1 REQUEST FOR PROPOSALS STREETLIGHTING REPLACEMENT IN THE DOWNTOWN CORE Infrastructure Upgrade The Village of Kaslo is seeking proposals from qualified firms for the second phase in streetlight replacement and Fortis LED rebate programs. Some key considerations: The Village of Kaslo has a lift truck which can assist with installation if required; Joint proposals are welcome from two or more proponents who could coordinate and cover off different aspects of contract deliverables as required; Heritage form and character and light pollution concerns, as well as LED energy efficiency, must be considered when upgrading streetlighting; Downtown electrical wiring should be capable of supporting additional festive season lamp post lighting and seasonal decorative features; August 14 th 2018 is Kaslo s 125 th Anniversary of Incorporation. Works should be largely complete by May 31 st. The proposal should contain the following: A costed proposal to replace PRODEL model S5497-HB decorative streetlights and posts (Watts: 100, Lamp S 54, Volts: 120, Amp 3.05) with LED fixtures and posts that are identical or similar to the Philips LUMEC DOMUS standard appended (black model). Locational information: o 10 from Admiralty House (Front Street) to the Waste Water Treatment Plant; o 1 for Kaslo City Hall/B Avenue ; o 2 for Fifth Street (between A Avenue and Water Street) Two (2) spare replacement fixtures to be supplied to the Public Works Department; Six (6) units must be capable of powering seasonal light displays; 1 proposal for replacing a PRODEL model S5497-HB decorative streetlight head with a more powerful LED double cobra head on a non-decorative existing pole (corner of Fourth/Water) must be downward directional

2 REQUEST FOR PROPOSALS model and bright enough to adequately illuminate section of Fourth Street between Water and Front Streets; Likely costs of the infrastructure components, with the estimated Fortis rebate identified; Estimated time, labour and equipment costs; Proponents have the choice of ordering components and equipment themselves as part of the contract or assisting Village staff with arranging a bulk order directly for the installation contract in early Likely timeline for project implementation is proposal is accepted; References from three public or private sector organizations that best showcase the proponents ability to deliver the services required (if you have not previously worked for the Village of Kaslo). Qty 1 Luminaire DOS-60W30LED4K-ES-LE3F-240-BKTX Page 1 / 6 Description of Components: Housing: In a round shape, this housing is made of die cast A380 aluminum, c/w a watertight grommet, mechanically assembled to the bracket with four bolts 5/16-18 UNC. This suspension system permits for a full rotation of the luminaire in 90 degree increments. Access-Mechanism: A die cast A360 aluminum technical ring with latch, hinge and a cast-in decorative skirt. The mechanism shall offer tool-free access to the inside of the luminaire. An embedded memory-retentive gasket shall ensure weatherproofing. Light Engine: LifeLED composed of 4 main components: LED lamp / Optical System / Heat Sink / Driver Electrical components are RoHS compliant. Lens: Made of soda-lime tempered glass lens, mechanically assembled and sealed onto the lower part of the heat sink. Lamp: LED Module (Included), LED type Philips Lumileds Rebel ES. Composed of 30 high-performance white LEDs, 60w lamp wattage. Color temperature of 4000 Kelvin nominal, 70 CRI. Operating lifespan after which the system emits 70% of its original lumen output, all of those parameters are tested for 100% of light engines. Use of a metal core board ensures greater heat transfer and longer lifespan of the light engine. Optical System: (LE3F), IES type III (asymmetrical). Composed of high-performance acrylic collimators, optimized with varying beam angles to achieve desired distribution. System is rated IP66. Performance shall be tested per LM-63 and LM-79 (IESNA) certifying its photometric performance. Street-side indicated. Heat Sink: Made of cast aluminum optimising the LEDs efficiency and life. Product does not use any cooling device with

6 moving parts (only passive cooling device) Driver: High power factor of 90%. Electronic driver, operating range 50/60 Hz. Auto-adjusting to a voltage between 120 and 277 volt AC rated for both application line to line or line to neutral, Class II, THD of 20% max. Maximum ambient operating temperature from -40F(-40C) to 130F(55C) degrees. Certified in compliance to culus requirement. Dry and damp location. Assembled on a unitized removable tray with Tyco quick disconnect plug resisting to 221F(105C) degrees. The current supplying the LEDs will be reduced by the driver if the internal driver temperature exceeds 185F(85C), as a protection to the LEDs and the electrical components. Output is protected from short circuits, voltage overload and current overload. Automatic recovery after correction. Decorative Element: Made of cast 356 aluminum, welded. Central Adaptor: Made of aluminum 6061-T6, 3 1/2" (89mm) outside diameter. Slip-fits 6" (152mm) over a 3" (76mm ) outside diameter pole tenon. 8 Base & Bolts Information Anchor Plate Free opening -Bolt Circle: 8 1/2" (216mm) - Material: Cast Aluminum Comes with 4 steel anchor bolts, 3/4" X 17" + 3", 8 nuts and 8 washers. Important: Do not obstruct space between anchor plate and concrete base. - NOTE: Bolt Circle Allowed: 7 3/4" to 8 1/2" 197mm to 216mm Description of Components: Pole Shaft: Shall be made from a 3" (76mm) round extruded 6061-T6 aluminum tubing, having a 0.250" (6.4mm) wall thickness, welded to the pole base. Joint Cover: Two-piece round joint cover made from cast 356 aluminum, mechanically fastened with stainless steel screws. Pole Base: Shall be made from a 5" (127mm) round extruded 6061-T6 aluminum tubing base having a 0.170" (4.3mm) wall thickness, welded to both the bottom and top of the anchor plate. Maintenance Opening: The pole shall have a 2" x 4 1/2" (51mm x 114mm) maintenance opening centered 20" (508mm) from the bottom of the anchor plate, complete with a weatherproof aluminum cover and a copper ground lug. Base Cover: Two piece round base cover made from cast 356 aluminum, mechanically fastened with stainless steel screws. Note: A tenon will be provided when the luminaire or bracket does not fit directly on pole shaft. Tenon not shown on the drawing. IMPORTANT: Philips Lumec strongly recommends the installation of the complete lighting assembly with all of its accessories upon the anchoring of the pole. 9 Miscellaneous Description of Components: Wiring: Gauge (#14) TEW/AWM 1015 or 1230 wires, 6" (152mm) minimum exceeding the bracket. Hardware: All exposed screws shall be stainless steel with Ceramic primer-seal basecoat to reduce seizing of the parts. All seals and sealing devices are made and/or lined with EPDM and/or silicone. Finish: Color to be black textured RAL9005TX (BKTX) and in accordance with the AAMA 2603 standard. Application of polyester powder coat paint (4 mils/100 microns) with ± 1 mils/24 microns of tolerance. The Thermosetting resins provides a discoloration resistant finish in accordance with the ASTM D2244 standard, as well as luster retention in keeping with the ASTM D523 standard and humidity proof in accordance with the ASTM D2247 standard. The surface treatment achieves a minimum of 2000 hours for salt spray resistant finish in accordance with testing performed and per ASTM B117 standard. LED products manufacturing standard: The electronic components sensitive to electrostatic discharge (ESD) such as light emitting diodes (LEDs) are assembled in compliance with IEC and ANSI/ESD S20.20 standards so as to eliminate ESD events that could decrease the useful life of the product. Quality Control: The manufacturer must provide a written confirmation of its ISO and ISO International Quality Standards Certification. Certification: The manufacturer will have to supply a copy of approval products certificate, CSA or UL. Mechanical resistance: In order to ensure the mechanical resistance of the poles, the reflected area should be calculated according to AASHTO standards and resists to a wind of 140 km/hr.
