Purpose Martyn Beckett, Director of Education David Visser, Superintendent of Education/Facilities Services The purpose of this report is to provide the Board of Trustees with updated information surrounding the demolition of the former Grandview Public School, Oshawa. 2. Background At the February 18, 2014 Board Meeting Trustees approved the final recommendations made by the Accommodation Review Committee (ARC), Athabasca-Grandview Elementary (AGE). These recommendations, which were based on a process that provided the community with opportunities to provide input and share information, included the demolition of former Grandview PS. At the November 3, 2014 Standing Committee meeting a report titled Property Report Former Grandview Public School Demolition was presented to the Board of Trustees for information purposes. 3. Analysis 3.1 Remediation The former Grandview Public School building has now been completely removed. All building wastes have been recycled or transported to Ministry of Environment approved disposal facilities. In total, 93% of the parking lot and building materials were recycled into usable material. There was historical usage of heating fuel at the school, and some spillage occurred from the tanks and lines used to store and carry the fuel. All soils that were affected by fuel spillage, totalling 257 tonnes, have been transported by a licensed firm to a Ministry of Environment approved facility. Kodiak Environmental Limited collected samples of soil remaining in the area for laboratory analysis. All of the samples that were tested meet the Provincial standards that are applicable to this property. There was no need to purchase backfill as all excavations were filled using on-site soil, and compacted during filling so that the top surface is less likely to settle significantly. Final grading is to be part of the construction of Forest View Public School. The site currently slopes gently downward to the south and west, generally conforming with local topography. Communications were hand delivered to residences surrounding the demolition site, as outlined in the map in Appendix C as information 2. All communications and Standing Committee Report(s) were posted on the DDSB website In total there will have been two communication notices shared with the community as follows: Tuesday November 4, 2014 A copy of the Kodiak Environmental Ltd. Communication #1, attached as Appendix A, was hand delivered by Kodiak Environmental Ltd. Staff to the neighbouring households of the former Grandview PS site as well as posted on the DDSB website A copy of the map indicating delivery area for the communication is attached as Appendix C. The community were directed to the Superintendent of Education/Facilities Services, David Visser, as the single point of contact. Tuesday February 3, 2015 A copy of the Kodiak Environmental Ltd. Communication #2, Status Update & Final Wrap-up, attached as Appendix B, will be hand delivered by Kodiak Environmental Ltd. Staff to the neighbouring households of the former Grandview PS site as well as posted on the DDSB website In addition to the communication notices delivered by Kodiak Environmental Ltd., two reports will have been provided to Trustees and posted on the DDSB web site as follows: Standing Committee Meeting-Monday November 3, 2014 A report titled Property Report Former Grandview Public School Demolition was provided to the Board of Trustees at the November 3, 2014 Standing Committee Meeting providing information regarding the demolition at the former Grandview PS site. Standing Committee- Monday February 2, 2015 An update report titled Property Report Former Grandview Public School Demolition Update, including copies of all communication notices delivered to the neighbouring community of the former Grandview PS site, will be provided to the Board of Trustees. 4 KodiaK ENVIRONMENTAL Appendix A - Page 1 of North Service Road East, Oakville, Ontario L6H 1A6 LIMITED November 4, 2014 Communication #1 Demolition of Former Grandview Public School Dear Grandview Public School Neighbourhood Resident: We are writing to keep you up to date with respect to plans for former Grandview Public School, at 285 Grandview Street South, Oshawa. At the February 18, 2014 Board Meeting, Trustees of the Durham District School Board approved the final recommendations of the Accommodation Review Committee (ARC) Athabasca-Grandview Elementary (AGE). These recommendations, which were based on a process with opportunities for community input and information sharing throughout, included plans to demolish Grandview Public School. The demolition is scheduled to begin in the fall of 2014 and construction of the new Forestview Public School on the same site is anticipated to begin in the spring of The purpose of this letter is to let you know that the demolition work will commence the week of November 3, Our firm has been directed by the Durham District School Board (DDSB) to supervise the demolition process. We have assisted the Board at other demolition sites in past years and part of our mandate is to ensure that any issues of environmental significance, if they are identified during the course of demolition, are addressed in full compliance with Provincial standards and regulations. Kodiak has provided services to private and public sector clients for 20 years, and we work routinely with the Ministry of the Environment and Ontario s environmental regulations. Our principals are registered Qualified Professionals with the Ministry and our firm is certified with the Association of Professional Geoscientists of Ontario (APGO). The DDSB has now completed the process of applying for a demolition permit and a public tender for the selection of contractors. Budget Environmental Disposal Inc., an experienced demolition company, provided the best bid for the project. The contractor's work will involve demolishing the building and removing the asphalt/concrete surfaces and underground utilities. Any excavations that are made to remove foundation features and utility lines will be filled with soil from elsewhere on the property, or from quarry sources that have been tested for any potential environmental contaminants. At the end of the work, the site will be graded flat. Although some interior work and mobilization of equipment will begin immediately, the main site work will begin during the week of November 10. The estimated schedule calls for the following: End of November: End of December: January 2015: Completion of most indoor work, much of which must be conducted by hand and by using small machinery, such as Bobcat-style loaders. Complete demolition of the building and foundations. Any remaining work required, such as removal of rubble and grading of the site. These dates are only approximate; the contractor could finish before these deadlines, or suffer unexpected delays. The property will be fenced during this time, and there will be some truck traffic along Grandview Street South, mainly to remove demolition products (concrete, brick, and metals). Many demolition projects involve on-site crushing of brick and concrete to facilitate disposal. This will not be done during this project in order to minimize the creation of unnecessary dust. Our firm will be monitoring the work to ensure that it is carried out in accordance with relevant environmental regulations. The Ministry of Labour has been informed of the project and, as a courtesy, we have also informed the Ministry of the Environment.

These included the recommendation to demolish and rebuild Grandview Public School. How will neighbours be kept informed of the demolition? # Information notices will be periodically delivered to local homes to keep the neighbourhood up-to-date on the progress at the site. Who is in charge of the demolition? # Kodiak Environmental Limited will supervise the demolition contractor, which has been selected through a public bidding process. What will the project look like? # It will start with fencing around most of the property. Every demolition includes designated substances and other building materials that must be disposed of appropriately, in accordance with Ontario law, and most of this work will be done indoors, at the start of the project. Large excavation machines will be used to take down the building and dig out concrete foundations and soil, which will create some unavoidable noise and disturbance on the site. There will be stockpiles of brick, concrete, metal and other materials that grow and shrink as the project proceeds. There will also be some truck traffic along Grandview Street and nearby roads during this time, mainly to remove these materials. Finally, the site will be graded level in preparation for new construction. Are government agencies involved? # By law, notification of the demolition work is given to the Ministry of Labour and a permit is obtained from the City of Oshawa. It is expected that Ministry of Labour staff will make periodic unannounced visits for project review. Although the particular circumstances at this site would not normally require the participation of the Ministry of the Environment or the Technical Standards and Safety Authority, both bodies have been informed of the work as a courtesy. What about re-use and recycling? # School Board employees have already gone through the building salvaging anything from equipment and furniture to items as small as fluorescent light bulbs and water valves. Regarding the building structure itself, Ontario laws ensure that demolition materials don t just fill up our landfills. Steel is set aside and sent to a recycler. Copper and aluminum are sent out separately for refining. Concrete and asphalt are trucked to separate plants for crushing and recycling. There are strict requirements about where the materials can go and the licenses required to ensure that they are transported appropriately. This is part of the monitoring done by Kodiak, ensuring and documenting that waste materials are treated appropriately. When will the School be Re-Built? # Current plans call for commencement of construction in the Spring of 2015.

7 KodiaK ENVIRONMENTAL Appendix B - Page 1 of North Service Road East, Oakville, Ontario L6H 1A6 LIMITED February 3, 2015 DRAFT 1-20/01/15 Communication #2 Demolition of Former Grandview Public School Dear Grandview Public School Neighbourhood Resident: We have come to the end of the construction work that was required to remove Grandview Public School and make room for the future Forest View Public School. During the course of the program, approximately 3,900 tonnes of building materials and asphalt were removed from the property. About 93% (3,600 tonnes) of the material was recycled or reused, including: # 140 tonnes of completely recyclable metal and # 3,500 tonnes of concrete, brick and asphalt that were used for new roadbed construction. During the course of the excavation work our staff identified heating oil associated with an underground tank that had been historically used at the property. Although the tank was removed decades ago, heating oil had seeped into some of the soil surrounding the former fuel lines. The Durham District School Board (DDSB) directed our firm to remove the soil, with the goal of fully restoring the impacted area to Provincial standards. We have worked with the DDSB on similar projects elsewhere, and have been working with clients and the Ministry of Environment on these types of issues for over 20 years. Our principals are registered Qualified Professionals with the Ministry and our firm is certified with the Association of Professional Geoscientists of Ontario (APGO). All known contaminated soil affected by the heating oil (a total of 257 tonnes) has now been excavated and shipped to an Ontario Ministry of Environment approved facility. Our firm was responsible for testing the soil remaining at the site. Portable detectors were used to test 90 soil samples for environmental quality and 25 samples were submitted for laboratory analysis. The results of testing were evaluated in terms of the Provincial standards that are applicable to this property and all of the samples were found to meet the Ontario standards. The property has now been graded generally flat but additional grade changes will be made during the construction of the new Forest View school.
