3 1 Preliminaries This Schedule records the condition of the property at the time of inspection but does not state the cause of defect or prescribed remedies as this is beyond the scope of a Schedule of Condition. The property was inspected on 1st October 2014 by Shaun Collins BSc (Hons) MRICS of Underwoods LLP. Weather at the time of survey was Dry and Sunny. The building was unoccupied. The Schedule of Condition is to be read in conjunction with the accompanying portfolio of photographs particularly where cross reference is made to these photographs. Covered, unexposed or inaccessible parts of the building structure have not been inspected and therefore not included within this Schedule. Floor and ceiling voids were not inspected. Where directions are given in the Schedule i.e. left or right, these are given as if facing the element so described. Where elements such as windows or doors are numbered, these are given left to right with the extreme left hand element numbered 1. All dimensions mentioned in the Schedule are of an approximate nature and should be taken as a guide to their position size etc of items only. For the purposes of this Schedule it has been assumed the front elevation faces East. References to various items maybe given by points of the compass. A detailed inspection of the existing services has not been undertaken as part of this Schedule and therefore are excluded from the contents of this Schedule. 2 BS1715

4 2 Property Description The property comprises a 19 th century two storey building laid out as offices. The property is constructed of ironstone with a limestione feature banding, the property appears to have been constructed in two stages, with the original bulding to the left hand side, and a later extension to the right in the same style construction. the rear section of the right hand side is of brickwork masonry, with only the front and side elevations matching the original construction. The property was greatly extended over time, and a community hall/sports hall was added to the rear, this was demolished circa 2010, and the openings between the two structures infilled with concrete blockwork to leave the property secure. Original building constructed in stone with pitched slated roofs, internally plastered finishes. Original windows throughout. 3 BS1715

6 4 Schedule of Condition The Drill Hall, High Street, Wellingborough 1.0 EXTERNALS 1.1. Front Elevation Front elevation right hand section of building The right hand section of the building comprises of an iron stone solid masonry wall with limestone banding, limestone window surrounds window heads and window sills. The windows to the ground floor areas are boarded up with sterling board and are of timber construction. The first floor windows are of UPVC double glazed units. There is a cast iron downpipe to the left hand side which was decorated although was in poor condition. The sandstone and ironstone structure of the building is sound with minor areas of pointing erosion. The windows to the ground floor area have all been vandalised and smashed, these have been protected in the interim period by sterling board. As the underlying external face of the timberwork was unable to be viewed therefore we would identify this area of these windows as being in poor condition. The cast iron rainwater downpipes are generally in poor condition with splits joints and bracketry, the downpipes appear to be blocked due to the amount of vegetation within them, furthermore the drainage outlets are somewhat choked with debris and soil. 1, 2, 3, 4 4 7, 8 and 9 5 BS1715

7 There is a small masonry dwarf wall to the right hand side of the structure which is enclosing upon the boundary wall of the property. The limestone banding to the left hand side of the front elevation is suffering from excessive erosion with apparent loose stones at high level and extensively weathered corbel detailing to the left hand corner of the building. 9 The first floor windows are generally in fair condition and there are no signs of obvious defect from external inspection Single Storey Link Building A single storey link building constructed of brickwork masonry between the original Drill Hall to the left hand section and a later addition to the right. This area of the property has a flat roof of unidentified construction at present, with an external rainwater downpipe discharging to the front, there is an opening for a window within the area which has been boarded with sterling board. The masonry at high level is excessively stained with efflorescent salt and water stainage, believed to be penetrating from the flat roof behind. 10 & 11 The rainwater downpipe is in poor decorative order and again was discharging into a choked outlet. 11 & Front elevation left hand side of the building The left hand section of the building comprises of an iron stone solid masonry wall with limestone banding, limestone window surrounds window heads and window sills. The pointing and weathering of the sandstone limestone elements of the structure are extremely poor, a number of loose limestone blocks are identifiable on the front elevation namely adjacent to the door entrance. 17, 19 & 20 6 BS1715

8 The windows to the ground and first floor areas are boarded up with sterling board and are of timber construction. The first floor windows are of UPVC double glazed units. There is a cast iron downpipe to the right hand side which was decorated although was in poor condition. The timber front entrance door is suffering from degradation of the decorations, and is missing the lead capping to the head of the door. The timber windows are generally in poor condition throughout having had to be boarded due to vandalism. A number of windows remain in an unboarded state and are generally in sound condition although decorations are poor. 15, 16 and 17 18, 22, 23 and 24 There is a small masonry dwarf wall to the right hand side of the structure which is enclosing upon the boundary wall of the property Left hand side elevation The left hand elevation is made up of ironstone and limestone banding with cast iron rainwater downpipe to the centre section of the area, there are 2 no. UPVC windows fitted within the left hand section of the elevation which serve the wcs to the ground floor areas. There are a number of hairline cracks to the bay window indicating historic movement to the property. 24, 27 & 29 The timber used detail is in poor condition having last been redecorated some time ago. 25, 26 & 28 The ironstone and limestone sections of the building are suffering from extensive weather erosion, wearing away the masonry significantly although the pointing appears to be holding up. 31, 32, 33 & 36 The rainwater downpipe is damaged and does not connect the building to the ground floor level. The outside downpipe is cracked damaged joints are leaking and is incomplete. 34 & 35 7 BS1715

9 The windows to the rear of the property are a later addition, evident by the concrete lintel supporting the masonry above. The windows themselves have been boarded over in order to protect them against damage. The structure appears to be somewhat exposed to the elements as the location of where the rear structure has been demolished in the past Rear Elevation Rear elevation of ironstone banding with intermittent limestone banding to the rear, a low level section of dense concrete blockwork infill at the site of the previous structure's demolition. The left hand side of the structure is a masonry built later addition which appears in poor condition. The ironstone and limestone banding to the property appear in good condition, with little identifiable pointing erosion with the exception of a small patch to the limestone band to the right of the right hand side window. 45 Access to closely inspect these areas was unavailable due to the overgrowth of vegetation to the rear. Close access to the masonry built section of the property was unavailable however from distance it was clear that the pointing to the masonry brickwork was somewhat eroded and therefore in a fair to poor condition, the windows to the rear section of the building are of UPVC construction and generally have been damaged or boarded up. The timber windows to the original section of the building have all been boarded up as they have all been vandalised in the past. The timber eaves detailing of the property is heavily worn and soiled and generally in poor condition. 47 & & 47 8 BS1715

10 1.1.6 Roofs The property generally comprises of pitch slate roofs of varying directional pitches. There is a small flat roof to the top of the bay window to the front elevation and to the link building between the original structure and the later addition. Where the previous property was demolished the openings have been infilled with dense concrete blockwork walls, these openings are in generally fair condition and functional for their use. The roofs are generally in good order on the whole however there is 1 no. significant hole to the rear of the original structure which is allowing water, pigeons and various debris into the property, this has had the effect of collapsing internal ceilings as identified later in the report. There are isolated areas where vegetation is growing out of the roof itself, this will undoubtedly be having a significant effect on the underlying weather tightness of the property. 1, 2, 41 & INTERNALS 2.10 First Floor Rear left hand room of the The room is of plastered ceilings and later addition walls decorated in emulsion paint. UPVC double glazed windows, 1 no. fireplace to the corner of the room which has been covered over. Timber floorboards 1 no. pendant light fitting The ceiling is suffering from previous damage, believed to have been as a result of a roof leak which has now been boarded over to prevent access by vermin. The walls are generally cracked and soiled, plasterwork appears to be in an active movement. The fireplace has been covered over in the past, there may potentially be a cast iron fireplace behind or an area where a fireplace has been removed. The housing/cover is in poor decorative condition & BS1715

11 The UPVC window has been smashed from the external although the internal pane of glazing remains. The floorboards are covered in pigeon excrement and there are a number of floorboards that are missing allowing the services to be viewed from above and the upper face of the lath and plaster ceiling below & Right hand room to the later addition Plastered walls and ceiling with 1 no. window which has been boarded up, glazed timber panelled door with glass removed. Timber floorboard floor finishes. Generally the decorative condition and overall condition of the room is in a soiled poor state 54 Generally the room was damp and suffering from the soiling associated with vermin habitation. 58, 59 & 60 The window has been boarded with a layer of sterling board preventing any light from entering the room. The floorboards are suffering from localised areas of damage and water damage throughout the entire room & 61 The internal door entering in to the room has had the glazing removed, is generally excessively soiled and the timberwork is splintered, overall the condition is poor Corridor between the rear section of the later addition Plastered walls and ceiling with exposed floorboard floor finish with no covering The glazed over panel to the door is smashed 64 Excessively soiled with pigeon excrement BS1715

12 The floorboards to the area are excessively damp and showing signs of decay. A number of floorboards have been removed to facilitate access to the lower areas however is currently utilised as a safe haven for pigeons Rear wc The room is of plastered walls and ceiling with tiled finish. There is 1 no. wc within the room and 1 no. UPVC double glazed window. The ceiling is suffering from water ingress and a section seems to have fallen away allowing access in to the area by vermin. 70 The tiles to the walls are in extremely poor condition and are blown away from the plasterwork beneath and are heavily soiled. 71 & Continuation of lobby leading to staircase and front rooms The lobby and room adjacent the staircase have plastered walls and ceilings, with an exposed timber floorboard floor without any covering timber skirtings architraves etc and 1 no. window looking into a courtyard type opening. The sanitaryware was not in operational order and is generally in a poor condition. 69 & 71 The window was in a fair condition although heavily soiled. The ceiling is suffering from extensive water ingress, the lining paper and decorative finish to the ceiling is coming away from the plasterboard surface. 78 The walls are generally in poor condition being extensively damp and any paper is coming away from the walls and the walls are generally excessively soiled & BS1715

13 There is a small fireplace to the room which is boarded over, this has historically been opened and the cast iron fireplace remains although is in a poor condition. 79 The timber floorboards are extensively wet and sodden and in a number of locations have been removed to expose the floor structure and ceiling below. 74, 76 & 80 The UPVC double glazed window to the room is in good condition, although likely soiled. 81 & First floor corridor surrounding the rear staircase The walls and ceiling are of plastered finish with a paper insert sections. There is a timber staircase with timber balustrade and handrail of 16mm square balustrades decorated in an off white finish. The floor finish is of timber construction with timber floorboards without any covering. The walls plasterwork and associated finishes are extensively damp and soiled. A number of areas of the plaster finish are delaminating and coming away from the wall and there is generally significant levels of mould growth to the walls. 86, 87, 88 & 89 The timber structure of the staircase is of questionable standing and therefore was not traversed and therefore we comment that this is in poor condition. The staircase handrails and balustrades etc are soiled throughout and the decorative finish is tarnished from the excessive moisture levels in the areas. 90 The plasterboard ceiling is delaminating and is generally heavily soiled with mould growth and the decorative finish is peeling away. 91, 92, 98 & 99 The timber floorboards are missing loose and uneven alongside being extensively wet. 86, 89, 93, 94, 100 & BS1715

14 2.1.7 Front left hand side room Room is plastered to the walls and ceiling, with 2 no. UPVC double glazed windows to the front elevation. Radiators remain mounted to the perimeter of the room. The flooring is of exposed timber floorboards. The walls are generally soiled and stained throughout. 103 & 104 The ceiling loft hatch has been boarded in order to prevent any vermin access. 105 The double glazed windows to the front elevation appear in good order although would benefit from a good clean Kitchen/ Canteen Area Room is plastered to the walls and ceiling, with 2 no. UPVC double glazed windows to the front elevation. Kitchen walls and base units mounted to the perimeter of the room. There is a splash back to the perimeter of the kitchen area. The flooring is of exposed timber floorboards. The flooring is in fair condition where present although significant areas of the floor have been stripped up and removed possibly due to access to the underfloor void or for pipe removal. There is an area of extreme damp penetration to the rear wall of the room where the wallpaper is significantly peeling and there is extensive mould growth. The walls are generally soiled and stained throughout. 106 & , 112, 113, 114 & , BS1715

15 2.1.9 Bathroom The bathroom is plastered to the walls and ceiling, with 1 no. UPVC double glazed windows to the front return elevation. Bath located within the room. The walls are tiled. The flooring is of exposed timber floorboards. The double glazed windows to the front elevation appear in good order although would 120, 124 benefit from a good clean. The flooring is in fair condition where present although significant areas of the floor have been stripped up and removed possibly due to 122, 125 access to the underfloor void or for pipe removal. Some openings have been repaired using the old kitchen doors. The kitchen is in poor condition, the sink and a number of the doors have been removed. The 121, 123, 124, 126 kitchen is excessively soiled and water damaged. The ceiling is significantly damaged and is in poor condition. The plaster has fallen, leaving the timber roof structure above exposed, daylight is also visible through the roof. 129, 130, 132 The tiles to the walls are in extremely poor condition and are blown away from the plasterwork beneath and are heavily soiled. The sanitaryware is heavily soiled and full of plaster debris fallen from the roof. The fittings are in poor condition. 128,131, 132, , BS1715

16 Corridor linking Original building to later addition Room Offering Loft Access The corridor has plastered walls and ceilings, with an exposed timber floorboard floor without any covering timber skirtings architraves etc. There are a number of timber doors leading off of the corridor. There is 1 no timber window looking onto the flat roof of the link structure. The room offers a half flight of stairs leading to the roof of the property. The lower flight of stairs has been removed. Generally the room is plastered walls and ceilings, with an exposed timber floorboard floor without any covering timber skirtings architraves etc. There is 1 no. window to the room which has been over boarded with Stirling board due to vandalism. The ceiling is suffering from extensive water ingress, the lining paper and decorative finish to the ceiling is coming away from the plasterboard surface. The walls are generally in poor condition being extensively damp and any paper is coming away from the walls and the walls are generally excessively soiled. The timber floorboards are extensively wet and sodden and in a number of locations have been removed to expose the floor structure and ceiling below. The timber doors and joinery are in poor condition, being heavily soiled and have taken on a significant level of moisture. The window is in fair condition, although decorations etc. are soiled. The ceiling is suffering from fracturing of the finish to the majority of the ceiling area. There is a small section where the plaster finish has fallen away, exposing the timber structure above. 137, 141, , 137, , 140, 146, 147, , , BS1715

17 Bar Area Large room, running the entire depth of the property, encompassing the bay window to the left of the property as viewed from the front elevation. The room comprises of the bar area to the centre and a large open area. The walls and ceilings are plastered and walls are timber panelled to low level areas. The walls are generally in poor condition being damp and soiled. The window has been boarded with a layer of sterling board preventing any light from entering the room. The window is generally soiled and in a poor physical condition. The ceiling is significantly damaged and is in poor condition. Significant amounts of the plaster finish has fallen, leaving the timber roof structure above exposed, daylight is also visible through the roof. The walls are generally physically sound with the plaster in fair condition. Isolated areas of damage to the right hand side where fittings have been removed. Isolated damp patches. Generally soiled with vermin waste , 169, 170, 176, , 159, 160, 166, 171, BS1715

18 There is a timber clad divisional wall to the rear right hand side of the area, separating off a second area. The flooring is of exposed timber floorboards. There a numerous windows to the property, facing out onto both the front elevation, bay window, and the rear Rear Smoking Room The room to the right hand side to the rear of the bar facilities of the building. The walls and ceilings are plastered and walls are timber panelled to low level areas. An exposed timber floorboard floor without any covering timber skirtings architraves etc and 1 no. window looking into a courtyard type opening. The low level timber cladding is damaged in a number of locations and the surfaces of the panelling are crazed and fractured. The flooring is in a sound physical condition, although excessively soiled. Isolated damaged or missing floorboards. The windows are boarded over as a result of vandalism. The underlying structure of the windows appear in fair condition. Although decorations are poor and they are soiled. The windows were unable to be tested. The bar area is generally in poor condition and is soiled throughout. The ceiling is significantly damaged and is in poor condition. Significant amounts of the plaster finish has fallen, leaving the timber roof structure above exposed, daylight is also visible through the roof. The walls are generally in poor condition being extensively damp and any paper is coming away from the walls and the walls are generally excessively soiled. The timber panelling to low level has taken on moisture and began to delaminate, and is in poor condition. The timber floorboards are missing loose and uneven alongside being extensively wet. The flooring is excessively soiled. The windows are boarded over as a result of vandalism. The underlying structure of the windows appear in fair condition. Although decorations are poor and they are soiled. The windows were unable to be tested. 156, 165, , 158, 160, 162, 163, 168, , , 182, 184, 188, , , BS1715

19 Staircase and Ground Floor Lobby Open grand timber staircase leading from ground to first, with entrance lobby to ground floor. Balustrade fully boarded, of hardwood construction. The carpet/finish has been removed exposing the structure of the staircase. The ceiling is suffering from extensive water ingress, the lining paper and decorative finish to the ceiling is coming away from the plasterboard surface. The walls are generally in fair condition being slightly damp and soiled. 194, , 195, 196 Walls and ceilings to the areas are plastered and decorated. There are a number of timber windows serving the area. The staircase is in fair condition. The balustrades are in fair physical condition, although the newel posts are suffering from damp staining and possible timber decay. The stair treads are in good physical condition, although soiled. The windows to this area are of timber construction, and some are boarded over as a result of vandalism. The underlying structure of the windows appear in fair condition. Although decorations are poor and they are soiled. The windows were unable to be tested. 192, 193, 199, , 196, 197, GROUND FLOOR Left Hand Reception Room The flooring to the lobby is of solid ground bearing floor slab. Large room, encompassing the bay window to the left of the property as viewed from the front elevation. The floor structure is in good condition and free from material defect, although is soiled. The ceiling and plastered walls are generally well preserved, there appears to have been little or no damp penetration into this room BS1715

20 The walls and ceilings are plastered and walls are timber panelled to low level areas. There are isolated areas of damage to the plastered walls, to the side of the property where a plaque appears to have been removed, and some minor surface damage to the wall at high level possible water ingress. 202, 206 An exposed timber floorboard floor without any covering timber skirtings architraves etc and 1 no. window looking into a courtyard type opening. The windows to the room are located within the bay, facing onto the front elevation. A large panelled door serves the room Female WC The room consists of tiled walls, with plastered ceilings. A vanity unit remains where wash hand basins were positioned, although the basins have been removed. There is a upvc double glazed strip window to the side elevation. A large panelled door serves the room. The floorboards to the floor are damp, and have taken on moisture to a significant level. Although they appear generally sound. 203, 204 The windows to the bay have been boarded up as a result of vandalism. The window frames 201 appear sound, although decorative finish is poor. The door entering into the room is in fair condition overall, although ironmongery is in 205 poor condition. Decorations are poor. The tiled walls are generally in a fair condition, with only isolated tiles. The decorative finish and style of the tiles is jaded. The ceiling is in 209, 213 The window appears in good physical condition, although has been boarded externally to prevent vandalism. The window is soiled, and was not able to be operated. The door entering into the room is in fair condition overall, although ironmongery is in poor condition. Decorations are poor. The sanitary fittings have been removed. The vanity housing to the wash hand basins remain, and is defunct , BS1715

21 2.2.3 Disabled WC The room consists of tiled walls, with plastered ceilings. The wc suite remains, consisting of wash hand basin and wc. There is a vinyl sheet floor finish Male WC The room consists of tiled walls, with plastered ceilings. This room was partially demolished, and the right hand wall is of concrete block construction. The urinals and associated cisterns remain, although the serving pipework has been removed. The tiles are in fair condition although soiled and jaded. The ceiling is suffering from minor damp, with indications of black spot mould to the ceiling's surface. The strip fluorescent light fitting is unoperational. The vinyl floor finish is in poor condition, being rippled The tiles and are heavily in fair condition soiled. although soiled and jaded. The ceiling has been opened up in order to locate pipework and is suffering from approximately 3 no. holes of 1m2. The floor is the exposed underlying concrete There is a floor upvc structure. double glazed strip window to the side elevation. A large timber panelled door serves the room. The corridors have plastered walls and ceilings, with an exposed concrete floor without any covering timber skirtings architraves etc. The flooring is in fair condition, although soiled. The window appears in good physical condition, although has been boarded externally to prevent vandalism. The window is soiled, and was not able to be operated. The door entering into the room is in fair condition overall, although ironmongery is in poor condition. Decorations are poor. Generally in good condition throughout, although lightly soiled and suffering of an underlying dampness due to the moisture in the property. Minor damage to the plastered surfaces of the walls and ceilings, surface fracturing and damage resultant from demolition and rebuilding walls from concrete blockwork , 224, 226, BS1715

22 2.2.6 Corridor Leading from Entrance Lobby to Later addition The walls and ceiling are of plastered finish. The floor finish is of an encaustic tile finish, set within an attractive pattern. A fluorescent tube light fitting is mounted to the ceiling. The walls plasterwork and associated finishes are extensively damp and soiled. A number of areas of the plaster finish are delaminating and coming away from the wall and there is generally significant levels of mould growth to the walls. The plastered ceiling is in poor condition with the plaster having become debonded from the laths and the fluorescent strip light fitting has become loose from the surface of the ceiling. 240, , 255, 256, 257, Left hand store room Room is plastered to the walls and ceiling, with 1 no. arched timber window facing out the rear elevation The flooring is of exposed timber floorboards. The floor finish is in fair condition, although 248 soiled. The walls are generally soiled and stained throughout. With some fracturing to the plastered surface. 244 The plastered ceiling is in poor condition with the plaster having become debonded from the laths and the fluorescent strip light fitting has become loose from the surface of the ceiling. The window is of timber construction, and has been boarded over as a result of vandalism. The underlying structure of the windows appear in fair condition. Although decorations are poor and they are soiled. The window was unable to be tested. The floor finish shows signs of being damp, and is slightly uneven and undulates as the timber has swollen when taking on moisture , BS1715

23 2.2.8 Shower Room The room consists of tiled walls, with plastered ceilings. The flooring is tiled, and a ramp is located to the area to allow possible level access to the raised shower area Yellow Room Plastered walls and ceiling with 1 no. window which has been boarded up, glazed timber panelled door with glass removed. Timber floorboard floor finishes. The tiled walls are generally in a fair condition, with only isolated tiles. The decorative finish and style of the tiles is jaded. The ceiling is in poor condition and is soiled. 241, 242, 243 Generally the room was damp and suffering from the soiling associated with vermin habitation. 250 The window has been boarded with a layer of sterling board preventing any light from entering the room. The floorboards are suffering from extensive water damage throughout the entire room. The fabric of the floorboards appeared unstable and entry into the room was prevented Front Rooms to the Addition Structure Due to the floorboards being damp and wet, and indications where some boards had decayed through, the area was deemed unsafe for access. Plastered walls and ceiling with windows which have been boarded up. Timber floorboard floor finishes. The ceiling to the room has collapsed, with a significant section of the latch and plaster ceiling missing. The walls plasterwork and associated finishes are extensively damp and soiled. A number of areas of the plaster finish are delaminating and coming away from the wall and there is generally significant levels of mould growth to the walls. Plastered walls and ceilings. Walls decorated in a mural effect. 1 no. timber window to the rear elevation. The decorations to the floor slab are poor and worn, but otherwise the floor is in a good 275 physical condition. The ceiling is significantly damaged and is in poor condition. Significant amounts of the plaster finish has fallen. 278 The walls plasterwork and associated finishes are damp and soiled. The window is of timber construction, and has been boarded over as a result of vandalism. The underlying structure of the windows appear in fair condition. 25 Rear Store and Associated Corridor. The corridor and store room has plastered walls and ceilings, with an exposed timber floorboard floor without any covering, timber skirtings architraves etc. There are a number of timber and steel doors leading off of the corridor. The plastered ceiling is in poor condition with the plaster having become debonded from the laths. 283, 284, 293 The walls plasterwork and associated finishes 287, 286, 292, are damp and soiled. A number of widows have been over boarded internally and externally. The internal plasterboard has been damaged and the 285, 286 glazing is missing. The windows are in a poor condition. The floor is in fair condition BS1715
