The proposed replacement door and sidelights shall be wood, stained and sealed or painted to match the house, and shall conform to the applicant s proposal, as described in the Staff Analysis included in this Notice and the attached drawing of the proposed door and sidelights. 2. The applicant shall obtain required Building Permits associated with the proposal. Work associated with the proposal shall comply with the Building Code, as adopted and amended by the State of Oregon; and other applicable state and local Codes and ordinances related to building, development, fire, health, and safety, including other provisions of the Albany Development Code. The City based its decision on the project s conformance with the review criteria listed in the Albany Development Code. Findings of fact in support of this decision are attached. This approval expires in three years, unless a valid approved building permit exists for new construction or improvements, and work has commenced, or unless an extension has been granted pursuant to ADC The issuance of this approval by the City of Albany does not eliminate the need for compliance with other federal, state, or local regulations. It is the applicant's responsibility to contact other federal, state, or local agencies or departments to obtain all required permits and to assure compliance with all applicable regulations. REVIEW CRITERIA (Albany Development Code Section 7.120) The Director will approve residential alteration requests if one of the following criteria is met: a. There is no change in historic character, appearance, or material composition from the existing structure. b. The proposed alteration materially duplicates the affected exterior building features as determined from an early photograph, original building plans, or other evidence of original building features. c. The proposed alteration is not visible from the street. FINDINGS OF FACT 1. The historic Ridders House at 1114 Washington Street SW is a Historic Contributing landmark in the Monteith National Register Historic District. Per the Historic Resource Survey Form, the c Bungalow features double beveled siding, a side gable roof, and 1/1 double-hung windows. Decorative features of significance include knee braces, exposed rafters, a shed dormer, tapered porch supports, an exterior chimney, shingles at the basement level, and side lights around the front door. Exterior alterations noted are the wrought iron porch stair rail and sliding aluminum windows in the shed dormer. 2. Per the applicant, the existing front door and sidelights are not historic and most likely date to the 1960s. Close-up photos of the door and sidelights submitted by the applicant and contained within City records show a single-panel wood door with hardware and semitransparent amber colored textured glass sidelights typical of 1970s residential construction. 3. Albany Historic Program file records include a historic photo of the house. The photo shows a central porch stairway leading to the front door and a front door and sidelights that appears to be glass in the middle and upper portion of the door with wood below. The accompanying notes indicate that the photo dates to 1927 and that the front steps changed to the north side of the porch in the 1960s. The notes also indicate that the garage was destroyed in the 1960s and the house changed ownership c The applicant proposes to replace the existing door and sidelights with doors and sidelights that are consistent with the 1927 photo documentation and Bungalow style of the house. The proposed door and sidelights feature wood in the bottom quarter, with beveled glass lights above consistent with the historic photo, with a nine-light door design and matching three-light sidelight design. The proposed doors and sidelights are to be custom made to fit within the existing openings, and will be installed without altering the existing doorway surround and trim. Per the applicant, the lockset will be in keeping with the historic style of the door. 5. The design proposed for the door and sidelights is characteristic of the Craftsman and Bungalow styles. This proposed design, and variations on that design, is attributed to the Craftsman and Bungalow styles in a wide range of sources, including the City of Albany document Help for Your Historic House: Guidelines for Rehabilitating Albany s Historic Residential Buildings. 6. The application includes drawings of the proposed door and sidelights with design details and general dimensions. Notice of Decision/HI-13-16, Page 2

3 CONCLUSIONS 1. Only one of the review criteria in ADC must be met for the proposed alterations to be approved. 2. The existing door and sidelights are not historic or reflective of the house s historic Bungalow style. 3. The proposed door and sidelights will materially duplicate those shown in the historic photo of the house; to the extent they are discernible from the photo. Also, the proposed design details for the door and sidelights are typical of the Bungalow style and period of the house. 4. This application satisfies the review criteria for a director-level decision based on compliance with ADC 7.120(b), subject to the conditions of approval provided below. CONDITIONS 1. The proposed replacement door and sidelights shall be wood, stained and sealed or painted to match the house, and shall conform to the applicant s proposal, as described in the Staff Analysis included in this Notice and the attached drawing of the proposed door and sidelights. 2. The applicant shall obtain required Building Permits associated with the proposal.
