involved in a project until the end of the construction phase; A project is what you do every day, maintaining your building and your facilities. It can also be a large project which involves elements of construction.

14 SO WHAT DO WE HAVE TO DO? Some projects are notifiable to the HSE (F10). Over 30 days and have more than 20 persons on the project at any one time Over 500 person days.

15 WHAT DO THEY NEED? A Client (you) A Principal Designer (CDMC ) A Principal Contractor

16 THE CLIENT Your duties are to ensure the right people or companies are appointed. That a CPHSP is in place & arrangements for safety are suitable That welfare is provided PCPHSP (Designer will assist on F10 projects)

17 THE PRINCIPAL DESIGNER The PD is appointed where there is more than one designer. They must be competent and have skills, knowledge & experience They can be in-house. No appointment passes the duty the you. PCPHSP & F10

18 PCPHSP Existing site hazards such as asbestos Site drawings Site facilities (electric, gas, water) Scope of works and expectations Welfare arrangements etc.

19 CONTRACTOR OR PC Appointed by the client Manages & completes the project CPHSP H&S file

20 CPHSP This will have the following in it: The sites health and safety arrangements Rules of the site, Contact details of those involved in the project. Details about the project, the hazards, risks and controls. Fire measures and evacuation plan Arrangements to communicate to the team Welfare facilities Induction and training

21 WHAT ARE NOTIFIABLE PROJECTS? A new building A refurbishment Installing a new production line

22 SO WHAT IS A NON NOTIFIABLE CDM PROJECT? Facilities management (Gas, water, electric, heating etc) Overhauling a large piece of equipment (boiler, furnace, DCM etc.) Why? Because it a piece of equipment fixed within a structure.

23 NON-NOTIFIABLE? Still need a PCPHSP & CPHSP Still need defined roles as applicable Client (You!) Designer as required Contractor(s)

24 WHAT DO YOU ALREADY HAVE? Legionella RA & log books PPM or TPMs HV & LV inspections PIRs Written schemes Boiler examinations etc.

25 DO WE NEED MUCH MORE? Need to assess if you have the right people in the right roles? Is there enough control of your maintenance and contractors Do you have the correct planning in place? Do you have the correct paper work? If its not written down..?

26 PLAN, DO, CHECK & ACT Projects are organic and they need to be checked during their duration. Act upon issues as they arise and tweak the plan Change the project team?

27 SO. TO SUM UP Plan your projects (short term and long term) Notify HSE as required. Put competent people in charge! Make sure you document your plan and its execution Have emergency and contingency plans in place. Check the project progress Act appropriately
