1 Pre-bid Meeting Minutes Reference: ITB ITB: Lot No.2: Habla Sewage Collection System Qalqilia District / West Bank Issue Date: 20 May 2010 Closing Date: 21 June 2010 at 12:00 noon Dear Participants, This correspondence pertaining to the above-mentioned project should be considered as an integral part of the tender documents. Below please find the UNDP/PAPP clarifications and official replies to all inquires raised by participant bidders during the pre-bid meeting held on June 2, 12:00 noon at Habla Town Qalqilia district The following is considered as Addendum No 1 to the Invitation to Bid, which shall be deemed to form and be read as part of the tender: 1. UAnswers to inquiries Q1: 1- We noticed that the Bill of Quantities (BoQ) calls for upvc pipes. However, the PNA specification attached specifies only PVC pipes. Therefore, Please advise on what should we use, PVC or upvc pipes? If we should use upvc, can you please advise where should we get the specification from? A1- "Wherever PVC pipes are mentioned in the bid documents, it should be replaced by UPVC pipes. The supplied UPVC pipes on site should be to BS standard heavy duty gauge for the use of underground urban domestic sewer networks. Meanwhile, workmanship with regard to the implementation of the UPVC underground collection networks, it should follow the Palestinian Standards, rules, laws, and regulations pertaining to the method of laying underground sewer PVC pipes for urban networks". Q2: Another inquiry with regards to the top donut of the manhole, the drawings show they are the conical or inclined type. As for our understanding, the conical of inclined type is out of use nowadays and instead and normal flat donut is used at the top of the manhole. Please advise if we can use the flat donut or should we stick to the conical inclined top cover? A2: The conical top donut of the manhole is specified and will stay unchanged. 2 Q3: Referring to the BOQ of the Habla and Barta'a Project, We need to ask if the epoxy Tar internal caot should be one or two layers. We know that the external should be 2 layers, but the internal is not clear from the sentence in the BOQ. A3: The coating and lining of the manholes are further clarified as follows: External water proofing (or better looked at as concrete protection film) should consist of minimum two layers of Latex Bituminous Emulsion; both coats totaling minimum 2mm thick layer, while Internal water proofing (equally looked at as concrete protection film) should consist of minimum two layers of Epoxy Tar, both coats totaling minimum 250 micron thick layer. 2. UFurther clarifications & BoQ Additions C1. Excavation Debris (surplus and debris materials) to be removed off to licensed dumpsites within Habla town boundaries. The local Habla town council will direct the implementing contractor to the said dumpsites. C2. In Bill No2 / item No 2 of the BoQ, the following description shall be added: "UPVC pipes should not be older than 12 months from the date of production imprinted on them. Meanwhile, UPVC pipes and fittings should be compatible and from the same manufacturer". C.3 The following BoQ items shall be added to and be considered as an integral part of the original BoQ, where the total thereof shall be added to the summary page of the original BoQ. 3 BoQ Additions UThis is a replacement of Item No. 4.7 in the original BoQ U4.7 Supply and install all required materials and workmanships for constructing a pumping station of a sump capacity as shown in drawings. Price shall include all types of excavation and back fillings needed in the site to complete the job, as per the instructions and approval of the Engineer. All structure is constructed of B-300 re-enforced concrete for walls, slabs and foundations for the pumping station pits as per drawings. The includes concrete reinforcement, workmanship, plastering from inside, painted with two coats of Latex Bituminous Emulsion from outside and Epoxy TAR from inside as per drawings, specifications and Engineer instructions. Price shall also include Supply and install two submersible pump for the drain water system 32 L/s flow rate and 25 m head (work in alternating mode with minimum of 4 starts per hour for both pumps) made by Grundfos, Flygt,Sarlin, or equally approved make, complete with pump flange / guide rail claws, auto coupling base, raising main, none return valves, gate valves, tubular slide rails and slide rail fixing bracket, and non corrosive lifting chain, all as specified and shown on drawings. The includes fixing accessories, flexible pipes and 4" vent pipes connections, fittings and all electrical connections to panel. Price shall also include all the electrical works, the switch board and the control and all the items needed in the board from MCCBs and switches and all the wiring and conduits connecting the control and switch board with the pumps and all connection requirements to the main power source with the local Electrical Company all as specified and approved by the Engineer. Price shall also include supply and install all required fittings as shown in the drawings, including and not limited to stainless steel ladders, stainless steel mechanical bar screen, steel covers (of any size), dumping trolley, steel jack support with concrete base, all as shown on drawings and instructed by the Engineer. This item shall also include site works and site leveling for clean access to the station, these site works shall include cleaning the site (of an area 100 S.M) form any garbage and rubble, then leveling it with the street adjacent, and finally add a compacted 25 cm layer of base coarse. 4 U4.8 Supply and install 6" nominal diameter pressure black steel pipes, 3/16" wall thickness, coated from outside with a Trio PE coating applied by the extrusion method 1.5mm thickness wrapping and epoxy lining. Pipes must be medium series, as made or by Middle East, Avrot, or equally approved, length of each pipe 12.2m, with Techen Stamp or equivalent on each pipe for the production of the pipe itself, the lining and the coating. Price shall include all the fittings needed for the pipe lines, including tees, elbows, reducers, nipples, couplings joints, plugs, air vents, dressers, flanges, valves, etc. Price shall also include all excavation in all type of soil and rocks and backfilling works with selected materials, including sand and/or concrete casing where required according to the standards of the Water Authority and specifications. All is done as shown in the drawings and approved by the Engineer L.M 500 U4.9 Supply, install, test and commission stand by diesel generator outdoor set V,50Hz (22KVA), speed 1500rpm heavy duty industrial turbo charger engine with control panel and all equipment as specified, cooling system for diesel and tools set including radiator and cooling fan complete with protection guards, exhaust from engines. 24 volt, system with battery charging alternator, starter motor, permanent magnet pilot exciter followed by main exciter, batteries and battery rack mounted on machine base frame and with static battery charger, and original sound proof canopy water proof, and all controls including voltmeter, voltmeter phase selector 7 position, ammeter, ammeter selector with 4 position, frequency meter, hours run meter, battery voltmeter, coolant temperature gauge, oil pressure gauge and tools set required to provide an installer which is complete and a full set of operation and maintenance manuals in English. Price to include concrete base 25cm thick, distribution board, Automatic Transfer Switch, relays, control cable, power feeder to the distribution board 5*10mm2 with approximate 20 M.L, earthing system for generator and all might needed civil works to perform the installation of the generator set, the generator set is similar to Caterpillar, Perkins or equally approved. 4A Yakubi St., Jerusalem, 91191, P.O. 5 U4.10 Supply and install over ground steel metal tank of 3mm thickness and 2000 liters capacity with all fittings and accessories e.g. suitable inlet for fuel filling from truck, outlet, vent, transparent level indicator with valves at both ends, pre-filter, valves, and PVC coated copper tubing between the tank and the generator built in tank. Filling mechanism shall be by means of gravity flow and On-Off valve control, all as per the drawings and the instructions of the Engineer. The tank shall be seated on a raised sturdy metal stand (bottom level of steel tank is above top level of generator built-in tank to allow the flow of diesel by gravity) with at least 5cm iron angles, all painted with at least two coats of anti-rust and two coats of enamel paint. Price of this item shall include 10cm thick re-enforced concrete base of dimensions as shown in drawings and as instructed by the Engineer. U4.11 Supply and construct a 4x4 meters with 3 meters height room to be the Electric Room for the above items, this room has to be constructed of 20 cm thick block walls with the required reenforcement and concrete, plastered and painted from inside with Emulsion PVA-Based Paint and outside with proper weather-proof paint. The room ceiling has to be constructed of steel 40X80 mm steel beams and perlins, all coated with antirust coat and paint, and all covered with corrugated weather proof steel sheets, the steel roof has to be very tough to withstand different weather conditions, fixing of the roof has to be done with proper fixing screws and rubber sealants. The main door should be of 2 meters wide and 2.2 meters height, constructed completely of louvered thick metal, complete with handles and lock and all required fittings and joints, the door frame should be constructed of 40X40 mm steel beams and supported entirely from inside with heavy metal beams. All metal works shall be painted with anti-rust coat and paint. The floor of the room has to be constructed of re-enforced 10 cm thick slab and terrazzo tiles, tiling should be done as per specifications. All works has to be completed as per specifications and as per the Engineer Instruction and supervision. 6 U4.12 Supply and Install 40X80 mm prefabricated rectangular metal fence made of galvanized steel to be surrounding the pumping station (of an area of 100 S.M), shall include galvanized steel posts and parts, welding jointing, proper fixing with footings on ground; shall include proper painting with antirust and paint as per the approval of the Engineer. Price shall include supply and install metal door of size 2.2x2 m as part of the steel fence, made from same material of fence and metal complete with lock and joints as per the approval and instructions of the Engineer. The shall include all excavation and re-enforced concrete works as per the requirements of the manufacturer. The Contractor has to provide detailed workshop drawings showing the different sections and details. S.M 160 U4.13 Supply and install connection works and materials needed to feed the pumping station with electrical power required to energize the pumps, bar screen and all related electrical appliances and lighting fixtures. This work shall include the overhead grid (steel posts, cables, concrete footing, etc.), main electrical panel including KW meter, circuit breakers, bus-bars and all associated accessories. Bidder must visit the site and consult the Electric power supplier for accurate pricing of this Connection works needed to feed the pumping station with electrical power required to energize the pumps, bar screen and all related electrical appliances and lighting fixtures. This work shall include the overhead grid (steel posts, cables, concrete footing, etc.), main electrical panel including KW meter, circuit breakers, bus-bars and all associated accessories. Bidder must visit the site and consult the Electric power supplier for accurate pricing of this item.
