GENERAL REQUIREMENTS: SPECIFICATIONS FOR ACRYLIC WATER BASE TRAFFIC PAINT The pigmented binder shall provide optimum adhesion for glass spheres when both binder and glass spheres are applied in the recommended quantities. The binder should be applied at a wet film thickness of 15 mils/.30 mm and the glass spheres shall be applied at the rate of 6 pounds per gallon/.7 kg per liter of paint. 2. APPLICABLE SPECIFICATIONS AND OTHER PUBLICATIONS: The following specifications and publications of the issue in effect on the date of manufacture shall form part of this specification to the extent specification: Federal Specifications TT-P-1952D Paint, Traffic, Reflectorized for Airfield Runway Marking (Drop-on Type). Federal Test Method Standard No.14lb, February 1, Paint, varnish, lacquer, and related materials, Method of Inspection, Sampling and Testing. 3. DETAILED REQUIREMENTS: 3.1 Formulation and Manufacture. The pigmented binder shall be formulated and processed specifically for service as a suitable binder for glass spheres for use on traffic carrying pavements, such as concrete, brick, and bituminous. It shall be well mixed or otherwise properly processed to meet the requirements herein specified. The pigment shall not settle excessively or cake in the container; shall not thicken or thin in storage so as to cause appreciable change in consistency. It shall not liver or curdle and shall be readily broken up with a paddle to a smooth uniform consistency. The pigmented binder shall dry to a classic adherent finish that will not turn dark in sunlight, nor show appreciable discoloration with age. It shall further permit ease and uniformity of application and covering properties The vehicle portion shall be a combination of 100% acrylic emulsion resins and sufficient surfactants, dispersants, defoamers, water, alcohols and coalescing agents to meet the following requirements. The pigments including extenders shall be light fast and alkali resistant. 3.2 Color. The color of the yellow pigmented binder shall be LEAD FREE and match color 33538, Federal Standard No.595a. The color of the white pigmented binder shall be a clean, bright, untinted white. 3.3 Viscosity. The viscosity shall be 75 to 90 Krebs Units, when run on a Stormer 77F./25C. Continued...

4 Specifications for Acrylic Page 2 of Weight per Gallon. The weight per gallon of the pigmented binders shall be not less than pounds per gallon/1.5kg per liter. 3.5 Flexibility. When tested according to Federal Specification TT- P-1952D, paragraph 4.5.4, the material shall not crack, flake, or peel. 3.6 Abrasion Resistance. When tested according to paragraph 4.5.4, of Federal Specification TT-P-1952D, the material shall pass 65 liters. 3.7 Grind. The pigmented binder shall have grind of not less than 2 on a Hegman Grind Gauge. 3.8 Dry Opacity. The pigmented binder shall have a minimum contrast ratio of 0.96 for both white and yellow when applied at a wet film thickness of 0.010" (.23 mm). 3.9 Directional Reflectance. The daylight directional reflectance of the pigmented binders (without glass spheres) shall be 84% minimum for white and 50% minimum for yellow Bleeding. The pigmented binder shall have a minimum bleeding ratio of 0.95 when tested in accordance with the method given in Federal Specification TT-P-1952D, paragraph Drying Time. When applied at a wet film thickness of 15 mils (.38 mm) with a bead application rate of 6 #/gallon, and with relative humidity and ambient temperatures at 70% maximum and 60 degrees F minimum respectively, the following chart applies: MAXIMUM DRY TIME PAINT TEMP AT TIP 10 Minutes 77 degrees F 90 Seconds degrees F 60 Seconds degrees F Temperatures at heat exchanger should not exceed 160 degrees Fahrenheit. Paint may dwell in exchanger for up to 2 hours, but the recommendation is to either turn down (120 F) or turn off the heat to the exchanger and lines if the material will not be applied within 1 hour Analysis. Total weight solids shall be 74% minimum. Total pigment weight solids shall be 57% to 63% Volatiles. The volatile organic compounds (VOC) shall not exceed 150g/l. Closed cup flash point shall not be less than 100 degrees Fahrenheit Scrub Resistance. When tested according to ASTM D2486, the material shall pass 700 cycles.(using abrasive medium and shims). 5 Specifications for Acrylic Page 3 of Shelf Life. Material will remain in a useable condition up to twelve months from date of manufacture when stored inside and protected from freezing. 4. PACKAGING: Materials must be supplied in lined containers. The lining shall be a baked on epoxy, phenolic or equal coating. All 55 gallon drums shall come with removable lids and rings. 5. APPLICATION: All of the material shipped shall be a consistency that can be applied with an airless Graco Road Lazer Striper. The material shall flow through the system without problems that would be the fault of the material. Also the material shall be a consistency that it may be applied heated or unheated. If the material cannot be applied through this type of equipment and it is found to be the fault of the material, the balance of the order shall be returned at the supplier=s expense. 6. SHIPPING** The shipping of 55 gallon drums shall be on wooden skids and loaded on a flatbed trailer for easy access from either side of the trailer with a fork lift truck for unloading. 6.1 DRUM RECYCLING: The supplier shall take back or recycle all empty 55 gallon drums purchased on the contract.. 7. BOND: A bid bond to the Greene County Commissioners in the amount of 100% of the total amount of the bid shall accompany this proposal or a Certified Check in the amount of 10% of the bid must accompany this proposal. 11. SAMPLES: Samples may be requested of the low bidder. SPECIFICATIONS: Glass Beads shall meet all specifications and tests as written in Section of the latest edition of the "Ohio Department of Transportation Construction and Material Specification Manual". 2. PACKAGING: Glass Beads shall be bagged in kind no greater than 50 pounds. These bags shall be lined to prevent moisture from entering into the bag. 3. DELIVERY: DELIVERY OF THE FIRST HALF OF THE SHIPMENT WILL BE NO LATER THAN MAY 1, 2019, WITH THE REMAINING HALF TO BE DELIVERED BETWEEN JUNE 15 and JULY 15, There shall be a deducted charge of $ per day from the total payment due the supplier, for each day delivery exceeds the specified date.
