Abstract On behalf of the Town of Cedaredge, Odisea LLC prepared an Environmental Assessment (EA) for the Highway 65 Waterline Replacement Project in The EA was prepared for the Colorado Department of Public Health and Environment (CDPHE) in accordance with the National Environmental Policy Act (NEPA) requirements related to the Town receiving funds for the project through the State Revolving Fund (SRF) program. The EA concluded a Finding of No Significant Impact (FNSI) and the project commenced in Spring The project is currently in the construction stage, and during construction the town requested to replace another section of pipe, increasing the project scope. The new proposed project scope involves extending the pipeline replacement onto SE Centennial Avenue from South Grand Mesa Drive to Southeast 2nd Street. The work involves replacing approximately 382-ft of existing waterline and trenching fourteen service lines owned and operated by the Town of Cedaredge in the vicinity of Colorado Highway 65 within the town of Cedaredge. Directional boring would include tie-ins at both ends of the 382-ft pipe, with the remaining scope of work being drilled underground. The work is estimated to take an additional 15 working days. The Town of Cedaredge provides domestic water to both the Town population and unincorporated areas outside the Town limits. According to the Town's water leak repair logs from 2006 to 2016, existing waterlines have been repaired an average of 14.3 times per year with a maximum of 30 times in These repairs are costly both in time and materials and create an inconvenience to customers due to service outages. For the years 2011 through 2016, estimated distribution system losses ranged from 13.5% to 27.2% with an average of 21.7%. The selected alternative consists of replacement of approximately 4899-ft of existing waterline with the addition of a new connector of approximately 205-ft and a new loop of approximately 838-ft in the vicinity of Colorado Highway 65 within the Town of Cedaredge, Colorado. Included in the approximately 1043-ft of new distribution piping are looped distribution laterals and service to the Town Public Works building for an outside hydrant. The project focuses on improving the performance of the drinking water

Benefits of the project include increased distribution efficiency and reduction in the frequency of leaks to be accomplished by replacing the aged and deteriorating piping. D. Comment Period In conformance with the requirements of the National Environmental Policy Act and the Colorado Environmental Review Process, a Finding of No Significant Impact (FNSI) will be subject to a 30-day public review period. The FNSI will be distributed to interested persons and agencies for their review. The FNSI will be available for public review at the Colorado Department of Public Health and Environment. Any comments received will be given due consideration. PURPOSE AND NEED FOR ACTION The purpose of the Drinking Water Revolving Fund (DWRF) is to finance the design and construction of Colorado drinking water infrastructure projects to help ensure the protection of public and environmental health. The purpose of the project is to increase distribution efficiency and reduce the frequency of breaks and leaks in the waterline by replacing the aged and deteriorating steel piping with approximately 4899-ft of new HDPE and / or PVC pipe. The project will also create looped distribution laterals and provide service to an outside hydrant at the Town Public Works building with approximately 1043-ft of new distribution piping. PROJECT SUMMARY This project consists of replacing approximately 4899-ft of existing waterline, adding a new connector of approximately 205-ft and a new loop of approximately 838-ft in the vicinity of Colorado Highway 65 within the Town of Cedaredge, Colorado. Included in the

Construction shall include: Replacement / Trenchless Technology: Pipe Bursting or Cast-in-Place Pipe Lining: o Pipe bursting or cast-in-place pipe lining is planned for the 6 main located along Highway 65 from SE Independence to SE Centennial Avenue (a distance of 2,384-ft). o SE Greenwood Avenue existing waterline will be abandoned and replaced with new 4 and 6 lines within the RoW to a blow-off hydrant and a new 2 line added to create a loop and provide service to the community gardens and Town Public Works building for an outside hydrant (a distance of 1,773-ft). o SE Frontier Avenue 4 waterline will be replaced in-place (a distance of 968-ft). SE Frontier Court 4 waterline will be replaced in-place (a distance of 230-ft). These laterals may be replaced using either open trench or trenchless technology. o SE Centennial Avenue waterline will be replaced via directional drilling with new 6 line from S Grand Mesa Drive to SE 2 nd Street (a distance of 382-ft). New: o A new 4 waterline will be installed connecting SE Frontier Court to SE Greenwood Avenue (a distance of 205-ft). Alternative 1 Waterline Replacement (Proposed Project) According to the Town's water leak repair logs from 2006 to 2016, existing waterlines have been repaired an average of 14.3 times per year with a maximum of 30 times in These repairs are costly both in time and materials and create an inconvenience to customers due to service outages. This project focuses on improving the performance of the drinking water distribution system and does not alter the water supply, treatment, or storage infrastructure. Benefits of the project include increased distribution efficiency and reduction in the frequency of leaks to be accomplished by replacing the aged and deteriorating piping. A majority of the larger waterline replacement will be performed using trenchless technology, with the remaining waterlines to be trenched as needed within subdivisions that lack adequate right-of-way. The project is in a congested area in town, predominantly along the east side of Highway 65 both within the CDOT right-of-way and within three subdivisions platted in the 1970 s. In addition to being adjacent to Highway 65, the current waterline is underneath a walking path, high-pressure natural gas line, and fiber infrastructure. If the project was completed with 100% trenching and replacement, construction costs could double. Again due to congestion, relocating the waterline and abandoning the current waterline is not an option.

Alternative 2 No Action Under this alternative, Cedaredge would not replace the existing waterline along Highway 65. Consequently, Cedaredge would continue to have failures in its aging waterlines causing service outages and further system losses, and necessitating costly repairs. IV. ENVIRONMENTAL IMPACTS OF THE PROPOSED PROJECT Cultural, Historic and Archeological Resources There are no cultural resources listed on the National Register of Historic Places within or adjacent to the project area. The nearest listing to the project site is the Surface Creek Livestock Company Silos (reference number ) at 315 SW 3 rd Street, located approximately 750-ft away from the project site (refer to Appendix A). The project will not have any direct or permanent secondary (visual, auditory, or atmospheric) effects on this resource because no permanent above ground structures will result from the project and the project site will return to pre-project conditions upon completion. Minimal temporary unavoidable adverse impacts such as short-term increases in noise and ambient air particulate levels and increased traffic in the immediate vicinity of construction activities will not affect the nearest listing due to its distance (750-ft) from the project site. Furthermore, this project does not require a federal action and therefore Section 106 of the National Historic Preservation Act does not apply. In the event that there is federal agency involvement, it is the responsibility of the federal agency to meet the requirements of Section 106 as set forth in 36 CFR Part 800. A response letter was received from Kelly Norton on behalf of Steve Turner, AIA, State Historic Preservation Officer, dated February 15, This letter states Following our review of the provided documentation, we have conducted a search of our cultural resource database and confirmed that there does not appear to be any properties nominated for inclusion in or listed to the state register that intersect or are adjacent to the project area. A copy of this letter is included in Appendix C. A response letter commenting on the updated project scope was received from Kelly Norton on behalf of Steve Turner, AIA, State Historic Preservation Officer, dated June 20, This letter states Based on our review of the above information, it does not appear that any properties nominated for inclusion in or accepted by the state register are present within or adjacent to the project area that could be adversely affected. A copy of this letter is included in Appendix C. Given that the project area is in an already developed area of Town with existing below ground infrastructure, we do not anticipate the discovery of human remains. Caution will

V. PUBLIC PARTICIPATION An overview of the updated project scope, its benefits and potential environmental impacts were discussed at a public hearing on Thursday, July 12, 2018 at 5:00 pm at the Civic Center Grand Mesa Room, 140 NW 2 nd Street, Cedaredge, CO The Construction Documents, Project Needs Assessment, Environmental Assessment, and Addendum to the Environmental Assessment were available for public viewing at the hearing and a link was provided for access to electronic versions of the PNA, EA, and Addendum to EA. Comments from the public were solicited and contact information for the CDPHE Project Manager provided. A copy of the affidavit of public notice, agenda, sign-in sheet, and minutes are included in Appendix B. The public comments and responses are summarized here: Q: When will the work take place? A: Approximately September. The work will take Approximately 15 days to complete. Q: Do we (the Town) need this item back on the agenda to vote again? A: No, the Town has already voted to move forward with the project. Q: How many connection points are there? A: Fourteen connections to residential lines. Q: Was SE 2 nd Street waterline replaced recently? A: Yes. VI. AGENCIES CONTACTED Letters describing the updated project scope and requesting agency comments were sent to the following: A. 15 RECORD OF PROCEEDINGS TOWN OF CEDAREDGE BOARD OF TRUSTEES PUBLIC HEARING July 12, 2018 The Town Board of Trustees met for a Public Hearing on July 12, 2018 in the Grand Mesa Room of the Cedaredge Civic Center, 140 NW 2 nd Street, Cedaredge, Colorado. A meeting notice was posted in the designated area at Cedaredge Town Hall at least 24 hours prior to the meeting in accordance with Sunshine Law. All documents included in these minutes by reference are available for review at the Town Hall, Town of Cedaredge. CALL TO ORDER: Mayor Eugene Welch called the Public Hearing to order at 5 p.m. ROLL CALL: Present were Mayor Eugene Welch; Mayor Pro Tem Raymond Hanson; Trustees Robert Michael, Dayton Myers, Patricia Michael and Catherine Brown; and Town Administrator Greg Brinck. Absent was Trustee Allan Smith. PURPOSE OF HEARING: Hwy. 65 waterline replacement project Environmental Assessment. TOWN ENGINEER PRESENTATION: Marla Korpar with Odisea, LLC presented the environmental impacts from the Hwy. 65 waterline replacement project and found no significant impacts.
