1 Construction Management Statement FOR THE DEVELOPMENT By CALA HOMES (NORTH HOME COUNTIES) LTD at Greenacres, Duxford 1

2 1. INTRODUCTION 1.1 Purpose of this Document This Construction Management Plan has been prepared by CALA Homes (North Home Counties) in respect of Greenacres, Duxford. The purpose of the document is to ensure potential impacts that may arise from the Construction Works approved by the Council in relation to this project are actively identified, managed and minimised in accordance with Condition 12 of the Outline Planning Permission (S/0276/15/OL). This document, once submitted to and approved by the Council will strictly be adhered to. Any necessary amendments that need to be made as the project progresses must firstly be agreed with the Council. 1.2 Outline Planning Permission Condition 12 Condition 12 of the Outline Planning Permission states the following: Prior to the commencement of development, a Construction Management Statement shall be submitted to and approved in writing by the Local Planning Authority. The statement shall follow the Initial Scoping Document Construction Environmental Management Plan Land to the rear of Greenacres dated 12 May 2015 and shall also include details of the following: (i) Drawings of any temporary highway works and the phasing of the highway works; (ii) Contractor access arrangements for vehicles, plant and personnel including the location of construction traffic routes and details of their signing, monitoring and enforcement measure; (iii) Location of areas to be used for contractor offices, unloading / loading / reception and storage of building materials, parking for those employed in developing the site and visitors, turning and parking of delivery / construction vehicles; (iv) Screening and hoarding details including the contractor company name and contact numbers covering office and out of office hours; (v) Soil management and storage areas; (vi) Measures to control the emission of dust and dirt during the construction period (vii) A scheme for recycling disposing of waste resulting from demolition and construction works; (viii) Wheel and underside chassis cleaning facilities to prevent the deposition of mud and other debris onto the highway network / public areas; (ix) Site lighting; (x) Drainage control measures; (xi) Measures to safeguard use of the Public Right of Way and to manage any crossings of the public highway during the construction period; (xii) Access and protection arrangements around the site for pedestrians, cyclists and other road users including external safety and information signing and notices; (xiii) Liaison, consultation and publicity arrangements including dedicated points of contact and complaints procedures; (xiv) Consideration of sensitive receptors 2

3 2. CONSTRUCTION METHOD STATEMENT (i) Drawings of any temporary highway works and the phasing of the highway works 1. Demolish existing property (8 Greenacres) 2. Widen bellmouth 3. Construct haul road to provide site access Figure 1 - Phasing of highway works The highway works will take place as part of the initial site set up after number 8 Greenacres has been demolished. A small team of contractors will carry out the demolition and arrive in a minibus. There is sufficient room for the minibus to park on the property without relying on on-street parking. The ground works contractor will begin works on widening the bellmouth leading into the site. The bellmouth will be widened to allow sufficient space for construction vehicles to turn into the site without needing to mount the kerb and pathways. The swept path analysis shows that all vehicles can access the site without encroaching on the land outside of the carriageway even when cars are parked outside of properties. Once the bellmouth has been widened, a haul road can be extended into the site to provide access. Once the haul road is installed the compound and site car park can be constructed. 3

4 (ii) Access arrangements for vehicles, plant and personnel including the location of construction traffic routes and details of their signing, monitoring and enforcement measures Access to the development will be facilitated by the demolition of number 8 Greenacres. Beyond Greenacres, access to the site is provided by St. Johns Street which links to Hunts Road to the west and Moorfield Road to the east. The number of vehicle movements will vary depending on the stage of construction of the development. As mentioned above, deliveries and collections will not take place between the hours of 07:30 09:30 and 15:00 18:00. Only the following types and sizes of vehicle will be permitted to enter the site: - Small Tipper (6.5m) - Concrete Mixer (8.3m) - Rigid Vehicle (10m) - Large Tipper (10.2m) - Small Articulated Vehicle (10.7m) A swept path analysis has been undertaken on these vehicles which demonstrate that they are all able to enter and exit the site using the highways and not having to encroach on the pathways. The vast majority of building materials will be delivered using the above range of vehicles. Larger vehicles will only be required for abnormal loads which cannot be transported using the above vehicles. Larger vehicles will only be used with prior consent from the local planning authority. The residents on Greenacres will be notified at least 24 hours before arrival and if necessary, a temporary traffic management order will be sought. The construction method will look to balance reducing the number of vehicular movements on the network whilst ensuring those vehicles are of a size that will not give rise to adverse impact on residential amenities or highways, in particular Greenacres. Deliveries and/or collections to the site will not be made between the hours of 07:30-09:30 and 15:30-18:00, this has been requested by the Highway Authority and will be strictly adhered to. Should temporary traffic management orders, such as temporary parking restrictions to ensure access is achievable CALA will apply for these using the relevant Highway Authority procedures. Clear road signage will be used to minimise the impact on the existing surrounding community. A signaller will be employed to ensure that vehicles manoeuvre safely and avoid any potential conflict. A highway condition survey of Greenacres and St. Johns Street will be undertaken prior to any construction work taking place on site and after the project has finished. The condition survey will 4

5 document the condition of the roads and paths and any damage caused as a result of construction vehicles using the roads will be made good at CALA s cost. (iii) Location of areas to be used for contractor offices, unloading/loading, reception and storage of building materials, parking for those employed in developing the site and visitors, turning and parking of delivery/construction vehicles It is anticipated that throughout the construction of this project approximately workers will be on site at peak times, although this will generally be less given the sequencing of construction activities. Contractors will be arriving in a mini bus and encouraged to car share where possible. It is expected that there will be a maximum of between vehicles but given the size of the site there is sufficient space to provide an on site parking area to accommodate. All materials will be unloaded and stored on site throughout the lifetime of the development. No deliveries will take place outside of the designated delivery hours. Materials will only be delivered to site when necessary and deliveries will be contained where possible to reduce the number of vehicle movements to and from the site. The delivery area will be laid out in a way that allows the delivery vehicle to turn and leave site in a forward gear. A banksman will assist in manoeuvring vehicles into and out of the site. Figure 2 - Location of compound, parking and material storage areas Due to the limited amount of free space on site, an area of hard standing in the adjoining field will be used to situate the compound and car parking area. A haul road will be taken through the existing hedge to allow access for vehicles. This allows the project to be built unobstructed, resulting in a quicker build time. The materials store will be located on the land of plots 19 and 20 which are the last plots to be built on the project. Materials will be stored within the site compound while we are building the final plots. 5

6 (iv) Screening and hoarding details including the company name and contact numbers covering office and out of office hours A site perimeter hoarding to a height of 2.4m will be erected to the boundary of the site and remain in place for the duration of the construction activities. The site entrance will be secured by metal gates which will display the company name, contact numbers, office and out of office hours. Task specific barriers will be used to protect vehicles and pedestrians during construction activities. 7 (v) Soil management and storage areas Soil excavated on site will be reused where possible to level, build up and backfill areas that require it. Soil that cannot be used will be collected from site via a muck away supplied by a registered waste carrier and taken to a recycling/treatment plant. Figure 4 - Location of soil heap All topsoil used on landscaped areas of the site will conform to BS3882. Consideration will be given to the storage of soil on site to avoid the potential of them washing into drainage systems in adverse weather conditions. Figure 4 shows the proposed location of the soil heap. Excavated soil will be placed here for use elsewhere around the site. The location also allows easy access for muck aways to load the soil up to be taken off site. The soil heap will be fenced off to prevent unauthorised access. (vi) Measures to control the emission of dust and dirt during the construction period Where dust is likely to be released, local damping will be employed by site labour using water hoses on spoil heaps and excavations and other appropriate methods. Dust management will be controlled at all times through the use of wash down areas and the constant damping down of roads, silo areas and spoil heaps. Activities like cutting, sanding and grinding will only be undertaken in designated areas so that any dust can be adequately controlled and disposed of. Dust suppression tools will be provided along with debris netting to scaffold areas facing the public. 7

8 Wheel washing facilities will be provided at the entrance to reduce the transference of mud/dust onto highways. If complaints arise or incidents of dust deposits occur, these will be investigated immediately and appropriate action taken. (vii) A scheme for recycling/disposing of waste resulting from demolition and construction works The duty of care documented by the Environmental Protection Act 1990 is applicable to everyone; and above all, the whole process of waste generation has been given careful consideration in order to reduce the amount of waste initially generated. Subsequently, the re-use and recycling of the material that is then classified as waste must be contemplated. The demolition team will follow a process in which best allows the materials to be segregated and either recycled or disposed of. Before the structure is demolished the team will undertake a soft strip of the property. The aim of the soft strip is to remove all loose fixtures and fittings, services and non structural materials, leaving nothing but the bare bones of the structure. The material from the soft strip will be segregated into skips and taken away to be recycled. The materials resulting from the demolition of the structure will consist primarily of bricks and concrete blocks. These will be removed from site with a grab lorry and taken away by a registered waste carrier. To prevent fly tipping, site management will ensure waste materials remain under their control until removed from site for correct disposal only using registered waste carriers or to a licenced landfill site. Particular attention should be paid to waste that is designated as special waste under the Special Waste Regulations 1996, such as waste oils, which must be stored, separated and disposed of by registered waste carriers. CALA Homes have appointed Waste Management Facilities Ltd, an established waste management company to deal with skip hire, site segregation of material and disposal of construction waste at the site. The monitoring of waste will also be undertaken by Waste Management Facilities Ltd who will provide CALA with details of waste streams, waste storage, waste tonnage and how much waste has been diverted from landfill. Waste Management Facilities Ltd will be responsible for site recycling and have prepared a waste management plan and separation area for general waste, plasterboard, timber and hard-core. (viii) Wheel and underside chassis cleaning facilities to prevent the deposition of mud and other debris onto the highway network/public areas A high powered jet wash will be situated at the entrance of the site. This will be used to wash the wheels and body of construction vehicles leaving the site and therefore preventing the spread of 8

9 mud, dirt and debris onto Greenacres and surrounding highways. Figure 5 below shows the proposed location of the jet wash. The jet wash will be positioned on an area of hard standing to enable the run off water to drain through. Wheel washing will be set back away from the site entrance to further avoid the risk of water running out of the site boundary. Figure 5 - Location of jet wash used for wheel washing Inspections of the local roads will be carried out on a daily basis to ensure that they are kept in a clean condition with no excess dirt, dust or debris along them caused by vehicles serving the site. A road sweeper will be commissioned at the reasonable request of the Local Highway Authority. (ix) Site lighting Security lighting will be used within the site compound, all lighting will be fixed to the sides of the containers in a position that faces downwards, so that it allows sufficient light for site operatives but does not shine into neighbouring properties. Lighting will also be required to illuminate work areas during the winter months. Consideration will again be given to the positioning of the lighting. Any street/bollard lighting will be installed prior to the first occupation on site. (x) Drainage control measures Due care and attention will be paid to the site drainage operations during the initial site set up and construction phases of the project. It is vital that surface water and the effluent discharge from the construction site is properly constructed and managed to ensure protection of the environment. Examples of activities that may pose a risk are: 9

10 - Location of storm water drainage in areas with the potential to generate contaminated effluent: waste storage areas, car parking areas. - Dewatering of excavations and discharge of dewatered effluents during construction. - Movement and storage of contaminated soils. - Earthworks having the potential to create preferential flow paths. - Storage and movements of fuel and chemicals on site. - Cleaning (e.g. wheel washing) and discharge of trade effluents. - The stockpiling and use of soil or other materials that have the potential to leach contaminants into surface and / or groundwater. - Discharge from temporary toilets to foul sewer. - Use of herbicides, pesticides and fertilisers adjacent to water courses during ground maintenance operations. Management Controls/Mitigation Measures CALA s operations on site will follow the strict environmental policies and procedures that the company operates across all of its projects. Accordingly the following controls will be implemented: - Foul and surface water drainage has been designed to ensure no storm water drains are located in areas with the potential to generate polluting effluent. - Development of a dedicated fuel storage area that is appropriately concreted and bunded. - Utilisation of EA approved double skinned and self-bunded fuel bowsers, for refuelling of plant where use of dedicated refuelling area is impractical. - Provision of spill kits. - Future ground maintenance contractors to provide method statements detailing chemicals to be used, volumes applied and how they are minimised to reduce environmental impact. - Implementation of control measures to ensure run off created during construction activities at Greenacres does not impact upon local water quality or sensitive receptors. (xi) Measures to safeguard use of Public Right of Way and to manage any crossings of the public highway during the construction period The existing Public Right of Way boarders the northern site boundary. There is an existing hedgerow which separates the footpath and the site. No works are proposed to the hedgerow so therefore the Right of Way will remain unaffected throughout the duration of construction works. 10

11 Figure 6 - Public Right of Way (in purple) CALA will employ a gate man who will be responsible for directing construction traffic and pedestrian movements. Loading/unloading bays will be situated within the site to avoid the need for vehicles to stop on the highway and causing a build up of traffic. Deliveries will be correctly managed and given specific time slots to avoid the build up of vehicles on Greenacres and the surrounding roads. This will also prevent pedestrian and cycle access from being disrupted as a result. All contractors and delivery drivers will be provided with a map showing the most efficient route to site. The route will take into account the surrounding area and where possible avoid sensitive areas. All contractors and suppliers will also be made aware of and adhere to the site delivery times as outlined in section 2 of this document. (xii) Access and protection arrangements around the site for pedestrians, cyclists and other road users including external safety and information signing and notices As mentioned above the perimeter of the site will be secured with hoarding at a height of 2.4m so that the site is completely sectioned off from the public. Directional and safety signage will be put on lampposts leading towards the site entrance to alert construction vehicle drivers about pedestrians/cyclists potentially crossing the road around the site. The site will operate a 10 miles per hour speed limit and a signaller will be present to guide vehicles in and out of the site and Greenacres. 11

12 (xiii) Liaison, consultation and publicity arrangements including dedicated points of contact and complaints procedures A community liaison manager will be appointed for the project and will be responsible for providing details of the proposed construction activities, programme of works and provide regular updates on any changes and specific activities which have the potential to cause nuisance and generate complaints. The contact name and telephone number of the community liaison manager will be displayed on the site hoarding and will also be made available to all Greenacres, The Firs and The Old Nursery residents by letter. The contact name and details will be provided to all the relevant stakeholders before commencement of the project. Communication with the public will be on a regular basis to establish and maintain good relationships with them. It is our intention to deliver these once a month, however the frequency will vary depending on the progress made on site. We will also make ourselves available for meetings with residents to settle any concerns they may have. Any specific complaints or enquiries made by the public will be managed by the community liaison manager and recorded in a complaints register. The register will record the nature of the complaint/enquiry, ownership of dealing with the complaint/enquiry, the specific action taken and relevant dates and correspondence with the member of public will also be recorded. The register will be made available to the Local Council upon request. Progress notation will be made available throughout the construction phase of the project via the CALA website for the scheme: This site will be registered on the Considerate Contractors Scheme (CCS) and will be assessed against its 5 codes of practice, as follows: - Appearance - Respect the Community - Protect the Environment - Secure Everyone s Safety - Value the Workforce By being part of the scheme shows that we are committed to protecting the environment and engaging with our neighbours. (xiv) Consideration of sensitive receptors Tree Protection A Tree Condition Survey has been prepared by Ruskins Group Consultancy who has provided CALA with a plan of trees which are to be retained and guidance on how to do so. 12

13 Trees that are to be retained as part of the development will have sufficient protection around them. This will either be Heras fencing and netting or a scaffold which with clear signage displayed. The protection will be erected prior to works commencing on site. Work to the bund running along the perimeter of the site contains trees that are to be retained. This stage of the work will only be undertaken with the direct supervision of the appointed Arboricultural Clerk of Works (Peter Wilkins of Ruskins Group Consultancy) who will access the methodology of the proposed works, brief the workforce on the necessity to protect retained trees, provide direction on tree protection issues as they arise and to monitor and photograph the works undertaken. A copy of the tree protection plan will be displayed in the welfare facilities and will also form part of the site induction process. Ecology The planning of works will give consideration to the timing and seasonality to ensure that no harm is caused to any species or habitats found on site. In the event that a protected species is found on site, works will stop immediately until the situation can be assessed by a qualified ecologist. Noise CALA will implement any necessary management and operation controls in order to minimise any adverse impact on the local community from the construction activities. Site working hours will be strictly adhered to at all times. Work and noise generation outside of these hours will be strictly prohibited. The Greenacres development has the potential to generate noise from the following areas: - Site clearance - Earthworks and excavation - Transportation - Construction operations - Cleaning - Waste management All operations on Greenacres will be undertaken with the best practicable means of noise reduction. This approach may include effective site management, engineering controls, acoustic screening, restricted hours of working, sound insulation and noise monitoring. CALA will control noise and vibration in accordance with the recommendations of BS5228: Parts 1 and 2. CALA will screen the entire boundary of the site during the construction phase of the works. This will be in temporary site hoarding. The main noise control measures will be implemented as follows: 13

14 - All vehicles, compressors and plant will be fitted with effective silencers and noise reducing systems in accordance with B5228: Part 1. - Work practices will be adapted such that noise will be kept to a minimum. - Where possible, noisy plant and equipment will be positioned away from noise sensitive boundaries. - Loading, unloading, transporting and dismantling materials around site such as scaffolding will be done in a way that minimises noise around sensitive areas. - Noise complaints will be investigated and appropriate action taken. Vibration All available techniques will be used to minimise as far as practicable the level of vibration to which operatives and others in the neighbourhood of site operations are exposed. The priority will be to reduce the generation of vibration and control it at its source. Vibration control measures we will implement on site will include the following: - All activities with the potential to cause vibration will be identified prior to works commencing and managed with a precautionary approach. - Compaction will be via vibrating rollers where possible If activities causing vibration in sensitive areas cannot be avoided then procedures must be put in place to best control and limit the impact. Vibration activities likely to cause damage to nearby buildings will strictly not be allowed. It is not anticipated that the construction of this project will give rise to significant levels of vibration. However, if these circumstances do arise, vibration measurement will take place in accordance with Clause 9 of BS5228: Part 2 to a schedule agreed with the Local Council. CALA will keep records of all environmental monitoring undertaken. Details will include any incidents associated with noise or vibration and the appropriate action taken. Air Quality CALA recognises that dust emissions and air pollution in an issue that requires close attention, monitoring and control. Suppression of dust is preferable rather than the difficulties which occur when dust is airborne. CALA will identify and control construction activities that have the potential to generate dust or smoke, so that nearby sensitive receptors are not affected. All staff and operatives will be fully inducted and made aware of the need to reduce dust emissions to protect neighbouring properties and residents. Control measures to minimise dust and smoke emissions will include: 14

15 - Vehicle exhausts will be directed vertically where possible and directed away from the ground. - Stationary plant will be located away from neighbouring buildings where possible. - Where possible plant and equipment shall not be left running for long periods when not directly in use. - Vehicles transporting materials with a potential to create dust shall be adequately sheeted to avoid the release of material and material matter. - A maximum speed limit of 10mph will be adhered to on site. - All hazardous materials will be properly sealed at the end of each working day in appropriate secure store facilities. CALA will undertake monitoring in accordance with the COSHH regulations 2002 in order to demonstrate compliance with occupational exposure standards. A record of all plant used on Greenacres will be maintained. Comprehensive records of any environmental air quality monitoring will be kept and be available for inspection upon request. Utilities To meet HSE requirements for on site employees, temporary utilities will service the site. Self contained toilet blocks with temporary storage tanks will be used until mains drainage is connected. 15

16 3. CONCLUSION The key areas to ensure that this plan is adhered to and that minimal impact to local residents result are: 1. Communicate with residents frequently so they are always aware of any operations that are taking place that have the potential to affect them. 2. Ensure the permitted site hours are strictly adhered to at all times. 3. To ensure that our measures are effective, capable or being monitored and reviewed throughout the construction period. 4. Ensure any complaints are dealt with in a professional manner and ensure complaints are closed out and a record kept. 5. Actively engage with the Considerate Contractor Scheme (CCS) and good working practices. 6. Educate the workforce on the need to keep noise at a minimum and the importance of this plan to ensure residents are not disrupted by our activities. 16
